DCNS: Bulgaria Gives Green Light to French Corvettes

At the end of his meeting with French President Nicolas Sarkozy, yesterday, Bulgarian Prime Minister Sergei Stanishev gave his approval for the immediate opening of negotiations for the procurement of four Gowind-class corvettes.
A bilateral working group is to be established with the goal of finalizing the contract by the end of the year, according to DCNS, which thanks to this contract will be able to re-enter the market for corvette-size ships from which it has been absent for 25 years.
“This project is our first success with the Gowind new-generation corvette design. Furthermore, this milestone will now open new marketing horizons for this ship design, for which the world market is growing as many navies modernize or replace their fleets,” says Bernard Planchais, deputy CEO of DCNS.
Displacing 1,000 to 2,000 tonnes, the Gowind corvettes are directly derived from the basic design and technologies of the FREMM European Multi-Mission Frigates, which will be the major surface combatants of the French and Italian navies.
“This programme primarily concerns the DCNS shipyard in Lorient, and will also involve the Bulyard Shipbuilding Industry (BSI) in Varna, Bulgaria, which will carry out a substantial part of the construction work as part of a technology transfer agreement that will generate significant economic benefits in Bulgaria,’ according to DCNS. The company however did not state the work-share that will go to its French shipyards.
French trade unions want the lead ship to be built in-house, and fear that more work will be out-sourced to Bulgarian than was initially planned.
The value of the Bulgarian contract for the four Gowind corvettes is estimated at about 900 million euros.

"Bulgaria Orders 4 Gowind-200 Frigates from DCNS" seemed to herald both a EUR 900 million order and a new shipbuilding center for DCNS. Despite promises of 100% industrial offsets to the Varna shipyard, and a price that was reportedly lowered to EUR 780 million, Bulgaria's defence minister Vesselin Bliznakov recently announced that Bulgaria's government could not afford the deal. Instead, Bulgaria will buy 3 upgraded ships from Belgium for only EUR 54 million, payable over 8 years. The ships are 2 frigates (almost certainly the Wielingen and the Westdiep, both commissioned in January 1978), and a minesweeper of the Tripartite Class.
"The ships are in a good state and fitted out according to NATO Standard" said Bliznakov, who has the difficult job of overseeing force modernization to NATO standards in a relatively poor country, even if it is one of the only NATO countries to spend above 2% of GDP on defense. The saved funds will apparently be diverted to other platform modernization efforts, and the first frigate is scheduled to be delivered in the summer of 2008. The 2,283t Wielingen Class [GlobalSecurity | Photo album] is armed with a 100mm cannon, Sea Sparrow anti-air missiles, Exocet anti-ship missiles, plus torpedoes and depth charges. Bulgaria already operates an upgraded second-hand frigate of this type, after buying it from Belgium in 2005 for EUR 23 million and renaming it from Wandelaar to Drazki ("Intrepid"). This follow-on deal will make Bulgaria the sole operator of the Wielingen Class, as the 4th ship of class Westhinder was stricken from the rolls in 1993 and scrapped.

Bulgaria to buy 2 French corvettes

PARIS, July 4 (Reuters) - Bulgaria has provisionally agreed with France to buy two Gowind corvettes, halving an earlier commitment for four vessels that was hit by funding problems, an aide to French President Nicolas Sarkozy said on Friday.
Bulgaria and France set up a working group in October to try to reach a final deal by end-2007 for four of the advanced stealth vessels that would have been worth 950 million euros ($1.49 billion).
There were reports soon afterwards that Bulgaria had decided on a cheaper solution due to budget difficulties.
The French aide said on Friday that Bulgarian Prime Minister Sergei Stanishev had confirmed a provisional order for two vessels, one of which would be built in Bulgaria at the Black Sea port of Varna.
Detailed talks will start on Monday in Sofia, Stanishev told reporters after meeting Sarkozy in Paris to sign a strategic partnership agreement between the two European Union states.
The Gowind class of light, manoeuvrable corvettes is designed for anti-surface warfare and maritime security and built by French state shipyard DCNS, which is 25-percent owned by defence electronics firm Thales

Bulgarian Navy to Modernise Frigates by 2014

The Bulgarian Navy will modernise three of its frigates by 2014 in a move to improve the technical efficiency of the navy, Bulgarian Defence Minister Anyu Angelov has said.
As part of the modernisation programme, the frigates will be equipped with landing pads to allow helicopters to land and take off from the ships' decks.
The navy is also planning to decommission a submarine, several ships and missile boats as well as mine sweepers by the end of 2014, the defence minister added.
According to the Stockholm International Peace Research Institute (SIRPI) report, the navy's overall cutbacks are part of the country's military spending cuts in Central and Eastern Europe.
The navy also has plans to deploy the Druzki frigate for a period of three months to support the international military operation against the Gaddafi regime in Libya.

Bulgaria set to issue RFP for two patrol ships

The Bulgarian Navy has signaled its readiness to issue a Request for Proposal (RfP) for the procurement of two new patrol ships, but the government crisis and changes in the public procurement legislation in Bulgaria have delayed it so far.
The RfP was originally expected to be issued until the year-end, after the Council of Ministers and Parliament gave green light to the project in June 2016 and approved a BGN 820 million (€419 million) of funding. Now the Bulgarian Navy claimed that that the RfP could be issued in the first half of 2017.
Bulgarian Navy Capt Ivelin Kraev, head of plans and policy department at the Navy HQ, speaking at an AFCEA conference in Sofia on 12 December revealed some details about the project, which is set to become the main modernisation project for the Bulgarian naval service.
Kraev said that the two existing Pauk-class patrol corvettes have a useful life of no more than five years which makes the procurement of new patrol ships an urgent task. The delivery timeframe of the ships as required by the Bulgarian Navy is going to be missed due to the delayed RfP.
Outfitting the ships with mission equipment and weapons systems is slated to be undertaken in three phases. The first of these foresees the ships to be capable of surveillance, anti-submarine warfare and self-defence. To be able to do this, the ships will be armed with a 76mm main gun, CIWS, 3D radar, Link 11 datalink, hull-mounted sonar system and lightweight torpedoes. In addition they will also provide basing of one AS565MB Panther multi-role helicopter (already operated by the Bulgarian Navy).
Kraev added that phase two will add an electronic warfare (EW) system together with Link 16 datalink, SATCOM and a surface-to-air missile system.
Phase three will provide the definitive configuration, including a newly-added anti-ship missile system and towed array sonar, in order to convert the patrol ship into a fully combat-capable corvette able to deal with underwater, surface and air threats.
Kraev however was reluctant to provide any budget estimates for phases two and three while commenting that the government-approved funding for the patrol ship project is not able to cover the purchase and integration of the systems as foreseen in these two phases.
According to the Bulgarian Navy requirements, the two ships shall be built in a Bulgarian shipyard. So far, the main candidate to win the project is Varna-based MTG Delfin company, which has accumulated experience in building patrol ships under Ukrainian projects, sold out in Africa. The company is offering its K-90 project with displacement of about 1,700 tonnes (pictured above).
In May 2016, the company signed a cooperation agreement on the K-90 joint work with three highly-experienced European manufacturers of electronics systems and weapons - Thales Netherlands, Leonardo and DIEHL Defence.
Damen has also expressed a serious interest in the expected Bulgarian tender, offering the Sigma-class corvette, while DCNS is set to offer its Gowind project; both companies have already declared their readiness to cooperate with local shipyards in their proposals for participation in the expected patrol ship tender in Bulgaria.

Armement : la Bulgarie souhaite acquérir deux corvettes

Sofia a lancé un appel d'offres pour acquérir deux corvettes. Naval Group est intéressé et propose la Gowind. Emmanuel Macron sera vendredi en Bulgarie.
C'est un très vieux projet qui remonte à la surface en Bulgarie. Dix ans après avoir choisi Naval Group (ex-DCNS), puis annulé cet accord pour des raisons budgétaires, Sofia a récemment lancé un nouvel appel d'offres pour acquérir deux corvettes en vue d'équiper sa marine, selon nos informations. Un budget de 400 millions d'euros serait alloué à cet achat de ces navires de guerre. Les deux corvettes devraient être construites par le chantier naval sélectionné par Sofia, qui souhaite toutefois associer son industrie à ce contrat, via des transferts de technologie. Naval Group devrait proposer les corvettes Gowind, armées par des missiles de MBDA (Aster et/ou VL-Mica?) et déjà vendue à la Malaisie et l'Egypte.
Voisin de la Turquie, Sofia souhaite également acquérir des avions de combat et hésite entre le Gripen (huit exemplaires), des F-16 portugais d'occasion portugais ou des Eurofighter italiens d'occasion. Quant à l'armée de Terre, elle a exprimé un besoin de 200 véhicules blindés.
Emmanuel Macron en Bulgarie
Coïncidence (?), l'appel d'offres sur les corvettes a été lancé quelques jours avant la visite en Bulgarie d'Emmanuel Macron, qui doit se rendre à Varna sur la mer Noire le 24 août. Le président de la République devrait glisser le 25 août lors de ses entretiens avec le président de la République Roumen Radev et le Premier ministre Boïko Borissov, un mot en faveur de l'équipe France, dont Naval Group. D'autant qu'il a déjà rencontré en juin dernier à Paris le Premier ministre bulgare, au cours de laquelle ils avaient évoqué l'Europe de la défense.
"En matière de défense, nous avons évoqué nos perspectives communes, et alors que je veux renforcer justement une Europe de la défense, que plusieurs autres pays membres ont manifesté leur souhait d'aller dans cette direction, la Bulgarie aura toute sa place à jouer dans ce contexte", avait expliqué dans une déclaration commune Emmanuel Macron lors de la visite de Boïko Borissov en juin dernier à Paris.
Emmanuel Macron souhaite nouer des liens plus étroits avec la Bulgarie qui assurera la présidence de l'Union européenne au premier semestre 2018. La Roumanie veut également des corvettes
Tout comme la Bulgarie, la Roumanie souhaite elle aussi acquérir des corvettes. C'est le ministre de la Défense Adrian Tutuianu, qui a annoncé mardi dernier qu'il enverra cet automne au Parlement un projet de loi portant sur l'achat de corvettes ainsi que la modernisation des frégates, selon la presse roumaine. Le dossier est actuellement à un stade interministériel. Le ministre a assuré que l'industrie roumaine devrait produire "une bonne partie" des corvettes.
Ce projet verra le jour à la seule condition que la Roumanie ne cède pas aux sirènes américaines. Les Etats-Unis souhaitent vendre un système de défense aérienne de type Patriot (Raytheon). Si c'était le cas, cela assécherait tous les crédits du ministère de la Défense roumain, estime-t-on à Paris. Le département d'Etat américain a approuvé la "vente possible" du Patriot pour un montant évalué à 3,9 milliards de dollars.

Naval Group propose la corvette Gowind à la Bulgarie (Crédits : DCNS)
Sofia a lancé un appel d'offres pour acquérir deux corvettes. Naval Group est intéressé et propose la Gowind. Emmanuel Macron sera vendredi en Bulgarie.
C'est un très vieux projet qui remonte à la surface en Bulgarie. Dix ans après avoir choisi Naval Group (ex-DCNS), puis annulé cet accord pour des raisons budgétaires, Sofia a récemment lancé un nouvel appel d'offres pour acquérir deux corvettes en vue d'équiper sa marine, selon nos informations. Un budget de 400 millions d'euros serait alloué à cet achat de ces navires de guerre. Les deux corvettes devraient être construites par le chantier naval sélectionné par Sofia, qui souhaite toutefois associer son industrie à ce contrat, via des transferts de technologie. Naval Group devrait proposer les corvettes Gowind, armées par des missiles de MBDA (Aster et/ou VL-Mica?) et déjà vendue à la Malaisie et l'Egypte.
Voisin de la Turquie, Sofia souhaite également acquérir des avions de combat et hésite entre le Gripen (huit exemplaires), des F-16 portugais d'occasion portugais ou des Eurofighter italiens d'occasion. Quant à l'armée de Terre, elle a exprimé un besoin de 200 véhicules blindés.
Emmanuel Macron en Bulgarie
Coïncidence (?), l'appel d'offres sur les corvettes a été lancé quelques jours avant la visite en Bulgarie d'Emmanuel Macron, qui doit se rendre à Varna sur la mer Noire le 24 août. Le président de la République devrait glisser le 25 août lors de ses entretiens avec le président de la République Roumen Radev et le Premier ministre Boïko Borissov, un mot en faveur de l'équipe France, dont Naval Group. D'autant qu'il a déjà rencontré en juin dernier à Paris le Premier ministre bulgare, au cours de laquelle ils avaient évoqué l'Europe de la défense.
"En matière de défense, nous avons évoqué nos perspectives communes, et alors que je veux renforcer justement une Europe de la défense, que plusieurs autres pays membres ont manifesté leur souhait d'aller dans cette direction, la Bulgarie aura toute sa place à jouer dans ce contexte", avait expliqué dans une déclaration commune Emmanuel Macron lors de la visite de Boïko Borissov en juin dernier à Paris.
