JF-17 Thunder: Govt to Buy Jet Engines Directly from Russia
(Source: The Express Tribune; published Feb 15, 2015)

ISLAMABAD --- Pakistan will directly import engines from Russia to manufacture its JF-17 Thunder fighter jets. The engines were earlier imported via China.

According to sources in ministry of defence production, China has recently issued no objection certificate (NOC) to Pakistan, which was earlier producing the fighter jet as a joint venture with China.

“The Chinese NOC now allows Pakistan to import fighter jet engines from Russia directly,” a source said. “This will not only reduce the cost of production of the fighter jet but will also lead to enhanced defence cooperation between Russia and Pakistan.”

Islamabad and Moscow had recently agreed to boost cooperation in several spheres including that of defence during the recent Russian defence minister’s visit to Pakistan. “This is a significant move since Pakistan had never struck any direct defence deal with Russia,” the sources said.

“Russia was clearly tilted towards India and the new Russian policy towards Pakistan is seen as a coup pulled by the country’s foreign policy.

(EDITOR’S NOTE: This report confirms the unsatisfactory performance of Chinese-made aero engines, which are reverse-engineered from Russian-supplied engines and whose under-performance has notably delayed several Chinese aviation development programs, including the Y-20 four-engined transport aircraft and several fighter designs, including the J-20 and J-31.
In recent years, China has not made a secret of these shortcomings, and for example conceded that a Russian-made RD-93 engine will power the Chinese J-31 fighter, at least initially.)

China forges ahead in fighter jet export market

China is capable of exporting modern fighter aircraft to developing countries while at the same time upgrading the technical standards of its own domestic aircraft manufacturing industry, according to Russian media cited by China's nationalistic tabloid Global Times.

The FC-1 Xiaolong fighter, also known as JF-17 Thunder, is suitable for use by developing countries that cannot afford fifth-generation fighters, the article said. The Xiaolong is a more affordable solution for these countries, as they are less likely to be attacked by stealth aircraft and have no need to carry out long-range strikes, the paper said.

The Xiaolong is made of composite materials, which makes it lighter and improves its stealth capability. Aviation Industry Corporation of China (AVIC) may even replace the fighter's Russian RD-93 engine with an indigenous turbofan engine if there proves to be sufficient demand. China is also considering whether it should allow countries which cannot afford to buy the aircraft outright to rent fighters.

Argentina has expressed its interest in importing Chinese fighters, as they are compatible with anti-ship missiles, including the C-802 sub-sonic missile and the SM-400AKG super-sonic missile. China and Argentina have already entered into preliminary negotiations over the deal. Other potential buyers include Saudi Arabia, Algeria, Malaysia, Nigeria and Sudan. Many countries have also expressed a wish to own a two-seater trainer and AVIC believes that this version of the aircraft will come on to the market in three to four years.

The chief designer of the Xiaolong, Yang Wei, said that the aircraft cannot compete with other aircraft on the market and that exporting fighters is often influenced by geopolitical factors, in an interview with Beijing-based China Daily.

Russia is attempting to solidify its status as the engine supplier for the Xiaolong, recommending that China adopt the RD-93MA, an updated version of the RD-93 with a 9300 kilogram-force thrust, for the aircraft compared to the 8300 kgf thrust of the engines it is currently equipped with, the paper said.
