The Royal Navy reports their submarines recently have had numerous encounters with Russian nuclear-powered attack subs. Although Chinese and US navies tell nothing about such cases, frequent incidents apparently show that Russian Navy began to update its acoustic database of various maritime objects; primarily, potential enemy's submarines.
Russian nuclear-powered submarines use passive sonars which listen to sounds and compare them with pre-recorded acoustic database. The point is that Russian database needs update badly, because submarines rarely have been in patrols during the last two decades. On average, Russian nuclear subs were on station 10 times a year (SSNs more often, SSBNs less frequently). Some particular subs were deployed only for several days and sometimes even for hours, while patrol of a US nuclear submarine normally lasts 2-6 months.
Each surface ship, submarine, or sea animal has its own unique noise which must be stored in acoustic database. Some US databases have so huge amount of acoustic information that it is possible to differ even individual animals of the same mammal class. In 1984 Soviet nuclear-powered submarines carried out 230 patrols; since 90's this number was significantly decreased. The mistake of Russian admirals was attempt to preserve as many ships as possible, while it would be wiser to decommission 90% ships and keep the rest ones more or less serviceable. Greater part of defense budget was assigned for maintenance of non-operational ships and submarines.
Currently, Russia has 14 SSBNs in inventory, although not all of them fully armed with ballistic missiles. Some subs lacks crewmembers, some are out of key onboard systems. Russian Navy has only 8 up-to-date Akula class SSNs (Project 971, Schuka-B) with displacement of 7,000 tons; one of them is about to be leased to India. Those submarines were laid down late 80's and have characteristics comparable to Los-Angeles class subs. All earlier built submarines turned into junk, most of them were decommissioned. There are 8 heavy SSGNs and 20 diesel electric subs. New type of nuclear-powered cruise missile submarine is being developed, although the progress moves slowly.
The US Navy possesses 7 newest Virginia class SSNs with displacement of 7,700 tons; three more are at different levels of completion (in total, it is planned to build 30 subs of this type). Los Angeles class nuclear submarines with displacement of 6,100 tons still constitute the basis of American attack submarine forces (44 subs are presently in service out of 62 ever built). Also, the US Navy has three powerful Seawolf class SSNs in its inventory (29-sub program was canceled due to collapse of the Soviet Union). Those supersubs were supposed to engage Soviet Navy in the plenitude of its power.
Lifetime of Western submarines makes about 30 years; Russian subs barely reach the age of 20. To maintain the total amount of nuclear subs at the level of 40, Russian Navy has to receive two subs per year which appears to be unreal without multibillion financing. At present, priority trend is new Borei class SSBNs (it is planned to build over 11 subs). Russian nuclear subs take the sea 3-4 times more often then 20 years ago, although this is not enough to reach Western standards. It should be noted, however, that Russian Navy has stopped its spiral degrading.

Russia's only aircraft carrier, the Admiral Kuznetsov, has left a dry dock after scheduled repairs and is getting ready for a training mission in the Barents Sea, the Northern Fleet said in a statement.
"The Admiral Kuznetsov aircraft carrier will sail to the Barents Sea at the end of September on a training mission relevant to its main purpose," the statement said.
The warship was assigned to the Northern Fleet in January 1991. It is capable of carrying 26 Su-33 Flanker-D and MiG-29K Fulcrum-D carrier-based fighter jets, and 24 anti-submarine helicopters.
The upcoming mission will most likely involve a comprehensive program of naval pilot training to further develop the skills acquired by pilots at the Nitka Naval Pilot Training Center in Ukraine.

Mais do que porta-aviões, a marinha russa precisa urgentemente de navios escolta.
Com apenas 2 Admiral Gorshkov no estaleiro e uma meia dúzia de Steregushchiy (que com 2000 toneladas elas realmente não tem capacidade oceânica) realmente vai ser difícil substituir satisfatoriamente os navios atuais.
Até lá, Udaloy, Sovremenny e Neustrashimy precisarão passar por modernização que as compatibilizem em termos de armamentos e sensores.
Também não há qualquer previsão de navios que possam substituir no futuro seus grandes cruzadores.
Sem dúvidas, das forças armadas da Rússia, a Marinha é a que tem um futuro mais nebuloso.

Russian helicopter carrier tender to be announced 'in near future'

A tender for the construction and purchase of helicopter carriers for the Russian Navy will be announced in the next few weeks, a highly placed source in the military industrial complex said on Friday.
Russian Defense Minister Anatoly Serdyukov said on August 20 the ministry was preparing to announce an international tender for the construction of two amphibious assault ships and that the results of the tender would be announced before the end of the year.
"A tender for the purchase of Mistral type helicopter carriers is set to be announced in the nearest future. This is likely to happen at the end of September or at the beginning of October," the official said.
He said specialists from the military industrial complex were preparing the necessary documents with the assistance of international lawyers.
Earlier Serdyukov said that both Russian and foreign companies, as well as the Mistral manufacturer itself, would participate in the tender.
Meanwhile, Paris is continuing negotiations with Moscow on the purchase of a Mistral-class warship on a 2+2 scheme whereby Russia will buy one or two French-built Mistrals and build another two under license at home.
The Mistral class ship is capable of transporting and deploying 16 helicopters, four landing barges, up to 70 armored vehicles including 13 battle tanks, and 450 personnel.

Anatoly Serdyukov said that if failures continue and their causes prove to be different, "then we will have to overhaul the whole system of production and [manufacture] control of these missiles."
The Bulava (SS-NX-30), a three-stage liquid and solid-propellant submarine-launched ballistic missile (SLBM), has officially suffered seven failures in 12 tests.
Bulava test launches were put on hold after the most recent failed launch, from the Dmitry Donskoy nuclear submarine in the White Sea on December 9, 2009, pending the results of a government investigation.
The failure was caused by a defective engine nozzle. A source close to state commission, which investigated the failure, said the malfunction was caused not by the design but by a manufacturing fault.
The next test launches, initially scheduled for mid-August, have repeatedly been postponed.
"The next three launches of the Bulava missile will be held until the first ice appears. We will definitely launch [the missiles]," Serdyukov said.
Some analysts suggest that in reality the number of failures was considerably larger, with Russian military expert Pavel Felgenhauer suggesting that of the Bulava's 12 test launches, only one was entirely successful.
The future development of the Bulava has been questioned by several lawmakers and defense industry officials, who suggest that all efforts should be focused on the existing Sineva SLBM.

Russia has been negotiating with France for months to buy the Mistral-class ships, in its first ever purchase of military hardware from a member of NATO.
But talks have been mired by disputes over technology transfer.
In August, Russia said it had thrown open its planned purchase of the vessel to an international tender, ending France's status as the exclusive bidder.
But the Interfax news agency quoted an unidentified senior Navy official as saying the tender would be a mere formality as Russia and France had already agreed on the parameters of the deal.
"The tender to purchase the helicopter carrier, which will be announced before the end of September, will be of a formal character," he said, Interfax reported.
The tender's primary purpose would be to lower the price to a maximum low, he was quoted as saying.
"The tender is formed in such a way as to practically predetermine the victory of the French ship," Interfax quoted the official as saying.
The deal is reportedly worth around 600 million euros ($765 million) and would secure jobs in the French yards, but France's NATO allies have expressed concern about arming Russia with modern Western weaponry.

Segundo o comandante, a construtora de Kaliningrado “Yantar” já recebeu uma encomenda da Marinha para a construção de cinco navios. “Em 2015, a frota do Mar Negro deve contar com pelo menos cinco navios deste projeto,. Segundo Vysotsky os navios serão empregues inclusive no combate a pirataria no Golfo de Áden, bem como para patrulhar as regiões conflitantes como a Geórgia.
A versão de exportação do Project 1135 (denominada Project 11356) está sendo construída para a Marinha indiana. Até 2011 a Marinha indiana receberá três navios “Talwar”, “Trishul” e “Tabar, cujo valor do contrato é de mais de meio bilhão de dólares.
Além das fragatas do project 1135 a Rússia tamb´+em pretende dar prosseguimento a construção dos navios do Project 22350 informou a agência de notícias.

Segundo Vysotsky os navios serão empregues inclusive no combate a pirataria no Golfo de Áden, bem como para patrulhar as regiões conflitantes como a Geórgia.
A versão de exportação do Project 1135 (denominada Project 11356) está sendo construída para a Marinha indiana. Até 2011 a Marinha indiana receberá três navios “Talwar”, “Trishul” e “Tabar, cujo valor do contrato é de mais de meio bilhão de dólares.
Além das fragatas do project 1135 a Rússia tamb´+em pretende dar prosseguimento a construção dos navios do Project 22350 informou a agência de notícias.
