The "Yury Dolgoruky" (Sevmash.ru)

The construction of the yet-unnamed submarine will start at the Sevmash yard on December 22nd.

The first of Russia’s new strategic submarines, named Yury Dolgoruky, is currently passing sea trails and is expected to be delivered to the fleet sometime in 2010.

Two other of the 170 meter long nuclear powered submarines are under construction at the Sevmash naval yard on the banks of the White Sea in Arkhangelsk region.

The keel-laying ceremony for the yet-unnamed new Borey-class submarine will start at December 22nd, reports RIA Novosti. That is the same day as Sevmash marks its 70th anniversary.

The Borey class submarines will first replace the Delta-III class submarines in Russia’s Pacific fleet and later on replace the Delta-IV class submarines in the Northern fleet with bases on the Kola Peninsula.

Sevmash has so far built 128 nuclear powered submarines, according to the yard’s website.

France, Russia Move Closer to Mistral Deal
AGENCE FRANCE-PRESSE
Published: 31 Oct 2009 11:35

MOSCOW - France will send a warship to Russia in November in the run up to an unprecedented deal to sell it a helicopter carrier, a top defense ministry official said Oct. 31, RIA Novosti reported.

"In November, the Mistral helicopter carrier will arrive on a visit to St. Petersburg," the first deputy chief of the Navy general staff, Oleg Burtsev, told the news agency.

Burtsev also confirmed that Russia was planning to purchase one of the Mistral warships and to construct a further four warships under license.

"We plan to buy one Mistral-class ship in France, and with technical support from the French to build four helicopter carriers of this class under license," Burtsev told the news agency.

Burtsev said that he attended talks on the warship deal in France two weeks ago and that France agreed to Russia's proposal to buy the ship, RIA Novosti reported.

The Mistral warship can carry 16 heavy helicopters, landing-craft and troops and can also act as a command and control vessel.

Burtsev did not name a price, but the ship is set to cost up to 500 million euros ($740 million) RIA Novosti reported Saturday, citing French media.

The Russian armed forces chief of staff, Gen. Nikolai Makarov, said in August that Moscow planned to buy a Mistral in an unprecedented deal that experts said reflected Kremlin efforts to accelerate military modernization.

The naval commander-in-chief Vladimir Vysotsky raised questions over the deal in September when he said that Russia might look to Spain or the Netherlands to buy the ship-building technology.

Since World War II, Russia has insisted on producing all military hardware for its own use and export, but it has failed to keep up with the West.

In recent years, Russia has talked a lot about modernizing its armed forces, which still rely heavily on Soviet-era equipment, and steadily increased its procurement budgets during Vladimir Putin's presidency.

The Mistral-class warships would be based at Russia's northern and Pacific fleets but might also be used against Somalian pirates, Burtsev said.

"The ships are being acquired for troop-carrying, peace-keeping and rescue operations. What's more, this ship can be effectively used for fighting pirates, including those off the coast of Somalia," Burtsev told RIA Novosti.

Russia is one of several countries to have sent naval ships to the coast of Somalia to try to combat the rising tide of attacks on vessels passing through the strategic Gulf of Aden.

In the most recent attack, Somali pirates seized a Thai fishing trawler with a crew including 23 Russian sailors, the Russian foreign ministry said Oct. 30.

Camaradas!

French Mistral warship to visit Russia November 23

MOSCOW, November 5 (RIA Novosti) - France's Mistral amphibious assault ship will arrive on an official visit to St. Petersburg on November 23, a senior Russian Navy official said on Thursday.

Russia is seeking to buy a Mistral-class helicopter carrier worth 400-500 million euros (around $600-$750 mln). The Russian Navy and defense industry experts will be able to inspect the ship during the visit.

"The visit was originally scheduled for November 14, but it was later postponed until November 23," a source in Russia's Baltic Fleet said.

France said in mid-October it had decided to start official negotiations on the sale of a warship to Russia. Paris indicated it would formulate its terms and the further course of negotiations would depend on Moscow's response. A final decision is expected in mid-November at the latest.

Oleg Burtsev, first deputy chief of the Navy Main Staff confirmed Moscow's plans last Saturday to buy one Mistral-class warship and build another four in Russia under French licensing.

The first warship will be built at the STX shipyard in France in partnership with the French shipbuilder DCNS.

A Mistral-class ship is capable of transporting and deploying 16 helicopters, four landing barges, up to 70 vehicles, including 13 battle tanks, as well as 450 military personnel. The vessel is equipped with a 69-bed hospital and can be used as an amphibious command ship.

The Russian Navy is planning to deploy the Mistral-class warships in the Northern and Pacific fleets to conduct troop transport, peacekeeping and rescue missions. In addition, the helicopter carriers could be used effectively in anti-piracy operations, including off the Somali coast.

Russian shipbuilders strongly oppose the deal and the government has yet to make a decision on whether Russia needs to build costly amphibious assault ships.

Russian nuclear sub starts sea trials after overhaul

00:3512/11/2009

ST. PETERSBURG, November 12 (RIA Novosti) - A Russian Delta-IV class Karelia nuclear submarine has started sea trials following lengthy modernization at the Zvezdochka shipyard in northern Russia, the company said.

The overhaul, which started in 2004, included noise reduction, improved enemy ship and submarine tracking capabilities, and enhanced survivability. The submarine has been equipped with 16 Sineva RSM-54 missiles.

K-18 Karelia could join Russia's Northern Fleet by the end of this year, the shipyard said in a statement on Wednesday.

Similar overhaul has been done to four other Delta-IV class submarines - the K-51 Verkhoturye, the K-84 Yekaterinburg, the K-114 Tula, and the K-117 Bryansk.

The Russian Navy has seven Delta-IV class submarines in service. They are all deployed in the Northern Fleet.

"The Delta-IV class submarines are the core of the naval component of the Russian nuclear triad at present. After the modernization, the subs will be able to remain in service for another 10 years," Zvezdochka said.

France shows off cutting-edge navy ship in Russia

ST. PETERSBURG, Russia – A cutting-edge French warship sailed into St. Petersburg Monday to show off its capabilities to potential buyers in the Russian navy, whose pursuit of an amphibious assault capacity is frightening some neighboring countries.
Russia's once-mighty navy was severely degraded after the fall of the Soviet Union and it currently has no big ship with the power to anchor in coastal waters and deploy troops onto land.
Russian officials announced this year that they were planning to make their first arms deal with a NATO country by buying a French vessel like the Mistral, a 23,700-ton (21,500-metric ton), 980-foot (299-meter) vessel able carry more than a dozen helicopters able to haul hundreds of troops directly onto enemy territory.
The head of the Russian navy has said that a Mistral-class vessel could put as many troops in Georgia in 40 minutes as the Russian Black Sea Fleet took 26 hours to land during the nations' August 2008 war. Moscow declared the Russian-allied breakaway Georgian territory of Abkhazia an independent nation after the war and sent thousands of troops there. Russia, Georgia and Ukraine all have Black Sea coastlines, as does Abkhazia.
The Mistral docked Monday on the Neva River, about half a mile (1 kilometer) from the Hermitage museum. Russian media reported that the French and Russian navies are planning joint exercises with the ship this week.
Russian media reports have said a Mistral-class ship would cost Russia up to euro500 million ($750 million). Officials in Moscow have expressed interest in buying licenses to build several more in Russia.
"We strongly oppose the sale of such ship to Russia," Nika Laliashvili, a member of the Georgian parliament's defense affairs committee, told The Associated Press. "It poses a serious danger to Georgia."
The Mistral, which was launched in 2006 and first saw service in a Lebanon refugee operation, is one of the two ships of that class in the French navy.
Bruno Daffix, a spokesman for the French Defense Ministry's export and sales agency, described the ship as a "Swiss army knife" of military ships — able to carry helicopters, land forces, hospitals or refugees, among other things.
NATO officials in Brussels would not comment Monday on the possible French navy sale.
The Kremlin has increasingly sought in recent years to reaffirm Russia's global reach and prestige in world affairs. It has sent its warships to patrol pirate-infested waters off Somalia and dispatched a navy squadron to the Caribbean where it took part in joint maneuvers with the Venezuelan navy and made several port calls in 2008.
The Caribbean mission, aimed at flexing military muscles near the U.S. in the tense months after the war between Russia and Georgia in August 2008, was the most visible Russian navy deployment since Soviet times.
But despite the Kremlin's ambitions, the post-Soviet economic meltdown has left the Russian navy with only a handful of big ships in seaworthy condition and badly crippled the nation's shipbuilding industries.
Russia has only one Soviet-built aircraft carrier, the Admiral Kuznetsov, which is much smaller than the U.S. aircraft carriers and has been plagued by mechanical problems and accidents.
Russian shipbuilders have opposed the Mistral deal, saying the government should invest in domestic production instead. Navy officials have argued that license production of Mistral-class ships would help modernize Russia's aging industries.
The French Defense Ministry's arms acquisition and sales agency has reported that French exports rose 15 percent in 2008 to euro6.4 billion, thanks in part to sales of the French-Italian built FREMM multipurpose frigate to Morocco and the EC725 Cougar tactical transport helicopter to Brazil.
French military exports are expected to rise to euro6.7 billion this year.
Among France's recent big-ticket sales deals, Brazil has agreed to buy five French Scorpene submarines, one of them with nuclear propulsion, and 50 Cougar helicopters for about $12 billion. All would be assembled in Brazil.
