Dei uma olhada rápida no Bharat Rakshak e parece que ainda consideram a modernização Mirage 2000, pelo menos não vi nada que indicasse o contrário:

Essa noticia simplesmente é mentira, era-o nessa data quero esclarecer, pode ter alguma verdade no futuro caso os indianos desistam do upgrade, mas quando foi escrita foi mentira.

O que os Indianos querem nesse upgrade, com tudo feito localmente, mais valia comprar novo. Eles têm planos para operar o M-2000 por mais 25 anos

Thales to bring down price by involving Indian industry.

French President, Nikolas Sarkozy, has thrown his weight behind the Rs 10,000 crore bid by French company, Thales, to upgrade the Indian Air Force Mirage-2000 fighter fleet. Sarkozy’s defence minister, Hervé Morin, in New Delhi for a day, made his pitch this morning to Defence Minister AK Antony, telling him that President Sarkozy is keen on signing the deal when he visits India early next year.

Addressing a press conference after his meetings in South Block, Morin revealed that he discussed outstanding procurement cases, including the Mirage-2000 upgrade, with his indian counterpart. Morin said: “We are hoping that some of the procurement cases that are under way between India and France are finalised by the time Sarcozy visits.”

Through two years of negotiations, French aerospace major, Thales, and the IAF have been unable to agree on a price for outfitting India’s 51 Mirage-2000s with new radars, avionics, electronic warfare systems and onboard computers, which will make the aircraft battle worthy for another 15 years. From an initial offer of Rs 13,500 crores ($2.9 billion), Thales came down to Rs 10,000 crores ($2.1 billion). But even that is exorbitant; the IAF has let it be known that, instead of spending Rs 196 crores ($41 million) on each Mirage-2000, it would prefer to buy brand new fighters.

That hard bargaining, it seems, is working. Thales is looking to reduce its price by using Indian suppliers for a significant share of work and components for the upgrade. The IAF now believes that a deal could be close. A top IAF official, who is close to the negotiations, told Business Standard on condition of anonymity, “Thales is climbing down from its high horse and we will meet them halfway. The French President has given his officials a diktat that the Mirage-2000 upgrade deal must be buttoned up this year.”

That urgency is fully endorsed by French officials. One highly placed French industrial source asks rhetorically, “If the upgrade deal is not finalised, what else is there for Sarkozy to sign in Delhi?”

So far, during negotiations, Thales has argued that if India insisted on a cheaper upgrade for the Mirage-2000 fleet, it should be prepared to upgrade fewer systems. If, for example, the IAF was willing to upgrade only the weapons systems, the cost would be considerably cheaper. But the IAF insisted on a full upgrade.

Now, with Thales looking to source from India, there could be rich pickings for Indian avionics manufacturers like Samtel Thales Avionics, the joint venture that NCR-based Samtel Display Systems has set up with Thales. Components developed in France by Thales, will be manufactured cheaply in Samtel Thales Avionics’ high-tech facility near Ghaziabad, allowing Thales to lower its bid significantly.

Puneet Kaura, Executive Director, Samtel Display Systems, confirmed to Business Standard that, “Samtel Thales Avionics is going to be a major partner in the Mirage-2000 upgrade. We have negotiated with Thales for doing a number of work packages in the upgrade. This will also benefit Thales in meeting the offset liabilities that will arise out of this deal.”

For IAF planners the participation of Indian companies, including Samtel Thales Avionics, is a welcome prospect since they would be able to maintain and repair the upgraded avionics in India. The Indian companies would also handle “obsolescence management”, which involves redesigning avionics cards that need upgrading.

Thales was already on track to build avionics systems in Samtel Thales Avionics for a variety of Indian aircraft. These include the technologically advanced TopSight-I, the Helmet Mounted Sight Display (HMD) that Indian Navy MiG-29K pilots will use while operating from aircraft carriers.

Esta demora tanto Indiana, como vossa, pode estar relacionada com a previsão de uma correcção do Euro, pode estar digo eu.

Eu não sou pró França, sou somente pró o meu país, mas acabo por defender muitas vezes a França, ou a Rússia, ou os EUA (sim já o fiz diversas vezes), ou qualquer outros muitas vezes são injustiçados aqui no forum, naquelas inúmeras analises superficiais.

Acabo por defender muitas vezes a França porque é alvo de muito preconceito, especialmente desde que gente sem escrúpulos, gente inculta, que DEVIAM SER JULGADOS POR CRIMES CONTRA A HUMANIDADE, orquestraram uma vil campanha contra o País que lhes deu a Independência e os alicerces para se tornarem o que são hoje, porque simplesmente esperavam uma atitude se subserviência do seu mais antigo aliado, para entrar numa guerra sem sentido e imoral, como se veio a provar. Essa é uma amostra do que todos podem esperar dessa sociedade agora decadente.

Assim como estes têm uma divida de gratidão impagável à França, também a India a tem. Essa divida moral deve garantir pelo menos respeito e elevação nas suas relações.

Para quem não sabe, a França, a Rússia e em menor medida UK, foram os grandes defensores da Índia, quando o Paquistão atacou a Índia em 1971, com o apoio de quase todo o mundo, foram eles que seguraram o CS contra medidas drásticas, como os EUA e China queriam. Esse ataque levou a uma guerra aberta e a uma derrota humilhante do Paquistão, que acabou por se render e perder uma parte do território que agora é o Bangladesh.

Por isso muito cuidado nessas analises simplistas, e nem sequer tentem compreender o complexo processo de compras militares Indiano que pode também baralhar os dados.

Então os franceses estão cobrando US$41 milhões/unidade para trocar esses equipamentos acima dos M2000 indianos?
E isso após a Thales ter baixado o valor!!!!
O Euro sobrevalorizado não justifica, pois 29mi de EUROS é bem caro (US$41mi convertido em Euros). Custa mais da metade do valor de um Rafale F3 para a ADLA (54 mi de Euros).

Mas também, para mim, esse procedimento da indútria Aeronáutica Francesa não é nenhuma surpresa. Eles costumam "enfiar a faca" mesmo, inclusive com vários casos aqui no Brasil, como o custo cobrado pela revisão dos Makila dos Super Puma da FAB (3X maior que o oferecidos pelos Sul Africanos, mas que não puderam ser feitos por eles por imposição da Turbomeca); itens que estão sendo cobrados pela Eurocopter para os nossos EC 725 custando 2,5X maior de um equipamento que fora comprado recentemente por uma das Forças diretamente do fabricante etc...

Calma na analise, pois não está a computar todas as variáveis:

1º O up dos Mig-29 vão custar cerca de 16mi $ cada, o que é muito barato.

2º Os Mirage 2000 vão custar 29mi € cada, mas inclui uma revisão estrutural total da célula com garantia por mais de 20 anos, um pacote de armas ar-ar e ar-terra bem recheado, além do já descrito. Portanto semelhante ao que vocês fizeram aos F-5, tudo descascado, só que numa aeronave a sério, mais o pacote de armas, tudo com CLS e garantia do fabricante e ainda com primeiro feito em França, com acompanhamento Indiano e os restantes na India.

É caro?

Não vi piada

O preconceito com os franceses e com os americanos é sim real e inegável em nosso meio.
Os franceses espalharam pelo mundo os ideais de independência.
E sim, o M2000 é muito superior ao F-5.
E, se for pelas lnhas que o Soultrain diz, tal programa de Up é infinitamente mais abrangente ao feito por nós
no F-5M. O que não é demérito da FAB que apenas estipulou o que queria no momento.
Os indianos estão a fazer um novo avião e com um novo pacote de armas e CLS que obviamente custará
à altura do que pedem.

As negociações para a modernização continuam.
Os franceses agora propõem que parte dos equipamentos eletrônicos seja produzida na própria Índia (com tecnologia francesa) ou diminuição da complexidade do upgrade para redução do custo. A IAF quer um upgrade full.

Existe também uma proposta israelense com custo 40% menor mas parece que os indianos querem mesmo fechar com os franceses, a barganha continua.

A modernização é bem complexa e envolve:

- Troca dos computadores de bordo.
- Novo radar.
- Nova suite de guerra eletrônica.
- Troca do barramento de dados.
- Novos aviônicos digitais.
- Renovação estrutural incluindo aumento na capacidae de combustível interno.
- Armamento.
- Simulador de missão.

A notícia postada por Soultrain confirma a notícia anterior (nos dados, nas razões e valores citados) e trás infomações adicionais. Ou a Thales baixa o preço ou não fará a modernização dos Mirage 2000. A Thales e demais fornecedores franceses criaram uma situação delicada para a França:

Seguramente os franceses tem problemas com custos (Marrocos, Brasil, etc).

Segundo o artigo, o plano depois da modernização (se ocorrer) é utiliza-los por mais 15 anos e não 25.
