India Finalizes Mirage Upgrade Deal

Dassault, HAL To Overhaul Aircraft’s Avionics, EW, Displays
India’s Hindustan Aeronautics Ltd. (HAL) and France’s Dassault Aviation will work together to upgrade 52 Indian Air Force Mirage 2000-H aircraft. The $800 million deal has been finalized and the contract will be signed in 2007, a Defence Ministry official here said.
Dassault will upgrade the first two Mirages in France, where HAL engineers will participate in the work. The new avionics, to be bought from Israel, will be installed on the Mirages at HAL facilities in India.
The remaining 50 Mirages will be upgraded in India with technical help from Dassault, the Defence Ministry official said.
A HAL executive said Dassault’s agreement to train HAL engineers in France is the first of its kind for India.
HAL, India’s sole aircraft manufacturer, will remain the prime contractor for the contract and will be responsible for the overall combat-worthiness of India’s Mirage fleet, the Defence Ministry official said.
Dassault will receive 60 percent of the cost of all the Mirage hardware.
The Indian Air Force will also be involved in the upgrade, the Defence Ministry official said, but not with the purchase of the upgrade hardware, a condition the Air Force had earlier insisted upon.
The upgrades include:
• New avionics, including an advanced navigation system, mission computers, Mil 1553 B data with Digibus, a pulse doppler radar that can find objects out to 70 nautical miles.
• Two displays and an advanced head-down display in a glass cockpit.
• Electronic warfare systems, including new radar warning receivers with instantaneous wide-bank receivers, an integrated missile warning receiver with continuous time-to-impact information, and new jammers and countermeasure systems.
• Increased fuel capacity.
The improved Mirages will carry up to four Derby beyond-visual-range missiles, at least two short-to-medium-range Python V missiles and long-range smart munitions.
The deal with Dassault also includes full mission simulators.
The upgraded aircraft will have a warranty of 24 months or 360 operational hours.
Along with the Russian Su-30 MKI, the Mirage is the Air Force’s main combat aircraft, a service official said. The Air Force’s fleet strength has been sliding due to retirement of several of its MiG aircraft. India acquired its first Mirage 2000H/TH fighters in the mid-1980s to equip two air defense squadrons, and has lost at least seven through accidents. •

WASHINGTON --- The Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to India of C-130J Aircraft as well as associated equipment and services.
The total value, if all options are exercised, could be as high as $1,059 million.
The Government of India has requested a possible sale of:
- 6 Lockheed Martin C-130J United States Air Force (USAF) baseline aircraft including USAF baseline equipment
- 4 Rolls Royce AE 2100D3 spare engines
- 8 AAR-47 Missile Warning Systems (two of them spares)
- 8 AN/ALR-56M Advanced Radar Warning Receivers (two of them spares)
- 8 AN/ALE-47 Counter-Measures Dispensing Systems (two of them spares)
- 8 AAQ-22 Star SAFIRE III Special Operations Suites (two of them spares)
- 8 ALQ-211 Suite of Integrated Radio Frequency Countermeasures (two of them spares)
- 2 spare AN/ARC-210 Single Channel Ground and Airborne Radio Systems (SINCGARS)
- 8 spare Secure Voice Very High Frequency/Ultra High Frequency Radios
- 4 spare Secure Voice High Frequency Radios
- 3 spare AN/AAR-222 SINCGARS and Key Gen (KV-10) Systems
- 1 KIV-119 Non-standard Communication/COMSEC equipment
- 2 ARC-210 Non-standard Communication/COMSEC equipment
Also included are spare and repair parts, configuration updates, communications security equipment and radios, integration studies, support equipment, publications and technical documentation, technical services, personnel training and training equipment, foreign liaison office support, Field Service Representatives’ services, U.S. Government and contractor engineering and logistics personnel services, and other related elements of logistics support. The estimated cost is $1,059 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of an important partner and to strengthen the U.S.-India strategic relationship, which continues to be an important force for political stability, peace, and economic progress in South Asia.
India and the United States are forging an important strategic partnership. The proposed sale will enhance the foreign policy and national security objectives of the U.S. by providing the Indian Government with a credible special operations airlift capability that will deter aggression in the region, provide humanitarian airlift capability and ensure interoperability with U.S. forces in coalition operations.
The proposed sale of this equipment and support will not affect the basic military balance in the region.
The principal contractors will be: Lockheed Martin Aeronautics Company in Fort Worth, Texas and Rolls-Royce Corporation in Indianapolis, Indiana.
Offset agreements associated with this proposed sale are expected, but at this time the specific offset agreements are undetermined and will be defined in negotiations between the purchaser and contractors.
Implementation of this proposed sale may require the assignment of 10 each U.S. Government and contractor representatives in India for a periodic of up to two weeks. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

- radar israelense;
- inclusão dos Derbys no ventre do Delta, tal qual nos -5, liberando os pilones da asa;
- autonomia aumentada.
Tudo isso é muito bom, ainda mais se considerarmos o que o PRick falou, que o pacote indiano incluiria novos caças e armamentos.

Creio que sim, e se possível com o EL/M-2052 logo nos dois. Mas o Derby ainda tem que melhorar em alcançe e ogiva, é muito levinho. Uma dupla M-2000"BR" + Rafale seria ótima.

Eu sempre achei o Mirage-2000 uma aeronave extremamente poderosa mas acho que algum up-grade só será feito após a compra do Suposto rafale, porque um M-2000 BR seria um avião extremamente poderoso ainda mais complementado com Rafale's e F-5M + datalink + awac. ai sim teriamos uma força aérea com total superioridade na América Latina.

O governo argentino sondou diretores da Embraer sobre a possibilidade de se fechar um acordo de produção binacional de aviões. Envolveria a empresa brasileira, a Lockheed argentina, o Conselho Nacional de Investigação Científica daquele país e a Universidade Nacional de Córdoba. A Embraer e o governo brasileiro já responderam que têm interesse, sim.
