SAAF to acquire two Embraer VIP transports

The South African Air Force is to lease two Embraer Linaege 1000 jets for VIP transport for five years at a cost of some US$120 million (about R808 million), the Afrikaans daily, Beeld, reports. The paper says the lease was awarded in the last week via Embraer's local agent, AdoAir; a small aviation company based at Lanseria airport and owned by Nigerian businessman Adegboyega Olulade.

Beeld adds the lease was confirmed by Ministry of Defence and Military Veterans spokesman Ndivhuwo Mabaya. He told the paper's Erika Gibson the planes will be put in use as soon as possible. The lease was necessary because of the age of the SAAF VIP fleet. The aircraft, to be assigned to 21 Squadron, will be used to support the Inkwazi, the Presidential Boeing Business Jet and will allow the SAAF to use its own assets when the BBJ is undergoing maintenance, rather than making use of alternative aircraft rented at high cost.

The Afrikaans daily adds five companies were asked to tender for the requirement, including Bombardier (Global Express), Gulfstream (G550) and Dassault (Falcon 7X).

21 Squadron currently flies an all-jet VIP fleet consisting of two eight-seat Dassault Falcon 50 acquired second-hand in 1982 and 1985, a single 19-seat Dassault Falcon 900 bought in 1992 and two nine-seat Cessna 550 Citation IIs purchased in 1983. The 18-seat B737-7ED BBJ was delivered in January 2003. Beeld says its unclear where the funding will come from although it suspects the National Treasury and Presidency may provide some. The February Estimates of National Expenditure made no mention of this acquisition, although it did note an increase of 21.6% in the Transport and Maritime Capability subprogramme to “provide for the upgrade of the Falcon 900 project and the increased serviceability of the C130 aircraft capability.”

The Embraer will be able to carry a minimum of 17 passengers and offer sleeping quarters, together with toilet and showers, for two passengers; onboard computer, facsimile and communications systems; and two conference facilities for at least six passengers.

The Democratic Alliance (DA) has questioned the move, which did not appear in the Armscor Bulletin System. “Why are we spending R800-million on aircraft for VIPs when millions of people do not have housing, health and basic services? With R800 million, for example, 10 000 RDP houses could be provided,” defence spokesman David Maynier said.

“The use of the South African Air Force for the purpose of ferrying around VIPs needs close scrutiny. The ministerial handbook is clear: the use of defence force aircraft for these purposes should be the exception, not the rule.”

The South African Air Force has accepted its first five of an eventual 11 upgraded Rooivalk Mk 1 combat support helicopters from Denel Aviation, having recently completed "a rigorous testing and evaluation programme" with the improved type.
Handed over to air force chief of staff Lt Gen Carlo Gagiano during an event at Denel's Kempton Park site adjoining Johannesburg airport, the aircraft are now ready for operational use. They will be flown by the service's 16 Sqn from Bloemspruit air base in Bloemfontein.
Denel says the Mk 1 upgrade has introduced modifications to the Rooivalk "to improve its safety and reliability and accuracy of its weapons systems, and to complete all outstanding certification flight testing". The process has required "the significant remanufacturing of certain gearbox mounting components that were found to be out of specification on a number of aircraft," it adds.

Conducted at the air force's Test Flight and Development Centre at Bredasdorp from November 2010, the recent assessment included checks on the Rooivalk's "day and night flight operations, target identification and tracking, cannon firing and evaluation of the secure communications modes and self-protection features," says Denel.
The Mk 1 aircraft also has new external fuel tanks that will allow for a 50% increase in its self-deployment range, and the potential to use Denel Dynamics' Mokopa air-to-surface missile.
Series production of 12 Rooivalks for the South African Air Force concluded in 1998, 14 years after the launch of first design activities. With one aircraft having been damaged beyond repair in a landing accident in 2005, the Mk 1 upgrade will be performed on 11 helicopters. "The remaining six will be completed and ready for deployment later this year," Denel says.
"This is a product that the South African public can be proud of - locally designed, locally manufactured and, now, ready for deployment by our local air force," says Denel chief executive Talib Sadik. "Rooivalk is now a modern, sophisticated combat support helicopter, ready to be used by the South African National Defence Force in any of its potential deployed operations."

A OGMA-Indústria Aeronáutica de Portugal terminou o ano de 2010 com lucros líquidos de 10,6 milhões de euros, mais 1,3% do que no ano anterior.
Já o volume de negócios foi afectado pela conjuntura económica e caiu 14,2 % para 120,4 milhões de euros, dos quais 91% tem origem nos mercados internacionais.

“Pelo quinto ano consecutivo a OGMA irá distribuir aos trabalhadores uma importante parcela do lucro líquido obtido no exercício, num total de 1,8 milhões de euros, com base em critérios de cumprimentos dos objectivos e de produtividade”, referiu a empresa de aeronáutica em comunicado.

A empresa prevê ainda distribuir cerca de 2,3 milhões de euros a título de dividendos, ou seja 0,3371 euros por acção.

O resultado operacional da OGMA atingiu os 11,6 milhões de euros, o que representa um aumento de 79,6% comparado com o ano de 2009.

Quanto ao EBITDA, ou “cash flow” operacional, a OGMA atingiu os 14,2 milhões de euros, menos 9,4% que o ano anterior.

O negócio de manutenção alcançou os 85 milhões de euros, o que representou 70,6% do volume total, enquanto o negócio de Aeroestruturas atingiu cerca de 35,4 milhões de euros, ou seja, 29,4% do volume.

Em 2010, foram realizados investimentos equivalentes a 2,6 milhões de euros dedicados à formação e à participação dos colaboradores nos projectos Kaizen e nas Células de Melhoria Contínua.

Até ao ano passado foram realizados 86 projectos Kaizen, com o envolvimento de 529 colaboradores. A totalidade do efectivo da OGMA está integrada no trabalho das 30 Células de Melhoria Contínua.

New Delhi: The Eurofighter Typhoon is in combat for the first time over Libya and the Indian Air Force is watching with deep interest. The aircraft is one of six competing for the medium multi-role combat aircraft (MMRCA) tender. And recent reports give the Eurofighter and the French Rafale the edge in the competition.

Air Marshal PK Barbora, Ex Vice Chief of Air Staff said, "The Air Force is not looking at price. That's not our area of concern. What we want is QRs are focussed on technical aspects, latest technology. Lot is available in the market and there is potential for future growth."

The EuroFighter and the Rafale are relatively new aircraft and in that sense, state of art. The Eurofighter entering service with six air forces in the last few years. And the Rafale in service with the French Air Force.

Air Commodore Jasjit Singh, Director, Centre for Air Power Studies said, "We've bought a huge amount of arms from the US already. In comparision, the last few years, hardly anything from Europe. Therefore, you could make an adjustment and spread your eggs in different baskets."

Subtle weaknesses could rule out some of the contenders. Boeing's F18 is huge and the IAF isn't keen on planes that heavy. Sweden's Gripen is deadly but India's Light Combat Aircraft could be improved to match it. Lockheed Martin's F-16 is also flown by Pakistan.

But, India urgently needs more fighters. The new planes will take ten years to come, even after the deal is signed. An offer for second hand planes, over and above the new ones being negotiated, could sweeten the deal.

The crucial element now, is political capital. How India can leverage the world's biggest fighter aircraft tender for larger gains.

Um caça F/A-18F Super Hornet da USN acidentou-se ontem (6 de abril) ao sul de Fresno, Califórnia. Os dois ocupantes faleceram no acidente. A aeronave estava em uma missão de treinamento. O local da queda fica próximo à basea aérea naval de Lemoore.

Autoridades da USN informaram que o acidente está sob investigação e os nomes dos tripulantes serão informados após a notificação aos seus familiares.

NOTA: NAS Lemoore é a “casa” de sete esquadrões de F/A-18 Hornet, além de abrigar outros 12 esquadrões de Super Hornet. Isso faz de Lemoore, ao lado da NAS Oceana (Virgínia), a maior base áerea naval de caças do mundo com aproximadamente 170 aeronaves.
