USAF opens search for F-22 replacement

A new "tactical aircraft" to replace the F-22 could enter service in 2030. The aircraft must be ready to move beyond prototype stage by 2020. It could be optionally manned or remotely piloted. Its primary mission will remain shooting down enemy aircraft, although it "may" also need to jam communications and electronics and spy.

That's a quick summary of a capabilities request for information issued today by the USAF's next generation tactical aircraft technology program, which is being led by the capability development and planning division of the Aeronautical Systems Center.

We've known that the USAF has been looking at F-22 replacement options for a few years. The process has now entered the stage where the USAF asks industry to submit information. Earlier this year, Boeing revealed concepts for a next-generation F-22 replacement (pictured above). We haven't seen anything new from Lockheed Martin, but that could quickly change as the process moves forward.

Embraer recebe encomenda da Índia por 3 jatos de vigilância

A fabricante de aviões Embraer anunciou nesta sexta-feira que o governo da Índia encomendou três jatos EMB 145, um modelo utilizado atualmente em missões de inteligência e vigilância no Brasil, no México e na Grécia. O valor do negócio, que inclui peças de reposição, treinamento e outros itens, não foi revelado.

Em comunicado à Comissão de Valores Mobiliários (CVM), a empresa brasileira afirmou que a primeira entrega está prevista para 2011 e que a nova frota se juntará a quatro jatos Legacy usados pela Força Aérea da Índia para transportar autoridades.

"Em nosso compromisso com uma parceria de longo prazo com o governo da Índia, esperamos continuar colaborando para o fortalecimento da capacidade operacional da vigilância área do país", disse no comunicado Luiz Carlos Aguiar, vice-presidente executivo da Embraer para Defesa e Governo.

Segundo a Embraer, o EMB 145 é derivado do jato regional ERJ 145, que já conta com mais de mil aeronaves em operação em todo o mundo. O modelo comprado pela Índia, diz a empresa, é capaz de "detectar, rastrear e identificar alvos dentro da sua área de patrulhamento e transmitir estas informações para forças amigas".

A aeronave também pode monitorar o espaço aéreo, controlar o posicionamento de caças em missões de interceptação, inteligência de sinais e vigilância marítima e de fronteira, disse o comunicado da Embraer.

A Força Aérea Brasileira é dona de cinco aeronaves EMB 145.

Até 31 de março, a fabricante brasileira contava com uma carteira de pedidos firmes no valor de R$ 20,3 bilhões.

Um relatório feito pelo Dr. Carlo Kopp ália, um independente conselheiro para os militares australianos, informa que o novo caça de quinta-geração da Rússia, o Sukhoi T-50 ou PAK-FA, poderia deter o título de “poder aéreo tático do futuro”, uma espécie de referência em aeronave de caça de superioridade aérea.
O Drs. Kopp também acha que o projeto de radar russo estará em pé de igualdade com os padrões ocidentais, com um radar AESA (Active Electronically Scanned Array) multi-modal na faixa X. Ele considera que uma vez em produção, o T-50 irá competir com o F-22A Raptor em muitos aspectos e ganhará em desempenho “aerodinâmico e cinético”.
Outro relato dessa semana esta na Revista Asas n°57,( pag 74 ), que traz comparações de igualdade entre o PAF-FA e F-22A, e uma vantagem de 1:4 contra o F-35 que já entra em produção num buraco negro de sobrevivência, juntando se a eles os tradicionais F-16 e F-15.
Vale lembra que o Dr,Carlos Kopp e membro sênior do American Institute of Aeronautics and Astronautics, segundo o Referido Dr.Carlos o F-35 já luta para sobreviver diante do SUKHOI SU-35BM, ai vem o questionamento,a Venezuela como o possível comprador do SU-35BM, o Brasil não poderia entra na produção do PAK-FA junto com a Índia.

Na realidade o Governo está solicitando aos diversos fabricante que submetam informações, conforme a noticia acima.

Nesta quarta-feira (03) o Batalhão de Infantaria da Aeronáutica Especial de Canoas (BINFAE-CO) realizou a primeira sessão de instrução utilizando um simulador de artilharia antiaérea 9F859 Konus de procedência russa. O equipamento é um dos três adquiridos e foi o primeiro a entrar em funcionamento no Brasil. As outras duas unidades serão instaladas em Manaus (AM) e Rio de Janeiro (RJ).

O novo simulador tem por missão adestrar atiradores na operação de mísseis portáteis suerfície-ar IGLA, arma também produzida na Rússia.

O equipamento é composto por uma estação de trabalho do instrutor, um software especializado, um sistema de tela (onde projeta-se um cenário tático virtual) e um sistema acústico que, também de forma virtual, permite a localização e identificação de alvos e fornece uma estimativa dos limites de lançamento dos mísseis IGLA, além de realizar o treinamento de disparo.

O adestramento dos atiradores é simulado em um cenário especial, que inclui partes que caracterizam o terreno do local de lançamento, as condições ambientais e as trajetórias típicas de diferentes tipos de alvos: avião turboélice, jatos de combate, míssil de cruzeiro, helicópteros, VANT (Veículo Aéreo Não Tripulado) e simulador de alvos aéreos.

A possibilidade de repetição dos procedimentos, incluindo os mais difíceis, permitirá que a bagagem de conhecimentos dos atiradores seja ampliada com eficiência. Os procedimentos durante os treinamentos ficam gravados no sistema e são disponibilizados para debriefing posterior, funcionalidade que diminui a necessidade de disparos reais e, conseqüentemente, gera menores custos de treinamento.

Russia has completed its part of a contract on the delivery of A-50 Mainstay AWACS aircraft to India, a Russian aircraft industry official said.
India ordered three A-50EI variants, developed on the basis of the Russian Il-76MD military transport plane and fitted with the Israeli-made Phalcon radar system, in 2004. The first two aircraft are already in service with the Indian air force (IAF).
"We have finished retrofitting a [third] transport plane for special tasks, and sent it to Israel in October to be fitted with electronic equipment for future delivery to India," a spokesman for the Taganrog-based Beriyev aircraft center said on Wednesday.
In many aspects, the A-50 is comparable to the E-3 Sentry of the U.S. Air Force. It is fitted with an aerial refueling system and electronic warfare equipment, and can detect targets up to 400 km (250 miles) away.
According to the Indian media, the IAF could order two more A-50 planes from Russia and Israel in the future.
In addition to the Russian A-50 aircraft, India has purchased eight Boeing P-81 long-range maritime reconnaissance (LRMR) aircraft from the United States, and signed a deal with Brazil to jointly integrate domestically developed AWACS systems onto three Brazilian-made Embraer-145 aircraft to be later commissioned with the Indian air force.

Problemas na Corea com o F-15k

One of the three F-15K aircraft delivered by U.S. aerospace company Boeing to the South Korean Air Force (ROKAF) in September had severe defects allegedly due to the poor quality of work at a St. Louis manufacturing facility, industry sources said Thursday.

On Sept. 9, Boeing delivered three of the second batch of 21 F-15Ks ordered under a 2008 contract, following the delivery of 40 F-15Ks under a previous deal in 2002.

But one of the newly arrived aircraft had an engine damaged by foreign objects, and fuel transfer and avionics glitches, the sources said, citing testimony of Korean technicians based at the K2 Air Base in Daegu, about 300 kilometers south of Seoul. The Daegu base is home to the F-15K fleet.

The broken engine built by Pratt & Whitney was immediately replaced with a new one and other problems were repaired, the sources said.

The Defense Acquisition Program Administration (DAPA) admitted to the fact, saying the manufacturer provided an extra engine as compensation.

Alleged poor inspections by DAPA inspectors of the F-15K program were also blamed for frequent damage to the F-15K aircraft, the main component of South Korea’s air defenses.

“When one of the engines was damaged by ingesting some foreign object (FOD), DAPA inspectors did not have the experience to thoroughly inspect the engine, so just the visible damage was repaired and the aircraft flew all the way to Korea from St. Louis,” an informed source told The Korea Times.

“When the aircraft arrived, the ROKAF technicians immediately discovered more damage inside the engine — damage that was so severe that it was outside the technical limits for repair and so the engine had to be replaced,” he said.

“The low quality of inspection could have resulted in a lost aircraft. If that had happened over the sea, no one would have found out the truth.”

The source expressed deep concern that one third of the F-15Ks already in Daegu also have broken avionics systems.

These series of problems raise questions about whether DAPA inspectors are properly inspecting the F-15K manufacturing process.

There are five DAPA program managers in the United States. Four of them are obliged to be in St. Louis, while the other is supposed be in Connecticut, where P&W manufacturing facilities are located. But the engine inspector is based in St. Louis now.

“Instead of putting him at the engine maker’s facilities in Connecticut, where the engine maker is required to have an office for him, DAPA decided to keep him in St. Louis,” said the source.

The inspector is an Army artillery officer lacking real technical experience, he noted.

“When the engine maker offered to provide free training on engines to the officer, he refused,” said the source.

A DAPA officer in charge of the F-15K program said the agency decided not to keep a program manager at the engine maker’s facility in order to save costs. The agency had requested a budget to meet expenses for the inspector’s stay in Connecticut, but it was rejected, he said.

Instead, technicians from Samsung Techwin, which is producing the F-15K engine with technical assistance from P&W, are stationed at the engine maker’s facilities, and they are mandated by DAPA to conduct a general inspection of manufacturing activities there,” the officer said.

“The program manager’s office in St. Lous regularly holds a video conference with officials in Connecticut, and the engine inspector comes and goes between the two cities frequently for inspection. So there’s not a big problem in the overall inspection of the F-15K manufacturing activities,” he argued.

Boeing, KAI Sign Deal on F-15SE Weapon Bay

SEOUL - U.S. aerospace giant Boeing and Korea Aerospace Industries (KAI) signed a memorandum of agreement Nov. 3 for the South Korean aircraft manufacturer to design, develop and manufacture the conformal weapon bay (CWB) for the F-15 Silent Eagle, Boeing announced.

The CWB is an internal weapon carriage structure that will minimize the stealthy fighter jet's radar signature and increase its tactical options, the company said in a news release.

The F-15SE would be equipped with two internal bays - one on each side - and is designed for multiple carriage configurations, including advanced air-to-air and air-to-surface munitions, Boeing said.

The CWB is an option for any potential customer who requires the capability, and it can be installed on either new or existing F-15 series jets. The modular CWB also can be removed from the F-15 when it is not required, enabling the aircraft to be transformed into an external configuration within a matter of hours, according to the release.

"KAI is a leading aerospace company with world-class core technical capabilities that complement Boeing's," said Roger Besancenez, Boeing's F-15 program vice president. "We are excited about KAI's growing role on the development and production of key technologies for Boeing aircraft."

Boeing Korea President Pat Gaines said, "Korean industry is an important partner and supplier to Boeing. This agreement with KAI will strengthen and deepen a mutually beneficial relationship."

KAI builds the wings and forward fuselage for South Korea's F-15K program. KAI also works with Boeing on other programs, including the AH-64D Apache attack helicopter, the Peace Eye airborne early warning and control plane, the A-10 wing replacement program, and on Boeing's commercial airplane programs.

Boeing is offering the F-15SE for South Korea's third-phase F-X fighter acquisition program; bidding is to open in 2012. The F-X III calls for acquiring 40 to 60 aircraft with stealth functions.

Other key contenders include Lockheed Martin with the F-35 Joint Strike Fighter and the Eurofighter Typhoon.

The A400M, built by aerospace firm EADS, has been dogged by uncertainties over technical specifications and pressure on defence budgets.

The seven launch customers are the UK, France, Germany, Belgium, Luxembourg, Spain and Turkey.

The defence project, one of Europe's largest, will create 10,000 jobs.

"The A400M is an emblematic programme which Europe could not abandon," Herve Morin, the French defence minister, told a news conference.

"Giving it up would have meant Europe saying it wanted to be dependent on the United States in the 21st century."

Cutbacks
The buyers will take a total of 170 planes, instead of 180 initially planned when the project was launched in 2003.

Britain has cut its order by three planes to 22. Germany will take 53 planes instead of 60 and forgo special technology that allows for low-level flights.

While the overall cost of the project remains broadly unchanged from a deal reached in March, the agreement calls for a price increase per plane of 11m euro, for a total of just under 2bn euro, and a further 1.5bn euro provided by credits against future exports.

Each nation must adopt the accord before it can be signed formally, which EADS hopes will happen by the end of the year.

In January, EADS boss Tom Enders had told the BBC that he would cancel the project if governments failed to provide more money.

The A400M's wings are made in Filton near Bristol, employing more than 800 people.

Landing gear comes from Messier-Dowty, whose Gloucester factory keeps nearly 1,000 aerospace engineers in work.

The project is three years late and at least 5bn euro over budget - or more than double that according to some calculations.
