What condition is the Russian fleet in, 25 years after the end of the USSR?

August 24, 2016 Nikolai Litovkin, RBTH
Russia is carrying out a large-scale modernization of its fleet after 20 years of stagnation, with billions being poured into the replacement of outdated vessels and the production of new craft and weaponry. However, the task is not straightforward.

Imagem

Since October 2015 the Russian Navy has been conducting combat operations against the ISIS militants in Syria. Today the fight against terrorism is becoming one of the navy's priorities and unprecedented funds are being invested in the construction of new ships, bases and infrastructure.

But the story is not just about Syria. Moscow has been aware for some time of the need to modernize its aging fleet, which was allowed to fall into stagnation in the two decades following the disintegration of the Soviet Union. In 2011-2012 Russia invested 5 trillion rubles ($78 billion) in the construction of new ships and submarines for the navy.

Work is currently being carried out on a series of six frigates from the Admiral Grigororovich 11356 project. The Russian Navy is about to receive the third vessel from the project.

The Russian defense industry has constructed six Varshavyanka diesel-electric submarines from the 636.3 project for the Black Sea Fleet. These submarines are equipped with the new winged Caliber-PL missiles, which can strike targets up to 1,500 miles away.

"The capacities of the new submarines were first demonstrated at the end of last year when the Rostov-on-Don submarine used its Calibers to destroy several terrorist facilities in Syria," said Igor Kasatonov, former Deputy Commander-in-Chief of the Russian Navy and former commander of the Black Sea Fleet.

According to Kasatonov, defense industry enterprises will build six equivalent submarines for the Pacific Ocean Fleet. "The industry is also building a series of strategic missile submarine cruisers from the 955 Borei project," he said. The navy has received three of these submarines and will obtain another five by 2020.

Modernization of Russian navy bases

he Russian Defense Ministry's main resources are now being invested in the modernization of submarine bases in the Far East, in the city of Vilyuchinsk in the Kamchatka Region (4,150 miles east of Moscow) and in Novorossiysk on the Black Sea coast (940 miles south of Moscow). Four subs from the 995 Borei project are destined for the Kamchatka base and four will be sent to the North Fleet docks.

Three Varshavyanka 636.6 diesel subs with the Caliber winged missiles are currently on alert in Novorossiysk and within three years, after the construction of all the navy infrastructure is complete, the base will receive the other three subs from the series.

Russian experts say that the new program has taken into account the mistakes that the USSR made in the late 1970s and early 1980s, when large Krechet aircraft carriers from the 1143 project were introduced to the navy. The fleet received the vessels but there was no infrastructure to service them and they were forced to remain in the docks on a permanent basis, producing electricity with their diesel engines and burning up their resources, something that resulted in them being written off prematurely. Now an entire series of coastal infrastructure is being created for each ship and submarine.

Which other ships does the navy need?

"Today the navy needs large helicopter carriers, since they transport military cargo and aviation groups to areas of combat operations. Currently for Russia this is Syria," explained Dmitry Safonov, military observer at the Izvestiya newspaper.

In his words, one such helicopter carrier can replace an entire airbase like the one at Khmeimim in Syria.

"Russia is now working on a project to build Priboi large helicopter carriers. It will be completed in 2025 along with the Leader nuclear destroyer and the new Shtorm aircraft carriers, the project for which was presented to the world in mid-2015," added Safonov.

Experts note that today Russia has only one military base outside the boundaries of the former Soviet Union – in Syria.

"Russia does not intend to compete with America in terms of the quantity of ships, bases and presence in the world oceans," said Safonov. However, he believes that the new aircraft carriers and helicopter carriers will help Moscow project its power, like Washington, in any place on Earth.

Problems with the fleet

One of the key problems of Russia's fleet today is the absence of engines and replacement parts that were previously made by Ukrainian enterprises.

Among the largest "lost" contracts is the agreement with the Zorya-Mashproekt company, located in the Ukrainian city of Nikolayev. The agreement concerned the supply of six turbine engines for patrol boats from the 11356 project.

"Before the crisis in relations with Ukraine, Russia had received only three of the six engines. As a result, three of the ships from the 11356 project will be "inactive" until 2018 when Russia will set up its own production of these engines," editor-in-chief of the Arsenal Otechestva military magazine Viktor Murakhovsky told RBTH.

According to Murakhovsky, one of the pressing issues is the repair of "Soviet heritage" ships and their modernization. "We have a large number of missile cruisers and destroyers of Soviet make," he said. A number of these ships are incapable of executing combat missions but they have still not been written off from the fleet.

In order for them to be repaired it is necessary to construct new shipbuilding factories and expand the old ones. These projects require substantial financial investments and progressive long-term work, said Murakhovsky.

Sixth Project 21631 Buyan M-class Corvette Launched by Gorky Shipyard

The Gorky Shipyard in Zelenodolsk floated the sixth small missile boat of project 21631 (Buyan-M code) named Vyshni Volochek, a source in the military-defense complex said.

'The sixth carrier of Caliber cruise missiles has been floated on Monday. It is intended for the Black Sea fleet," the source said.
The shipyard has already built three boats for the Caspian flotilla and two for the Black Sea fleet. Project 21631 boats are engaged in the anti-terrorist operation in Syria.

Small missile boats of project 21631 are armed with Caliber missiles (SS-N27 Sizzler by NATO classification). They are fired from vertical launchers 3S14 with eight cells. The Caliber complex fires cruise missiles at sea (3M-54 missile) and ground (3M-14 missile) targets. Besides, the boats have a 100-mm artillery gun A-190 and small-caliber anti-aircraft artillery complex AK-630-2 Duet. The warships also have 3N-47 Gibka missile launchers. The boat has a length of 75 meters, displacement - 949 tons, speed -25 knots. Autonomous navigation is ten days and the distance is up to 2.5 thousand miles. The crew comprises 52 men.

MiG-29K/KUB Fighters, Ka-52K Helicopters Start Operating Off Admiral Kuznetsov Carrier

(Source: TASS Defense; published Aug. 31, 2016)

MOSCOW --- Mikoyan MiG-29K/KUB (NATO reporting name: Fulcrum-D) carrierborne multirole fighters and Kamov Ka-52K (Hokum-B) attack helicopters have launched training sorties off the Project 11435 (Kuznetsov-class) Admiral Kuznetsov aircraft carrier, according to Internet sources.

In particular, photos on social networks have shown the landing of a Ka-52K helicopter on the carrier sitting at the 35th Shipyard in the city of Murmansk, where she is undergoing the second stage of maintenance and repair prior to another cruise. Another picture shows the landing of the advanced ship-based machine on the Admiral Kuznetsov during the latter’s sortie into the Barents Sea. The Ka-52K on that flight carried four drop tanks 550 liters each.

In addition, open sources have published several photos, in which MiG-29K and MiG-29KUB multirole fighters are practicing landing on and taking off the Project 11435 carrier. In particular, MiG-29KUB (codename 9-47R) two-seaters (serial numbers ‘50 blue’ and ‘53 blue’) and MiG-29K (codename 9-41R) singleseaters (serial numbers ‘31 blue’, ‘38 blue’ and ‘48 blue’) were spotted on deck. All of the pictures circulating on the Internet show the fighters taking off and landing in clean configuration. However, the fighter serialed ’31 blue’, which was photographed at the ramp on deck of the Admiral Kuznetsov, had a FAB-500M-54 high-explosive gravity bomb on an underwing BD3-UMK2-B bomb rack.

According to open sources, the Northern Fleet’s 100th Separate Shipborne Fighter Regiment includes 20 MiG-29K single-seat fighter jets serialed 30 to 49 (all blue) and four MiG-29KUB combat trainers (serial numbers 50 to 53 - all blue).

The pictures on the Internet also show the Sukhoi Su-33 (Flanker-D) ship-based fighter (serial ’76 red’) of the 279th Shipborne Fighter Regiment making up the backbone of the Admiral Kuznetsov’s air wing. The plane was not carrying air-launched weapons. In addition, the 20th Aircraft Repair Plant (20th ARZ) is known to have repaired the first Su-33 (serial ’60 red’) with registration number RF-33705. The plant is said to be expected to repair two fighters of the type more (serials ’72 red’ and ’80 red’) this year. Both are with the 279th Regiment.

As was reported in the media, the Admiral Kuznetsov will depart on a cruise to the Eastern Mediterranean as part of a task force of the Northern Fleet in the fall. A military-diplomatic source has told TASS that the carrierborne aircraft would take part in clobbering terrorist groups in Syria from October 2016 through January 2017. Russian Navy Deputy Commander-in-Chief Victor Bursuk said in July 2016 that the Project 11435 carrier would test her updated air wing, including Ka-52K helicopters and 29K/KUB fighters, during her stint in the Eastern Med.

Based on the above, it is very likely that the Russian aircraft carrier, while on mission off the coast of the Syrian Arab Republic, will have onboard a composite air wing made up of Su-33s, MiG-29K/KUBs and helicopters of the Ka-27 and Ka-52K families. Each of the above aircraft types will do its job. Due to a limit on the number and types of air-launched weapons carried, the Su-33 fighters will fly combat air patrols and escort strike planes, while carrying R-27 (AA-10 Alamo) medium-range and R-73 (AA-11 Archer) short-range air-to-air missiles.

The principal mission of the MiG-29K/KUB multirole fighters will be attacks on the terrorists of the Russia-banned Islamic State group in Syria. Apparently, the advanced fighters will use both free-fall and smart bombs. The MiG-29Ks and MiG-29KUBs can haul four KAB-500Kr television/electro-optical homing bombs on underwing weapon stations. At the same time, the advanced fighter jets will be able to use air-to-air missiles, including the medium-range R-77 (AA-12 Adder).

The helicopters of the Ka-27 family will patrol Syria’s waters, carry troops and cargo, air-land infantrymen and conduct surveillance and reconnaissance within the Russian carrier strike group’s area of operations. The latest Ka-52Ks carrying an impressive array of smart and dumb weapons will support the grunts immediately involved in the fight against the Islamic State terrorists. In addition, they can escort Russian transport and transport/attack helicopters as part of the humanitarian relief operation in Syria.

The MiG-29K and MiG-29KUB carrier-borne multirole fighters are designed for defending naval forces from air attacks and striking surface threats with a wide range of munitions, including precision-guided ones. The fighters have enlarged fuel cells and the mid-air refueling system. They can act as airborne tankers for other aircraft once fitted with PAZ-1MK refueling pods. The type is powered by a pair of RD-33MK engines, each with a takeoff thrust of 9,000 kgf. It carries the Zhuk-M slotted-array radar and has a maximum speed of 2,200 km/h and a ferry range of 2,000 km on internal fuel.

The Su-33 is a ship-based air superiority fighter. Its maiden flight took place in 1987. The aircraft entered service in 1998. Its maximum speed at high altitude accounts for 2,300 km/h, with its maximum range standing at 3,000 km. The plane has two AL-31F engines, each producing 12,500 kgf in full afterburner, and the in-flight refueling system. Its weapons suite incorporates air-to-air missiles and unguided weapons.

The Ka-52K Katran attack helicopter is a ship-based version of the baseline Ka-52. Unlike the baseline model, it sports folding main rotor blades and folding stub wings. The machine has reinforced landing gear and can employ the Kh-38 and Kh-35 (AS-20 Kayak) antiship missiles. Previously, only the MiG-29K/KUB and Su-30 fighters carried them.

04 August 2016

Key Points
Deployment preceded by live firing trials in Primorye Territory in July
Composites reduce Bastion-P radar signature "by 15-20 times"
The Russian Navy's Pacific Fleet is set to formally deploy the K-300P Bastion-P (SSC-5 'Stooge') mobile coastal defence missile system in the Kuril Islands, following live firing trials of the system at a training range in the Primorye Territory in July.

The Bastion-P system is designed to engage coastal threats at ranges out to 300 kilometers (186 miles). The system can also engage ground targets.

Developed jointly by Russia and Belarus, a typical Bastion-P system comprises a K-340P wheeled self-propelled launcher vehicle, a K342R transporter-loader, and a K380R mobile command post (both the K342R and K38R are based on an MZKT-7930 chassis manufactured by the Minsk Wheel Tractor Plant).

KUBINKA, Russia, Sept. 9 (UPI) -- The Russian Navy is to receive additional missile corvettes from the Zelenodolsk Shipbuiding Plant under an agreement signed by the Russian Defense Ministry.

The ships are of the Bayan-M class, a river/sea vessel designed by the Zelenodolsk Design Bureau.

According to Tass, the Russian new agency, the vessels each displace about 1,047 tons, are 203.4 feet long and have a speed of about 25 knots. They are equipped with the Kalibr cruise missile system, a 100mm A-190 gun mount, Gibka launchers for Igla anti-aircraft missiles and the AK-630-2 Duet air defense gun system.

Tass said the agreement for the vessels was signed at the Army 2016 Forum by Deputy Defense Minister Yuri Borisov and Renat Mistakhov, chief executive officer of the Zelenodolsk Shipbuiding Plant. The number of ships to be delivered, however, was not disclosed at the signing ceremony.

The vessels are being constructed under the country's Project 21631. Five ships are currently in service with the Russian Navy as part of the project, three with its Caspian Flotilla and two with the Black Sea Fleet.
