Russia initiates multiyear plan to modernise Oscar II SSGNs

Karl Soper, Washington, DC - IHS Jane's Navy International

Key Points
•Modified Oscar II (Project 949AM) SSGNs will carry up to 72 modern anti-ship cruise missiles
•The upgrade programme will keep the boats running into the 2030s, as the Project 885 Severodvinsk (Yasen)-class SSNs enter service
Russia has commenced a multiyear plan to modernise its Project 949A Oscar II (Antyey)-class nuclear-powered guided-missile submarines (SSGNs).

The upgrade programme includes adding a larger number of more capable missiles to the boats. The updated SSGNs will be known as Project 949AM boats, according to Russian reports.

The Oscar II has been dubbed 'carrier killer' for its primary mission of countering aircraft carrier battlegroups. Of the 11 Oscar IIs built in the 1980s and early 1990s, eight remain in service. At present, they carry 24 Chelomey 3M45 Granit (SS-N-19 'Shipwreck') anti-ship cruise missiles (ASCMs).

First reported in 2011, the modernisation plan aims by 2020 to turn most, if not all, the SSGNs into modified Oscar IIs.

Published state contracts, which describe the scope and cost of the effort, total more than RUB25 billion (about USD372 million) and include one-time design expense contracts. Russian sources estimate a single boat upgrade will cost RUB12 billion.

Plans for the Oscar II modification were made by the Rubin Central Design Bureau, the boats' original developer. Project 949AM boats will have a range of new systems including fire-control, communications, sonar, radar, and electronic intercept equipment. The modernisation will also include updated Omnibus-M combat information and Simfoniya-3.2 navigation systems.

The modified Oscar II boats will reportedly carry as many as 72 ASCMs, including a mix of 3M55 Oniks (SS-N-26 'Strobile') and 3M54 Klub (SS-N-27 'Sizzler') missiles. Installation of these weapons will require no design changes to the hull, as the missiles will fit into existing launchers outside the pressure hull. Missile design bureaus Mashinostroyeniya and Novator are collaborating on a standard launch tube for both ASCMs.

Russian engines fitted to Project 20385 corvette, as import substitution efforts pay off

Nicholas de Larrinaga, London - IHS Jane's Defence Weekly
20 May 2016

Russia has installed indigenous engines on its first Project 20385 multirole corvette, as the nation builds workarounds to the sanction regimes that have partially crippled its naval construction.

Two Russian-made 1DDA-12000 diesel turbines from Kolomna Plant were installed on lead-vessel Gremyashchy at Severnaya Verf in St Petersburg on 19 May, the shipyard announced.

Gremyashchy was originally designed to receive MTU diesel engines from Germany. But EU sanctions imposed over the Ukraine crisis forced Russia to suspend the vessel's construction in 2015 until a new engine could be found.

The Project 20385 class is a larger and improved derivative of the Project 20380 and Project 20381 design (Steregushchiy-class) corvettes, all of which are intended to replace Russia's Project 1124/1124M (Grisha-class) anti-submarine warfare corvettes.

Gremyashchy is now expected to be launched in 2017. The vessel displaces 2,200 tonnes, is 104 m long, and has a maximum speed of 27 kt, a cruising range of 3,500 miles, and a crew of 99.

Unlike the earlier Steregushchiy-class corvettes, Gremyashchy is fitted with an eight-cell UKSK vertical launch system (VLS) allowing it to fire Club anti-ship and Kalibr-NK land-attack cruise missiles. The vessel is also armed with a 16-cell launcher for the Redut (Redoubt) air defence system, which uses 9M96 surface-to-air missiles also used by the S-350 and S-400 land-based systems. The vessel also has a 100 mm A-190-01 naval gun, two AK-630M30-mm anti-aircraft cannons, the Paket anti-submarine torpedo system, and a flight deck and hanger for a Ka-27 'Helix' naval helicopter.

Creating local alternatives to previously imported defence products has placed a hefty burden on Russian finances and challenged Russia's industry. According to reports in 2014, the Russian Finance Ministry estimated that creating substitutes for defence products imported from Ukraine alone would cost at least RUB50 billion (USD1.4 billion at the time, although now closer to USD750 million), with the priority given to localised production of naval and helicopter engines.

Russia's aircraft carrier Admiral Kuznetsov is set to be refitted in 2017

The process is likely to take at least 2-3 years, leaving the Russian navy without an aircraft carrier for some time

Russia's sole aircraft carrier, the Admiral Kuznetsov , will undergo an extensive overhaul and re-fit from early 2017, sources within Russia's defence industrial complex have told the Russian news agency TASS.

The sources said a contract was due to be signed soon with Russia's United Shipbuilding Corporation (USC) and that the overhaul work will involve a top-to-bottom modernisation of the carrier.

"Work on this vessel will begin after its returns from a long-distance and endurance voyage in the Mediterranean in the first quarter of 2017 and will last for two to three years," one source was quoted as saying.

Admiral Kuznetsov , which was launched in what is now Ukraine in 1985, has not undergone a major refit since a two-year lay-up in 1996-98. In the middle of 2015 the carrier spent three months in dry dock having a minor overhaul at the 82 Shipyard floating dockyard at Roslyakovo.

The modernisation of the carrier will take place in two phases, according to the reports. The initial contract will be for the configuration development that dictates which of the carrier's systems will be upgraded or replaced. "The Ministry of Defence [MoD] contract with USC on the aircraft carrier's repair and modernisation is worth several billion roubles, is carried out under the technical oversight of the Nevskoye Design Bureau, and is now ready - it will be signed in June," the source stated.

Prior to this, modernisation work for servicing and periodic maintenance on the carrier was carried out under a separate agreement between the design bureau and the Northern Fleet command. This contract has reportedly already been completed.

Kirov-class Nuclear Powered Missile Cruiser Pyotr Veliky in Barents Sea for Northern Fleet drills

Russia’s Northern Fleet has started an exercise in the Barents Sea, the fleet’s press office said on Friday. The maneuvers involve ten warships and support vessels, including the Project 11442 heavy nuclear-powered missile cruiser Pyotr Veliky, and planes and helicopters of the Northern Fleet’s Air and Air Defense Army, the press office added.

"The maneuvers are being directed by Northern Fleet Deputy Commander Vice-Admiral Viktor Sokolov staying onboard the heavy nuclear-powered missile cruiser Pyotr Veliky," the press office said.

The maneuvers are taking place as part of the annual practical training of students of the Russian General Staff Military Academy.

The exercise will involve a mine-sweeping group comprising the mine sweepers Yadrin, Yelnya and Solovetsky Yunga that will support the departure of the cruiser Pyotr Veliky from its base. After that, a search and rescue group comprising the small antisubmarine warfare ships Yunga and Snezhnogorsk will interact with an Ilyushin Il-38 (NATO reporting name: May) plane and the Project 877 diesel-electric submarine Vladikavkaz to detect and destroy a simulated enemy’s submarine.

The nuclear-powered missile cruiser Pyotr Veliky and the small antisubmarine warfare ships Snezhnogorsk and Yunga will hold a missile and artillery live-firing exercise to hit parachute targets dropped by a Sukhoi Su-24 (Fencer) frontline bomber. After that, the rescue tug Pamir and the BM-596 diving vessel will practice providing assistance for the crew of a ship in distress in cooperation with a Kamov Ka-27PS (Helix) shipborne search and rescue helicopter.

The modernized Slava class cruiser Marshal Ustinov will be handed over to the Russian Navy at the end of 2016. After +5 yrs of.. work! The news for the Admiral Nakhimov are not so good as well: the upgraded Kirov class cruiser, will be handed over to the Northern Fleet in 2020 and not in 2018 as it was the initial plan. After 21 yrs (!) from the day she was entered for modernization in the shipyard!
