Brazil to buy $350 million worth of drones from Israel
Israel Aerospace Industries on Wednesday signed a $350 million contract to supply drones to Brazil police - marking the largest such deal between Israel and Brazil.

The deal was signed during President Peres' official visit to Brazil, but negotiations began months ago.

The deal will be implemented in several phases, the first of which will include the transfer of three unmanned planes along with accompanying equipment, including a base station, control and inspection systems. This part of the deal will take place within the year.
The second phase allows Brazil to purchase 11 additional drones.

The drones in question are the latest model developed by IAI, which has been sold to other countries as well. This will be the model's first use by a police force.

Brazil intends to use the drones to oversee its borders, which run approximately 60,000 kilometers, and also to prevent arms smuggling.

The unmanned planes will also help increase security in Brazil prior to the World Cup games in 2014 and the 2016 Olympics in Rio de Janeiro.

IAI has stepped up its operations in Brazil over the past year. About six months ago it established a joint venture company with the Synergy Group, whose operations include unmanned Aerial Vehicles, advanced systems, radar and antimissile systems.

About three months ago IAI conducted a successful test of its Heron UAV for the Brazilian federal police, for use in missions to fight drug trafficking and the theft of natural resources.

Interessante...
Acho que é porque se precisa deste equipamento logo. Não pode enrolar nestas licitações. Eu dou parabéns sim porque é necessário, urgente, teremos o melhor equipamento e demonstra clara posição do Brasil de combater o tráfico. Duvido que não venham com offset. Uma compra deste tamanho dá para barganhar muita coisa e o governo não tem barganhado pouco ultimamente.

Com esse dinheiro daria para o Brasil desenvolver um VANT nessa categoria.
Por US$ 350 milhões, as empresas brasileiras que hoje lutam por alguns míseros milhões de reais de apoio do FINEP para fazer desenvolvimentos tecnológicos muito mais criativos e ambientados a realidade brasileira tirariam o pé da lama e responderiam com um produto a altura de qualquer requisito que a PF desenvolvesse.
No entanto, diferentemente das forças armadas, não se considera a existência da indústria nacional nesse processo.
Ouvi dizer que a Embraer foi contatada pela PF e pela IAI e está desconcertada sobre como e porque participar.
A Embraer teria concluído que foi chamada a participar apenas para validar uma decisão política.

A decisão de comprar VANTs da IAI foi feita antes de qualquer avaliação dos concorrentes possíveis e foi feito um processo rápido para validar essa escolha.
Nem a missão e o conceito operacional foram definidos antes da escolha.
E, desculpe-me, mas não vou entrar em maiores detalhes.

O projeto continua andando e talvez no primeiro trimestre de 2010 o CTA possa dar uma notícia similar a a fornecida informalmente pelo IPqM de que o primeiro sistema INS(no caso o segundo :lol: :lol: ) foi homologado pela FAB/CGTA. Já existe um sistema INS homologado para uso no MAR-1. Mas as notícias são desencontradas qto. ao seu histórico de desenvolvimento.

Prefiro eles comprando os VANTS prontos doque esperando a FAB desenvolver algo com a indústria nacional. Reserva de mercado só funciona quando estamos à frente ou no mesmo nível dos concorrentes internacionais para material de defesa. Se estamos muito atrás, ficar esperando a indústria nacional chegar no ponto certo tem um custo muito alto.

Isso tem a ver com política de desenvolvimento tecnológico e inovação. Não com reserva de mercado. São coisas totalmente diferentes.
