14 Sailors Die on Secretive Russian Nuclear Submarine

A fire that broke out on a secret Russian submarine has killed 14 sailors, according to a statement from the Ministry of Defense in Moscow.

“On July 1, 14 submariners – sailors died in Russian territorial waters as a result of inhaling combustion products aboard a research submersible vehicle designated for studying the seafloor and the bottom of the World Ocean in the interests of the Russian Navy after a fire broke out during bathymetric measurements,” read a translation of the statement from the state-controlled Tass news service.

The remaining crew was able to extinguish the fire, the ministry said. The incident is believed to have occurred off Russia’s northern shore in the Barents Sea on Monday, but the MoD has not specified.

The submarine was towed to the Russian North Fleet headquarters in Severomork and an investigation is underway, according to the news agency.

Messages left with U.S. 6th Fleet and U.S. European Command if American assistance was requested were not immediately returned.

The boat was identified by Russian-language news service RBC as Losharik (AS-12), a nuclear-powered submarine that is widely believed to be a key asset for the Russian Main Directorate of Deep-Sea Research, also known as GUGI.

GUGI develops and operates a fleet of specialized submarines that Russia uses for deep sea and Moscow’s most covert operations.

Losharik is among the most mysterious of the closely guarded fleet. Fielded in the late 1990s, specifics for the nuclear-powered boat are few. It’s estimated to carry a crew of about 25 and can dive to thousands of feet below the surface, according to the Military Russia blog.

The about 2000-ton boat can travel slung under the belly of a specially modified Delta III nuclear ballistic missile submarine, according to open source intelligence analysts. The purpose and capabilities of Losharik are shrouded in mystery.

According to analyst H I Sutton, Losharik is one of a, “range of special missions boats based at the Russian Navy’s Northern Fleet’s Olenya Guba base. This base is one of several set up by the Soviets during the Cold War on the inhospitable but strategically important Kola Peninsular, far away from civilization.

The incident aboard the submarine is the worst Russian submarine accident since the 2008 death of 20 Russian sailors aboard the nuclear powered Nerpa. In 2000, the Russian Navy lost 118 sailors due to an accident on the nuclear-powered cruise-missile boat Kursk.

Meeting with Defence Minister Sergei Shoigu.
Vladimir Putin conveyed his sincere condolences to the families of the dead and gave instructions on providing them with assistance and support.

President of Russia Vladimir Putin: Mr Shoigu, go ahead please.

Defence Minister Sergei Shoigu: Mr President,

As we reported to you yesterday, a fire occurred aboard a deep-water research submersible in the Northern Fleet, which was carrying out seabed research in Russian territorial waters in the Barents Sea. Fourteen crew members died of smoke inhalation.

The crew extinguished the fire through their decisive action. At present, the deep water submersible is at the Severomorsk Navy Base. It is being inspected to establish the cause of the accident. A commission headed by Navy Admiral Yevmenov has been appointed to investigate this tragedy.

Vladimir Putin: Mr Shoigu, this is an unusual vessel. We both know that this is a research vessel with a highly professional crew. From your preliminary reports, of the 14 killed, seven were captains and two were Heroes of Russia. This is a huge loss for the fleet and the military in general.

I would like to convey my most sincere condolences to the families of the dead. We must do everything we can to provide assistance and support for them.

I would like to ask you to leave for Severomorsk to personally review the reports and make sure the commission reveals the cause of this tragedy by any means necessary. Please report to me personally on this issue upon your return.

Sergei Shoigu: Yes, sir.

Russian Navy to receive 35 platforms in 2019

Dmitry Fediushko, Moscow - Jane's Navy International
29 July 2019

The Russian Navy is set to receive 35 naval platforms this year, the service’s commander-in-chief has said.

“Before the end of the year, the navy will receive 15 naval combatants and 20 logistics support vessels, with the proportion of modern hardware and serviceability reaching 60% and 80%, respectively,” Admiral Nikolai Yevmenov told the Ministry of Defence’s newspaper Red Star on 26 July. “Under the state armament programme [GPV 2017; through 2027], some 180 ships and vessels, including those of new projects, will be delivered to the military service,” he noted.

The navy is placing an emphasis on the serial construction of bluewater surface combatants armed with high-precision weapons, large greenwater platforms, and modernisation of the existing ships, he said.

First-in-class Gremyashchiy corvette debuts during Russia’s Navy Day

Miko Vranic, London - Jane's Defence Weekly
01 August 2019

The first-in-class Project 20385 corvette Gremyashchiy made its public debut in Russia's Navy Day parade in St Petersburg on 28 July.

The corvette represents a further development of the Project 20380 Steregushchiy class, from which the Gremyashchiy 's sensors, communications, and fire control systems are not thought to be significantly different, if at all. The key difference is in the Project 20385's missile armament. While the Steregushchiy-class corvettes are armed with two quad launchers with containerised Kh-35 (3M24) anti-ship missiles and the 12-cell vertical launch system (VLS) for the Redut (9K96) shipborne surface-to-air missile (SAM) system, Gremyashchiy is fitted with the latest iteration of the Agat Concern's 3S14 modular VLS and 16-cell Redut SAM VLS.

The latest iteration of the eight-cell 3S14 VLS can be loaded with Kalibr (3M-14) subsonic land-attack cruise missiles (LACMs), 91R1 and 91RT2 anti-submarine rocket-torpedoes, and P-800 Oniks (3M55) supersonic anti-ship missiles with a land attack capability. The Kalibr's estimated 2,500 km range makes the Gremyashchiy a potent strategic asset. Oniks' 600 km range and estimated Mach 2 supersonic speed dwarfs the 260 km range and Mach 0.8 subsonic speed of the Kh-35 used by the Steregushchiy class.

Furthermore, the Gremyashchiy features an integrated mast and redesigned superstructure. Its hull was made lighter and stealthier thanks to extensive use of polymer composites developed by the Russian company FGUP Prometey.
