The European Commission yesterday welcomed the decision adopted today by the European Council formally establishing Permanent Structured Cooperation (PESCO).
Also announced were plans presented by 25 EU Member States to work together on a first set of 17 collaborative defence projects.
Juncker has been calling for a stronger Europe on security and defence since his election campaign, saying in April 2014:
“I believe that we need to take more seriously the provisions of the existing Treaty that allow those European countries who want to do this to progressively build up a common European defence. I know this is not for everybody. But those countries that would like to go ahead should be encouraged to do so. Pooling defence capacities in Europe makes perfect economic sense.”
He added:
“In June I said it was time to wake up the Sleeping Beauty of the Lisbon Treaty: permanent structured cooperation. Six months later, it is happening. I welcome the steps taken today by Member States to lay the foundations of a European Defence Union. Europe cannot and should not outsource our security and defence.
The European Defence Fund that the European Commission proposed will complement these efforts and act as a further incentive for defence cooperation – including potential funding for some of the projects presented today.”
PESCO is designed as an instrument in the EU Treaty to enable willing Member States to pursue greater cooperation in defence and security.
Officials have earmarked 17 joint projects that will fall under the scope of the PESCO agreement. These include establishing a pan-European military training centre, improving capability development and even introducing common standards for military radio communication.
Germany is to take the lead on four projects: the creation of a pan-European medical unit, a logistics hub, a centre for training missions and an initiative to build up faster crisis response forces.
Building on the Commission’s White Paper on the Future of Europe, the reflection paper launching a public debate on how the EU at 27 might develop by 2025 in the area of defence, and his speech at the Defence and Security Conference in Prague, in his State of the Union address on 13 September 2017 President Juncker made the case for creating a fully-fledged European Defence Union by 2025.
The United Kingdom will not be involved.

Vê o que se passa nas Forças Armadas Portuguesas. Tens a Brigada de Intervenção a ir todos os anos a Espanha (sub-unidades, não toda a brigada) e militares da Brigada Mecanizada a enviarem alguns dos seus para serem formados lá. Tens os Fuzos a usarem o Juan Carlos como se fosse o seu Navio, dado a quantidade de vezes que eles usam e participam em exercícios nesse navio. Tens a FAP a enviar os seus especialistas em medicina a Espanha e vamos ver se não acabamos por enviar a nossa rapaziada também para Espanha. Tens a GNR e a PSP a irem a Espanha e vice-versa.

Five men and one woman indicate they will plead not guilty to terror offences.
Six alleged neo-Nazis have appeared in court charged with joining the banned terrorist group National Action.
Nathan Pryke, 26, Adam Thomas, 21, Claudia Patatas, 38, Darren Fletcher, 28, Daniel Bogunovic, 26, and 24-year-old Joel Wilmore were arrested in coordinated raids by armed police across the Midlands and North last week.
They all indicated that they would plead not guilty to a charge of being concerned in commission, preparation and instigation of acts of terrorism by being members of National Action.
He also denied intending to stir up racial hatred by posting National Action-branded stickers at the Aston University campus in Birmingham.
Mr Thomas, of Waltham Gardens in Banbury, indicated a not guilty plea to possessing information of a kind likely to be useful to a person committing or preparing an act of terrorism, namely the Anarchist Cookbook.
The five men gave their identities as British while Ms Patatas, of Waltham Gardens in Banbury, told the court she is Portuguese.
Mr Fletcher, of Kitchen Lane in Wolverhampton, also faces five counts of breaching an anti-social behaviour order.
The defendants, including Mr Pryke, of Dartford Road in March, and Mr Wilmore, of Bramhall Moor Lane in Stockport, were remanded in custody ahead of a hearing at the Old Bailey on 19 January.
National Action became the first far-right terrorist group to be banned by the Government in December 2016, making membership a criminal offence carrying a sentence of up to 10 years' imprisonment.
The Government has since proscribed two of its aliases, Scottish Dawn and NS131 (National Socialist Anti-Capitalist Action), which had been operating in the Midlands.
Tuesday’s hearing came a day after a self-professed Nazi who gave speeches describing Jewish people as “parasites” was convicted of stirring up racial hatred in an unrelated case.
The man, who cannot be named for legal reasons, made one of the speeches on the Blackpool promenade in March 2016 at a far right-demonstration, during which he claimed that Adolf Hitler had got it wrong by showing mercy to Jewish people.
He told people who attended the demonstration that the British had fought on the wrong side of the Second World War and should have supported the Nazis, adding: “We need to start focusing on the real enemy. The real enemy is the Jew…you can call me Nazi, you can call me fascist. That is what I am.”
In another speech at a gathering of far-right groups in North Yorkshire, he said Jewish people needed to be eradicated and claimed he was recruiting for National Action – which had not been proscribed at the time - as one of its supporters. He will be sentenced at a later date.
