India, Russia to hold naval exercise in Bay of Bengal



Russian and Indian Navy ships will be taking part in a wide range of drills in the Bay of Bengal from December 14 to 21, the Indian press office announced.

In existence since 2003, this will be the 9th edition of the bilateral maritime exercise dubbed Indra Navy.

The primary aim of the exercise will be to increase inter-operability between the two navies and develop common understanding and procedures for maritime security operations.

Drills will include interactions in harbor phase and a diverse canvas of operational activities across a spectrum of maritime operations at sea.

Participating units will focus on anti submarine warfare, air defence drills, surface firings, visit board search ans seizure (VBSS) and tactical procedures.

Indian Navy ships that will take part in the exercise include guided missile destroyer INS Ranvir, indigenous frigate INS Satpura and the ASW corvette INS Kamorta. The exercise will also be joined by an Indian submarine, P8I long range maritime patrol aircraft and Dornier short range maritime patrol aircraft among other assets.

The Russian Navy will be represented by Rear Admiral Eduard Mikhalov, Deputy Chief of the Pacific Fleet Flotilla, and ships from the Pacific Fleet, based at Vladivostok. Russian cruiser Admiral Tributus and fleet tanker Boris Butoma are expected to arrive at Visakhapatnam on December 14 to participate in the exercise.

Índia lança nova concorrência para compra de caças



O Boeing F/A-18E/F Super Hornet, o Dassault Rafale M e o MiG-29K vão novamente competir entre si para uma concorrência que visa a aquisição de 57 jatos de combate embarcados em porta-aviões para equiparem a Marinha da Índia.

O Governo de Nova Deli lançou o Request For Information (pedido de Informações detalhando vários parâmetros num relatório de 60 páginas. As respostas devem ser emitidas até 24 de maio. Os caças selecionados irão operar do segundo porta-aviões indiano, de desenvolvimento e produção nacional e que já está em construção - o INS Vikrant.

Os caças deverão cumprir a variada gama de missões de defesa aérea, interceptação, reconhecimento, escolta guerra eletrônica, ataque e também reabastecer outros caças em voo através de um pod ventral.

O caça deverá ter a opção de operar com uma vasta gama de armamentos e ser capaz de trocar de uma missão de ataque para defesa aérea em voo, por exemplo, sem a necessidade de pouso. Alguns dos pontos de fixação de armamentos devem suportar cargas de até 1.500kg cada e poder lançar armamentos estando a uma altitude de 12.192m.



Aparentemente não será mandatório que o caça seja produzido no país, mas deverá haver “relativa transferência de tecnologia”. O caça também deverá ser compatível ou ser integrado no futuro com aviônicos e armamentos nacionais, ocidentais e russos – tanto atuais como aqueles que ainda serão desenvolvidos.

Inicialmente a Índia iria operar os caça nacional HAL Tejas a partir do seu novo porta-aviões. Entretanto, os atrasos no desenvolvimento do protótipo – que só alçará voo em 2020, fez com que o governo mudasse de atitude. O Tejas deverá contar com radar de varredura eletrônica ativa, novos sistemas de controle de voo e aviônicos mais modernos, suíte de sistemas de guerra eletrônicas e o motor GE F414.



O MiG-29K já é operado no atual porta-aviões indiano INS Vikramaditya em dois esquadrões distintos, um em cada Costa indiana. No total foram comprados 45 MiG-29K/KUB.

India Scraps $1 Billion Deal To Buy 16 Multirole Choppers From US-based Sikorsky

The Indian Defense Ministry has scrapped $1 billion deal to buy 16 helicopters for the navy from US based Sikorsky and will merge the procurement with a Make in India program to produce 140 Naval Multirole Helicopters (NMRH) for its warships.

The Indian government is negotiating on price with foreign vendors even the Contracts Negotiation Committee (CNC) headed by the Joint Secretary and Acquisition Manager (Maritime Systems) recommended the retraction of the tender to the ministry, Mail Today reported Thursday.

Sikorsky was selected by the Indian Navy in December 2014 for the requirement. It was the only bidder as Finmeccanica was chucked out due to the VVIP chopper scam allegations on it.

The American firm (Sikorsky) would extend the validity of its price bid and also reduce price of the choppers, Defence Ministry sources were quoted as saying in a move to keep the deal alive.

The helicopters were sought for upgrading navy’s anti-submarine warfare capabilities. Sikorsky asked for a price raise to meet inflation after the tender bid was opened. The defense ministry however sought a further cut in the offered price in the bid. Sikorsky had offered the naval variant of US Army’s Black Hawk UH-60 helicopter.

India to Procure Over 230 New Helicopters for Navy

India has launched a global hunt for 123 naval multirole helicopters and 111 armed naval light utility choppers.

The Indian Ministry of Defense (MoD) has officially issued a Request for Information (RFI) for over 230 new helicopters for the Indian Navy this week. The new RFI constitutes one of the biggest global tenders issued for military helicopters recently.

In detail, the Indian Navy is interested in procuring 123 naval multi-role helicopters (NMRH) with anti-submarine warfare capabilities, and 111 armed light naval utility helicopters (NUH). The total value of the two contracts is estimated at over $10 billion. The RFI was sent to six original equipment manufacturers. The deadline for submitting RFIs is in the middle of October. Vendors will then be issued so-called Request for Proposals (RFP) that will include detailed technically specifications for the helicopters, required offset obligations, and mandated technology, among other things.

A final contract is not expected to be inked for a number of years.

The Indian Navy’s latest acquisition project will be executed under a new strategic partnership policy. In June, the Indian MoD published guidelines for a new strategic partnership policy under the framework of the Defense Procurement Procedure 2016 to facilitate the manufacturing of military hardware locally as part of Prime Minister Narendra Modi’s “Make in India” initiative. Global vendors are expected to produce the helicopters locally in India with an Indian partner via joint ventures and technology transfers. The Indian company will be selected by the government in parallel with the global vendor.

The Indian Navy currently operates 11 Kamov-28 and 17 Sea King ASW helicopters. The majority of the helicopters, however, are not operational. According to Defense Industry Daily, the Indian Navy has four flyable Kamov Ka-28 helicopters, whereas the serviceability rate of the Sea Kings was below 30 percent, according to a report by India’s Comptroller and Auditor General (CAG), the government’s principal auditor.

India also cleared the purchase of 16 U.S.-made Sikorsky S-70B-x helicopter in 2014. However, the procurement “has not made any headway,” the Times of India reports.

The Indian Navy is reportedly looking for an NMRH helicopter with full anti-submarine capability, as well as anti-surface warfare capability including anti-ship missiles. Candidates could include the NHIndustries NH 90 twin-engine helicopter, the naval Super Puma, the Mitsubishi H-60 and the Agusta Westland AW101 (if the company receives permission from the Indian government to bid).

NUH requirements “involve machines with a maximum take-off weight of 4.5 tons, as a replacement for existing HAL Cheetah and Chetak designs derived from the ancient Alouette-III,” Defense Industry Daily reports. Possible candidates include the Airbus AS565 Panther light naval helicopter and a derivative of AgustaWestland’s AW109 LUH (again if the company is cleared by the Indian government to submit a tender.)
