Mexican Navy launches new offshore patrol vessel

The Mexican Navy launched offshore patrol vessel (OPV) ARM Hidalgo (PO 166) on 9 August at Naval Shipyard (ASTIMAR) N°20 in Salina Cruz, the Mexican Secretariat of Navy (SEMAR) announced.
Deputy secretary of the navy Admiral Joaquin Zetina Angulo said during the launching ceremony that the new vessel will be used to patrol Mexico's territorial waters and Economic Exclusive Zone (EEZ), as well as for search-and-rescue missions.
Hidalgo was designed and manufactured entirely in Mexico with Mexican manpower. The vessel is part of the Oaxaca class, which currently comprises four operational units and a fifth, ARM Chiapas (PO 165), scheduled to enter service later this year.

As duas únicas medalhas que o judô brasileiro ganhou até agora nos Jogos do Rio de Janeiro foram conquistadas por atletas militares. A campeã olímpica dos leves, Rafaela Silva, e a medalhista de bronze dos meio-pesados, Mayra Aguiar, são sargentos da marinha.
Quando subiram ao pódio, porém, não prestaram continência à bandeira. Ambas disseram temer represálias pelo gesto.
“Foi passado para a gente [não prestar continência]. Veio de cima a ordem então acabei que não fiz”, explicou Mayra. “Mas com certeza vou lá na Marinha. Sou sargento. Eles nos apoiaram demais, fizeram muito parte da nossa história e das nossas vitórias. Com certeza merecem esse prestígio, a gente vai lá com certeza", completou.
Rafaela, que subiu ao pódio dois dias antes, também não fez o gesto. “Eles têm regras que mudam bastante. Antes, não podia nem fazer o sinal da cruz que você seria desclassificado. Para não correr o risco de perder minha medalha, eu continuei com minha mão no lugar”, falou a campeã.
Procurada pela reportagem, a CBJ (Confederação Brasileira de Judô) explicou que não existe nenhuma diretriz interna para que os atletas não prestem continência no pódio. O COB (Comitê Olímpico do Brasil) também liberou o gesto.
Segundo Marcus Vinícius Freire, diretor-executivo do COB, a continência não quebra a regra que proíbe manifestações políticas ou religiosas em pódio. "O atleta pode expressar seu respeito à bandeira do país de várias formas diferentes, pode levar a mão ao peito, prestar continência, isso não representa uma manifestação política", disse Freire.
Primeiro medalhista brasileiro, Felipe Wu é atleta-militar. Ao subir ao pódio, ele prestou continência. O atirador não foi punido. Em julho, o COI disse, em nota enviada por e-mail à agência Reuters, que "sempre faz uma avaliação caso a caso, com uma abordagem sensata, com relação a gestos como as continências militares".

Nigeria builds 30 modern Navy Gunboats to fight militants

The Nigerian Navy has inaugurated 39 gun boats, out of which thirty were built in Nigeria, and 45 operational vehicles in Lagos to assist the fight against criminals and vandals in parts of the country.

At the inauguration, Minister of State for Defence, Mohammad Dan-Ali, represented by the Permanent Secretary, Mr Danjuma Sheni, said the gun boats were fitted with appropriate weapons and anti-ballistic protection to enhance optimal efficiency.
“The country’s security challenges have continued to demand a great deal of human and material resources to surmount, which in the light of dwindling revenue would be sustainable only with generous innovations and incorporation of home grown solutions,” Dan-Ali said.
He said that the thirty 8.2 metre boats, which were constructed for the navy by Epenal Boat Yard in Port Harcourt, would be deployed for rigorous patrols in the Niger Delta while additional 20 would be delivered subsequently.
“I am hopeful that the boats being launched today would further boost the ongoing patrol efforts in the various rivers and creeks of the country to the immense benefit of the nation’s maritime security,” the minister said.
He thanked President Muhammadu Buhari for his continued support and commitment to the Armed Forces.
The Chief of Naval Staff, Vice Adm. Ibok Ete-Ibas, in his welcome address, said that the Epenal boats were an improvement on 30 others unveiled in Port Harcourt in February.
“These boats no doubt, have boosted navy maritime operations. However, as part of the efforts to continue to achieve unchallenged dominance of our maritime environment, the navy within a space of six months has launched another 39 specially built patrol boats into her fleet.
“These efforts, both then and now, represent navy’s modest contribution to enhance national security and prosperity.
“Of the 39 boats launched, nine were acquired from Sri Lanka and would be greatly helpful for patrol of territorial waters and the contiguous zone,” said the naval chief.
Ete-Ibas said the decision of the navy to build 60 boats locally was part of her resolve to look inwards in the production of the nation’s naval hardware.
“The mounting operational challenges in the face of progressively dwindling economy necessitated the navy to explore more cost saving options through local construction of these patrol boats.
“The cost of production of a unit of the boat is less than half the cost of producing similar boats from overseas. “These boats retained all positive features of the previous set including being fitted with appropriate weapons for credible firepower,” Ete-Ibas said.
He added that, “They are also expected to present a better sea-keeping ability with a wide margin for the many corrections applied to the design concept of Lot 1, through series of stage trials in the production cycle.
“I can say we are gradually but steadily moving towards the saturation of the nation’s backwaters with patrol boats for improved security of our maritime domain, Ete-Ibas said, adding that the boats would be deployed optimally by relevant navy units. Present at the inauguration were the Chief of Defence Staff, Gen. Gabriel Olonisakin and other top brass in the military.

Falando de OPV. Aqui vai mais um OPV anabolizado ou vitaminado se preferirem. Novo OPV Colômbiano, canhão de 76mm com cúpula stealth, diretora de tiro e capacidades ampliadas inclusive para operar helicópteros, apesar que particularmente acredito que a operação real seria muito prejudicada por causa do porte do navio. O artigo não podia deixar de fazer um comparativo com as nossas corvetas. Recomendo leitura.

The Nigerian Navy provided a first look at the patrol boat it is building when it invited journalists to the Nigerian Naval Dockyard in Lagos to announce the delivery of 39 gunboats.
The vessel could be seen in one of the two smaller drydocks at the facility. Satellite imagery shows that it is approximately 38 m long, making it larger than the 33 m NNS Amboni, the only indigenously produced vessel the Nigerian Navy currently has in service.
Nigerian television also showed that the Ekpe-class patrol boat NNS Damisa and two of the three Combattante IIIB vessels are currently being worked on in the larger drydock. Several other vessels are also at the yard, including a Yola-class patrol boat.
The Nigerian press reported that 30 of the new gunboats are 8.2 m craft that were built at the Epenal Boat Yard in Port Harcourt and are an improvement on the 30 that were unveiled in February. Nigerian television showed boats of that size armed with what appeared to be ST Kinetics 40AGL automatic grenade launchers.
"We are now looking more inward for our equipment, so the Nigerian Navy had done particularly well and engaged local contractors and has also involved local content in production of what we have commissioned here today," Ministry of Defence Permanent Secretary Danjuma Sheni told Channels Television. "The boats will be inducted immediately into operations in the Niger Delta."
The other nine gunboats were supplied by Sri Lanka, which said in May that it had sold nine surplus in-shore patrol boats to the Nigerian Navy for USD4.2 million.

Qatar may be procuring MK V Patrol Boats from US Shipbuilder USMI
According to a Defense Security Cooperation Agency (DSCA) release, The State Department has made a determination approving a possible Foreign Military Sale to Qatar for Mk-V Fast Patrol Boats, equipment, training, and support. The estimated cost is $124.02 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on August 19, 2016.

The exact number of patrol boats requested by Qatar has no been disclosed but it likely between 2 to 4 units.
The MK V Patrol Boat is designed and built by United State Marine Inc. (USMI) of Gulfport, Mississippi. It is a 90 feet (27 meters) aluminum or composite hull vessel capable of reaching a maximum speed of 45 knots. There is acommodation for a crew of 10 plus 2 officers.
The weapons fit include 27mm main gun, on foredeck as well as weapon stations for .50 Cal MG and 7.62mm MG.
In the region, the navy of Barhain is already a user of the MK V in a special forces variant

Samutprakarn-based shipbuilder Marsun has completed a series of sea trials on the country's first M58 patrol boat Laemsing (561) in preparation for delivery to the Royal Thai Navy (RTN), the company confirmed with IHS Jane's on 26 August.
The trials were conducted in the Gulf of Thailand from mid-August and included maximum speed tests, turning radius verifications, crash stop tests, and an endurance validation said the company.
Laemsing , which is the largest patrol vessel to be built by Marsun to date, was launched in August 2015 at the RTN-owned Thonburi Naval Dockyard in Bangkok.
The vessel has an overall length of 58 m, an overall beam of 9.3 m, and a hull draught of 2.5 m. Powered by three Caterpillar 3516C diesel engines, the 520-tonne platform can attain a top speed of 28 k, and a standard range of 2,500 n miles at 15 kt.
Defensive capability is provided for by one 76/62 mm Oto Melara main gun, one stern-facing 30 mm cannon, and two 12.7 mm machine guns.
Laemsing is scheduled for delivery to the RTN later this year. The vessel is expected to take on search-and-rescue, fishing areas enforcement, and other constabulary duties once in service.

Privinvest and Simportex to supply vessels to Angolan Navy

Privinvest will be supplying naval vessels to Angola.The Angolan Navy is set to receive a range of vessels from the Privinvest shipbuilding group, which will, in collaboration with Simportex, establish a shipyard in Angola for the local construction of naval vessels.
This was announced last week by Privinvest, which said it had formed a joint venture for shipbuilding and the maritime economy in Angola.
“The programme will initially see Privinvest provide a range of vessels for the Angolan Navy. In parallel, Privinvest together with commodities trading company Simportex, will develop and operate a shipyard in Angola. This shipyard will have modern facilities and state of the art technology and will be able to build new ships, to service ships and to provide a wide range of servicing facilities for the existing fleet,” the company said.
In addition to supplying a number of ships Privinvest will be providing a transfer of technology to enable the construction of naval vessels in Angola.
Boulos Hankach, President of Privinvest Shipbuilding Investments LLC, said: "This marks another step in our cooperation with one of the most dynamic economies in Africa. It shows that we have the skills and capabilities that generate appetite to promote high-level programs in countries around the world."
Privinvest
Privinvest, headquartered in the Middle East, has facilities and shipyards in a number of countries including France, Germany and the Middle East. Its core focus is the design and construction of naval and commercial vessels, the supply of integrated systems, support programmes for naval fleets, and the support and transfer of technology to countries wishing to develop their shipbuilding industry..
Privinvest’s shipyards have delivered more than 2 000 vessels and its products are present in more than 40 navies around the world. Currently, besides a number of private customers, the Privinvest group is working for six major navies.
The Privinvest Shipbuilding Group incorporates a number of major shipyards, including German Naval Yards Kiel (naval vessels), CMN (naval, commercial and research vessels), Isherwoods (management and logistics), Nobiskrug (mainly superyachts), PISB (comprising Hellenic Shipyards and Abu Dhabi Mar) and Lindenau (repair, maintenance and modernisation). FTI Mid-Size Frigates: Latest Rumors Until the Design is Revealed at Euronaval

The FTI (Frégate de Taille Intermédiaire or Midsize/intermediate Frigate) is set to be one of the focus point for this year's Euronaval. But with less than a month to go until the world's largest naval defense exhibition kicks off, many details on this next generation frigate designed by DCNS are still unknown. During the Euronaval 2016 press tour held last week, a few elements emerged. Here is some of the fragmented information we managed to gather. All this will be confirmed (or not...) during Euronaval.

FTI: What we know for sure:
Five new FTI Frigates are set to be delivered to the French Navy (Marine Nationale) starting in 2023. They will be "first rank frigates" capable of ASuW, AAW and ASW. The class will displace approximately 4,000 tons. FTI are intended to eventually replace the Lafayette-class frigates. They will be fitted with the Sea Fire multifunction fixed-array radar designed by Thales and the French defence procurement agency (DGA). Finally, the design was driven as much by the French Navy as by export requirements.
In May 2015, French Defense Minister Jean-Yves Le Drian declared "In order to take into account the updated FREMM delivery schedule I just mentioned, I decided to accelerate the FTI program by nearly two years. The launch of this program will allow a first delivery from 2023, in line with the FREMM production in Lorient. [...] I would like to stress here the decision taken on FTI frigates. Beyond the major challenge for our Navy, FTI is also all about good industrial policy choices. The analysis led by the DGA (ed.note: French procurement agency) in collaboration with DCNS and its partner Thales, has indeed demonstrated the need for a strengthening of a French offer for export, which is complementary to the FREMM product. The challenge is also to differentiate us on a technological level ten years from today from the global competition concentrated in the segment of mid-size frigates with the launch of similar projects in Spain, Italy and Germany among others. In this double perspective, operational and industrial, the anticipated launch of the FTI midsize frigate program will allow to match the format set by the White Paper on defense, giving DCNS and all subcontractors a significant visibility in their load plans (both in engineering and in production). It will also provide the FREMM a complementary product enabling DCNS to expand its export competitiveness.".

The new frigate, developed and built by DCNS, will be a front line warship. This frigate will have the advantages of a modular, robust, easy to use and has an unrivaled operational capability on the market. Adapted to the needs of the French Navy and the navies of many countries, the new DCNS frigate benefit from the most advanced technology solutions, including planar array radar.

FTI: What we (may) learn at Euronaval
A scale model dubbed "DCNS 4,000 tons Frigate" will be showcased on the large DCNS booth. Another model "may" be displayed on the French Ministry of Defense booth. The DGA and DCNS are hopefull that the decisions on some of the main systems for the class will be taken by Euronaval. But it is not sure yet that these important decision will be made before the exhibition (which would have an impact of the scale model(s) on display).
Sensors
Talking to Navy Recognition during the Euronaval press conference last week, Laurent Sellier, the DGA head of naval weapon systems told us that the definition phase should be over by the first half of 2017. Asked about the sensor suite, he explained that there was a choice to be made between: "A very silent hull with a small towed sonar" or "A slightly less silent hull with a larger towed sonar". He added: "at this stage we are leaning towards the second option".
In addition, we learned from Thales that a new sonar system is being developed, potentially for the FTI. Details on this new sonar will be revealed during Euronaval. The vessel will be fitted with a hull mounted sonar as well.
Also from Thales, we learned that the first Sea Fire radar test module is already built at the Thales site of Limours (keep in mind that one panel if composed of several modules and an FTI will be fitted with 4 panels). Two full Sea Fire panels are set to be delivered to the Shore Integration Facility in Saint Mandrier (near Toulon, Southern France) in early 2018. We were told that detection range of the Sea Fire radar as fitted on an FTI would be roughly 500 Km.
Weapons
As far as naval gun systems are concerned: We were assured by both the DGA and DCNS that no choice has been made yet by the French Navy (as of last week anyways) but the class would be able to accommodate 76mm and 127mm, Italian and American systems... including for future export sales.
As far as missiles are concerned, we were told by MBDA representatives that the FTI would be able to deploy Aster 15 and 30 surface to air missiles with provisions of Naval Cruise Missile capability for export FTIs. We asked if Aster 15 had any technical advantages over Aster 30: We were told that Aster 15 has a shorter minimum engagement range.
The FTI should be fitted with Exocet MM40 Blk III anti-ship missiles for ASuW and MU90 torpedo launchers for ASW.
As a continuation of the decoy systems fitted aboard the FREMM, Horizon-class, Cassard-class or Lafayette-class, the FTI will likely be protected by decoys from the SEACLAD family by Lacroix. These decoys would be deployed by the NGDS system by Sagem and/or the SYLENA by Lacroix (possibly in its flush deck/stealthy variant).
Combat System and data center
During the press tour, DCNS unveiled two innovations that may find their way aboard the FTI:
The first one is called "Setis Innovation". A brand new combat management system (CMS) designed to facilitate the work of the operators with a new, very intuitive, man-machine interface and tactical screen with touch-screen technology similar in a way to the one used in smart-phones nowadays. A simulated engagement was demonstrated to us in which a BAE System Mark 45 5 Inch (127mm) naval gun system was used to conduct a fire support mission against land targets, with live video feed from a UAV. (As far as we are concerned, it was the very first time we were seeing a BAE Systems gun represented on a DCNS vessel).
Another innovation that is being proposed for the FTI is the ACCESS concept (standing for Afloat Common Computing Evolutive & Secure System). It consists in replacing all computer systems aboard a vessel with a few a single data center (that can be split in several locations). The advantage is reduced power consumption, better cost control, better reliability, simplified operation and significant gains in volume (foot print) and weight.
As we said, a lot of unknowns still remain and not much is "set in stone" yet, but count on us to bring you the latest on the FTI during Euronaval. It will no doubt be one of the "stars of the show" this year (as were the DCNS XWind 4000 and CMN CSword 90 two years ago... by far our most read articles of Euronaval 2012).

Uma notícia interessante Emirados Arabes Unidos acabaram de perder um navio para um míssil C 802. O interesse se baseia no fato que se conta nos dedos os incidentes em que navios militares foram atingidos por mísseis anti navio, salvo engano da memória: 02 casos nas Malvinas, a USS Stark no Golfo Pérsico, a canhoneira Joshan classe Combattante II do Irã atingida por Harpon e mas recentemente em 2006 a INS Hanit, tem um navio da Géorgia atingido pelos russos também. E este já é segundo impacto de sistemas chineses. QUEM TIVER, mas informação compartilha. Obrigado
