Czech press survey - May 23
Prague - The recent accident of a Gripen plane that Hungary had leased from Sweden and that got irreversibly damaged while landing at a Czech airbase, is a precedent because it unveiled the rules of covering the damage caused to leased military equipment, Zbynek Petracek writes in Lidove noviny (LN) today.
It turned out that the Hungarians have to pay for the loss to Sweden as the aircraft´s owner. The same rule would apply to Czechs, who, too, have leased Gripen fighters from Sweden, Petracek writes.
This is logical, but problem is that the Czech Republic lacks experience with hiring military equipment. In the public debate that preceded the Gripen leasing contract, the Czechs pondered on whether it would be better to buy new or second-hand planes and whether they should be bought or hired, but the debate did not touch on how potential damage would be covered, Petracek writes.
The Czechs have learnt it by sheer accident now. The information is brand-new, he says.
When Czechs use U.S. APCs in Afghanistan, they do so while guarding a U.S. military base, therefore possible losses are covered by the USA. However, the lease of foreign equipment is a new phenomenon. The Czechs are acquainting themselves with its pros and cons now, Petracek says.

Olha, veja bem, payload/carga paga é arma, tanque de combustível não é carga.
