A inusitada pretensão da República Argentina de ingressar na Organização do Tratado do Atlântico Norte (OTAN), em 1999, durante o governo do presidente Carlos Saul Menem, como membro efetivo, foi prontamente rechaçada. O governo argentino saiu bastante desgastado nesse ingrato e infeliz episódio que colocou o país em uma posição muito incômoda ante o mundo, principalmente em relação aos seus parceiros do MERCOSUL e demais condôminos do cenário geopolítico sul-americano.

É surpreendente que as autoridades argentinas tenham dado um passo tão significativo e de tamanha relevância - como a proposição para o ingresso da Argentina na maior aliança militar existente no mundo - sem efetuar, previamente, estudos e consultas diplomáticas, técnicas e institucionais que lhes permitissem conhecer, com razoável grau de certeza, o risco que poderia correr uma solicitação dessa natureza.

Fontes oficiais do governo argentino, à época, proporcionaram versões desencontradas a respeito da forma com que foi gerada a decisão de solicitar a incorporação da Argentina na OTAN, como membro permanente. Um setor governamental assegurou que o trâmite foi idealizado e impulsionado pela Secretaria de Planejamento Estratégico e que a Chancelaria e o Ministério da Defesa não foram consultados em nenhum momento. Outras fontes, ao contrário, afirmaram que o tema foi amplamente debatido em todos as áreas do governo e que foi examinado, inclusive, em reunião de gabinete, a nível governamental.

Tudo indica que a iniciativa surgiu como conseqüência de uma análise sobre as supostas novas condições que haviam se apresentado na OTAN, como resultado da guerra no Kosovo. Pensou-se que a Argentina — que já ostentava o título de aliado extra-OTAN (afago que lhe fora feito pelo Presidente Bill Clinton) — poderia aspirar a integrar-se, com maior realce, nessa poderosa aliança. Esses são os fatores que parecem ter determinado o açodamento da redação das notas que o Presidente Carlos Menem remeteu às autoridades da OTAN e ao Presidente dos Estados Unidos, para solicitar, formalmente, a incorporação do país como membro pleno da Organização.





A resposta a essa preposição tornou-se do conhecimento de todos: o então Secretário-Geral da OTAN, Javier Solanas, dirigiu-se, por escrito, ao primeiro mandatário argentino para comunicar-lhe que sua solicitação havia sido rechaçada. A nota enfatizava que somente podem pertencer à Organização os países situados no Atlântico Norte e que a Argentina, por ser um país situado no Atlântico Sul, não atendia a essa premissa básica.



É simplesmente surpreendente que o governo argentino tenha dado esse passo em falso, sem meditar sobre as possíveis conseqüências e dissabores que poderiam advir ao tomar uma decisão dessa magnitude. Parece incompreensível que um assunto dessa natureza tenha sido manejado com tão pouca lucidez e ingenuidade e, sobretudo, que o rechaço pela OTAN tenha se fundamentado em considerações tão óbvias que, de certo modo, provocou um enfretamento entre os setores internos do governo argentino e promoveu, com atitude desse jaez, um incidente diplomático ao criar um clima de desconfiança com os vizinhos do continente.

Seria de bom alvitre que antes de efetuar um pedido dessa magnitude, a Argentina realizasse uma prévia consulta aos países sócios do MERCOSUL para inteirar-se da opinião dos mesmos. Esta atitude seria sumamente importante para referendar (ou não) a ação do governo argentino nessa empreitada, principalmente naquele delicado momento que atravessava o processo de integração regional.

Dentro de uma visão mais ampla, esse indesejado e desagradável rechaço que sofreu a Argentina deve servir para uma profunda reflexão sobre a necessidade de que a política de alianças que o país adota, no campo internacional, seja encarada com responsabilidade e prudência. Os argentinos devem evitar, nessa área, qualquer atitude que tenda para o arroubo ou para impulsos momentâneos de êxito no concerto das nações.

O campo da política externa, certamente, não é o mais adequado para ensaiar ações temerárias e audazes que nada têm a ver com o louvável esforço encetado pela Argentina, ao longo da última década do século passado, para inserir-se no cenário internacional como um país maduro, sério e confiável.

Desculpem mas, onde está escrito que, entrando pra OTAN, teríamos que automaticamente ceder bases aos norte-americanos, etc? Vejam o caso da França, por exemplo. São parte efetiva da OTAN, e nem por isso existem bases yankies em seu território. E nem abdicaram de estratégias próprias de defesa, vide armas nucleares próprias, etc.

Não estou advocando a entrada do Brasil, mas quem "de cara" já está descartando essa hipótese está subestimando, e em muito, o nosso país. Entrar para a OTAN não é sintoma de "vira-lata", e sim achar que, entrando, automaticamente viraremos colônia novamente. Isso sim é completa falta de confiança no Brasil.

Interessante notar que a OTAN já tem um pé no Atlântico "quase sul". Hipotéticamente, ter uma membro da Aliança ali permitiria dominar o Atlântico todo, não só o norte. O hemisfério ocidental todo estaria "seguro". Contra quem? China. Temos que ver que, no futuro, o grande oponente ao Ocidente não será a Rússia, nem o Oriente Médio... E a China já está na África.

Eu prefiro que o Brasil seja no maximo só aliado da Otan, e essa minha posição não tem nada haver com preconceitos de qualquer tipo. Sou contra a entrada do Brasil na Otan, porque não quero soldados Brasileiros morrendo por conta das trapalhadas e lambamças dos EUA pelo mundo.

Os Estados Unidos cada vez mais entregue ao Lobby Israelense e extremistas religiosos tem conquistado cada vez mais influencia na politica deles. Para os Lideres dos EUA tomarem uma iniciativa desproporcional e arrastarem todos os membros da aliança para uma guerra mundial que poderia ter sido evitada é um pulo.
