In recent years, Russia has strengthened the marketing strategy to promote military hardware on the Brazilian market, as well as the markets of other Latin American countries. Experts attribute this to the decreasing volume of deliveries of Russian arms to China. According to Janes, the Brazilian market is one of the fastest growing in the world. If in 2008 the volume was of 7.9 billion dollars, in 2014, according to forecasts, it should increase to 16.2 billion dollars.
According to the information resource defensa.com, which refers to a source at the Ministry of Development, Industry and Foreign Trade, within the next two weeks, a representative Russian delegation is expected to arrive in Brazil to discuss selling the second installment of attack helicopters, Mi-35M2, three short-range air defense missile system Tor-M2E, as well as commercial satellites.
The contract for the purchase of 12 Russian attack helicopters, Mi-35M has been agreed in November 2008 during a visit to Latin America, the Russian president, Dmitry Medvedev. The first three helicopters AH-2 "Sabre" (Brazilian designation of the Russian Mi-35) were transferred to the Brazilian Air Force on April 17 this year at the airbase of Porto Velho. It is planned that Brazil will get all the gunships ordered before the end of 2010. During the Farnborough-2010 airshow, the chief of delegation of Rosoboronexport, Sergey Kornev, confirmed the ongoing negotiations for the supply of an additional batch of helicopters.
The best chance, according to experts, that Russian manufacturers have is in the sector of air defense systems. At the moment the possibility of Brazil's army cover for troops and settlements from air threats are more than limited. The primary means of defense are the fighter planes. The army of Brazil also has about two hundred 35mm and 40mm AA batteries, produced in 1950ies, And 100 "Mistral" from France and the Russian "Igla" MANPADS.
Negotiations for the supply of TOR-M2E SAM is being conducted by the parties since last year. Originally, in the purpose of obtaining information Brazilian experts have visited Moscow, and in late November last year, Brazilian army command was visited by a group of Russian specialists, who gave a presentation of the SAM system. The question of the possible supply was discussed by the heads of state of the two countries during the May visit to Moscow by the President of Brazil.
The main reason for postponing the Russian air defense missile system acquisition program is the lack of sufficient funding in the budget. At the same time, this factor may further play in favor of Russian products, a major advantage of which is traditionally a reasonable price. In addition, local experts believe that Russia is ready to give Brazil permission to license production of "Igla-S" MANPADS. The Brazilian leadership also relies on the removal of existing restrictions on exports to Russia of meat and agricultural products of Brazil.
Despite the defeat in the tender to supply the Brazilian Air Force fighter program F-X2, Russia has offered the Brazilian side to take part in the creation of PAK-FA project. Also there is the possibility of supply Brazil with Russian APC Tiger, and the organization of an assembly in the Latin American country.
For the preparation of fighter pilots in the future F-X2, Russia has proposed the Yak-130UBS. Brazil has shown interest, and probably is included in the list of potential buyers of Russian-Indian cruise missile "Brahmos". At first, Brazil was interested in marine and land versions of the missile.
Competition with Russian defense industry for the arms market of Brazil are from North American, European and, to a lesser extent, the Chinese manufacturers. The main foreign partner in Brazil is France, with which implemented a number of major long-term programs. These include licensed production in Brazil of 50 EC-725 "Super Puma" helicopters, worth 1.847 billion euros, and also the project to develop and build four submarines, estimated at 6.790 billion euro with the agreement on technology transfer, technical assistance in the design and construction of non-nuclear parts of the first nuclear submarine of Brazil, the construction of a new shipyard and naval base to support the submarine.
Brazil also intends in the framework of an agreement on strategic partnership with the participation of one European country to implement a program to jointly develop and build several types of warships, including 30 frigates to be built within 20 years (the first batch will consist of five ships), 12 ocean patrol boats (5 new vessels in the first stage) and five logistics ships. Letter of Intents have been signed with the defense ministries of France, Britain and Italy.
