MV-22 Engine Problems in Anbar

The Bell Helicopter-Boeing team that builds the V-22 Osprey will hold a press conference Tuesday at the Farnborough Air Show with a number of senior Marine corps officers playing the starring roles, presumably to extol the virtues of the V-22 and its performance in Iraq.

They might not want to volunteer the following recent incident so we'll do it for them. It just so happens that on June 21 a Marine V-22 crew had a serious engine problem forced the crew to quickly find a place to land.

An internal Marine memorandum sent to us by a source describes
the problem delicately.

WHILE IN FLIGHT, PILOTS NOTICED THAT THE R/H ENGINE TORQUE WOULD NOT GO ABOVE 66 PERCENT. THE AIRCRAFT WAS UNABLE TO HOLD ALTITUDE, AND HAD TO MAKE AN EMERGENCY LANDING IN THE FIELD. AFTER REPLACEMENT OF THE ENGINE, A BOROSCOPE INSPECTION WAS CONDUCTED TO INSPECT THE ENGINE INTERNALLY. IT WAS DISCOVERED THAT COMPRESSOR BLADES WERE DAMAGED FROM POSSIBLE FOD INGESTION. A BOROSCOPE INSPECTION OF THE COMBUSTION CHAMBER SHOWED THAT THE LINER HAD BROKEN
INTO PIECES. THESE PIECES ENTERED INTO THE GAS GENERATOR, CAUSING SIGNIFICANT
DAMAGE.

INTERNAL FAILURE OF THE ENGINE CAUSED FOR A
LOSS OF ALTITUDE CONTROL. THE AIRCRAFT WAS UNABLE TO STABILIZE OR HOLD AN ALTITUDE, AND WAS FORCED TO LAND. THIS COULD BE FATAL TO PERSONNEL ABOARD THE AIRCRAFT, AND CAUSE DETRIMENTAL DAMAGE TO THE AIRCRAFT. THE MISSION WAS ABORTED DUE TO THE FAILURE.


In other words, the engine was breaking up. Not a good thing. But what’s more interesting is the indication that the troubled engine was still putting out considerable thrust, but the aircraft couldn’t maintain altitude. The V-22 is supposed to be able to fly at least some distance and land on just one engine, but in this case it was unable to hold altitude while still getting significant power from the damaged engine.

We asked the Marines for comment on this incident and this
is what they said:


An MV-22 Osprey executed a precautionary landing June 21 in al Anbar province due to mechanical problems. Shortly after departing a forward operating base, engine problems prompted the crew to land the aircraft.

No personal injury or damage to the aircraft was sustained. The aircraft was repaired onsite and flew back to Al Asad Air Base without incident. Hostile fire was not involved.

The cause of the mechanical problem is currently being investigated.

Marine Medium Tiltrotor Squadron 162 is currently in their third month of deployment here at Al Asad Air Base. This is the first incident of its kind involving the MV-22 Osprey in Iraq.

The aircraft continues to complete its mission as designed and prove its value as an essential asset to the Marine Corps' mission in Iraq.

"This environment is challenging for every aircraft
here in Iraq,"
said Lt. Col. Karsten Heckl, commanding officer, VMM-162. "The
maintenance Marines of VMM-162 have done an outstanding job keeping the Osprey in the fight through
preventative and routine maintenance."

We should point out a couple of things. One, it may have been the first precautionary (can you say emergency) landing due to an engine failure, there have been a number of incidents of rapid, unscheduled stops due to failed gearbox oil cooling systems, as reported in March by the Star-Telegram.

Second, the Marines have acknowledged publicly that they're wearing out V-22 engines far faster than anyone expected, both in the desert sands of Iraq and the far milder climes of the US.

Infelizmente... a realidade é um pouco diferente... e em uma situação 'normal' esses Tu teriam disparados os seus misseis anti-navio a uma distância gigantesca, pois senão ...

É melhor eu ficar calado mesmo.

Avibras dispensa 350 funcionários


A Avibras Indústria Aeroespacial demitiu cerca de 350 trabalhadores ontem de sua unidade em Jacareí­, de acordo com o Sindicato dos Metalúrgicos. A entidade acredita que o número de funcionários mandados embora possa chegar a 500.

A empresa atua no setor de armamentos militares e tinha cerca de 1.000 funcionários. De acordo com o sindicato, as demissões pegaram a entidade e os trabalhadores de surpresa.

"Tivemos uma reunião anteontem para discutirmos um acordo de compensação e não foi nos passado nada sobre a possibilidade de demissões em massa", disse o diretor do sindicato, Ivan Trevisan.


De acordo com o sindicato, a empresa teria um contrato já assinado com o governo da Malásia para o fornecimento de equipamentos militares. A venda aguardaria apenas a homologação do governo brasileiro para ser efetivada.

A estimativa é que o contrato gire em torno de R$ 300 milhões para o fornecimento de novos foguetes, veí­culos lançadores, blindados de comando e centrais de tiro, de seu produto mais bem sucedido, o sistema de foguetes Astros-2.

"Isso daria um folego de produção para a empresa de 30 a 36 meses. Nos disseram que dentro de 15 dias teriam uma resposta de Brasí­lia sobre o assunto. Em uma situação como essa, o que se esperaria era que a empresa desse férias coletivas ou licença remunerada aos funcionários", disse Trevisan.

O sindicato irá realizar um assembléia com os demitidos na segunda-feira, Ã s 9h, na sede da entidade, para definir as estratégias que serão tomadas no caso. A Avibras foi procurada pelo valeparaibano, mas não comentou o assunto.

MEMÓRIA - O último balanço econômico da Avibras, divulgado em abril, apontou que a empresa encerrou o ano de 2007 com prejuí­zo de R$ 46 milhões, contra um prejuí­zo de R$ 68,9 milhões em 2006.

Segundo o balanço financeiro, a receita operacional lí­quida alcançou R$ 49,7 milhões, ficando abaixo dos R$ 53,8 milhões de 2006.

No balanço, a empresa informa que no final do exercí­cio de 2006 o prejuí­zo acumulado era de R$ 545,4 milhões. Os prejuí­zos vem desde 2001. O fundador da empresa, João Verdi de Carvalho Leite, desapareceu em janeiro. Ele estava a bordo de seu helicóptero, que desapareceu minutos depois de decolar de Angra dos Reis.

Em seu lugar assumiu Sami Hassuani, que exerce atualmente o posto de presidente em exercí­cio. O carro-chefe da Avibras é o sistema de foguetes Astros 2, que já está na quarta geração de tecnologia nos sistemas eletrônicos e tem perspectiva de vida de trinta anos, com as constantes inovações.

O principal mercado da Avibras é o Oriente Médio, mas a empresa também presta serviços à indústria brasileira, principalmente com pinturas especiais anti-oxidantes para automóveis.

Avibrás entra com pedido de recuperação judicial

A Avibrás Aeroespacial, maior grupo empresarial do setor nacional de equipamentos de defesa, apresentou ontem à tarde um pedido de recuperação judicial. O valor estimado do processo é de R$ 500 milhões, envolvendo dívidas com a União, o Banco do Brasil, a Previdência, o sistema tributário, a Financiadora de Projetos (Finep), fornecedores diversos e uma trading internacional.

A empresa demitiu 350 funcionários, mas, segundo o presidente da empresa, Sami Hassuani, "está preservando um núcleo multiplicador de 600 colaboradores". A crise da Avibrás ocorre a pouco menos de dois meses do lançamento da Estratégia Nacional de Defesa, um plano do governo para revitalizar a indústria especializada, reequipar as Forças Armadas e estabelecer a política do Brasil nessa área.

A recuperação judicial, estrutura que substituiu o instituto da concordata, está sendo solicitada no momento em que a carteira da Avibrás guarda um rico contrato de exportação no valor de R$ 500 milhões - o mesmo do passivo acumulado - assinado com um cliente da Ásia. A companhia mantém negociações estimadas em cerca de R$ 4,8 bilhões para fornecer sistemas de emprego militar para as forças de cinco países do Oriente Médio e Ásia.

Morocco – Weapons and Related Support for F-16 Aircraft
WASHINGTON, July 11, 2008 – On July 9, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Morocco of 30 AIM-120C-5 Advanced Medium Range Air-to Air Missiles (AMRAAM); 60 AIM-9M SIDEWINDER Missiles; 20 AGM-88B/C HARM Missiles; 8 AGM-65D/G MAVERICK Missiles; 45 AGM-65H MAVERICK Missiles; 50 Joint Direct Attack Munition (JDAM) tail kits (which include 20 GBU-31 for MK-82, 500 lb bomb, and 30 GBU-38, for MK-84, 2000 lb bomb); 20 GBU-24, PAVEWAY III kits; 50 GBU-10, PAVEWAY II kits; 150 GBU-12, PAVEWAY II kits; 60 Enhanced GBU-12 PAVEWAY II bombs; 300 MK-82 training bombs; 60,000 20mm training projectiles; 4,000 ALE-47 self-protection chaff; 4,000 ALE-47 self-protection flares and associated equipment and services. The total value, if all options are exercised, could be as high as $155 million.
Also included are containers, bomb components, spare/repair parts, publications, documentation, personnel and training, contractor technical and logistics personnel services, and other related support elements. The estimated cost is $155 million.
The proposed sale will contribute to the foreign policy and national security objectives of the United States by enhancing Morocco’s capacity to support U.S. efforts in the Global War on Terrorism (GWOT), as well as supporting Morocco’s legitimate need for its own self-defense. Morocco is one of the most stable and pro-Western of the Arab states, and the U.S. remains committed to a long-term relationship with Morocco. The proposed sale will allow the Moroccan Air Force to modernize its aging fighter inventory, thereby enabling Morocco to support both its own air defense needs and coalition operations. Morocco is a Major Non-NATO ally. Delivery of this weapon system will greatly enhance Morocco’s interoperability with the U.S. and other NATO nations, making it a more valuable partner in an increasingly important area of the world. The country will have no difficulty absorbing this new capability into its armed forces.
The proposed sale of this weapon system will not affect the basic military balance in the region.
The principal contractors will be Lockheed Martin Aeronautics Company, Fort Worth, Texas; Lockheed Martin Missile and Fire Control, Dallas, Texas; Boeing Integrated Defense Systems, Seattle, Washington; and Raytheon Missile Systems, Tucson, Arizona
There are no known offset agreements in connection with this proposed sale.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Germany - Tornado Aircraft Training and Logistics Support
WASHINGTON, July 11, 2008 – On July 9, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to the Federal Republic of Germany the continuation of base services as well as associated support. The total value, if all options are exercised, could be as high as $250 million.
The Government of Germany has requested a possible sale for the continuation of base services for the German Air Force Tornado aircraft operations at Holloman Air Force Base (AFB), New Mexico. Base services provided would be for operations and logistics support including training, fuel, munitions, base operating support, and other related operational/logistics requirements. The estimated cost is $250 million.
This proposed sale would contribute to the foreign policy and national security objectives of the United States by improving the military capabilities of Germany and enhancing standardization and interoperability with U.S. forces.
Holloman AFB is the only location where the German Air Force trains aircrews in Tornado aircraft operations and tactics. These operations began at U.S. Air Force facilities in 1989.
The proposed sale of this equipment and support will not affect the basic military balance in the region.
There is no prime contractor involved in this program. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any U.S. Government or contractor representatives to Germany.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Finland – AIM-120C-7 AMRAAM Missiles
WASHINGTON, July 11, 2008 – On July 9, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Finland of 300 AIM-120C-7 Advanced Medium Range Air-to-Air Missiles (AMRAAM), and associated equipment and services. The total value, if all options are exercised, could be as high as $435 million.
The Government of Finland has requested a possible sale of 300 AIM-120C-7 AMRAAM, missile containers, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $435 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in Europe.
Finland intends to use the AMRAAM missiles on its existing fleet of F/A-18C/D aircraft. The sale of AMRAAM missiles gives Finland credible territorial defense capability by increasing its sustainment capability during defensive operations, and extending the overall lifespan of its missile inventory. Finland, which already has AMRAAM missiles in its inventory, will have no difficulty absorbing these items.
The prime contractor will be Raytheon Electronic and Missile Systems of Tucson, Arizona. Offset agreements associated with this proposed sale are expected, but at this time the specific offset agreements are undetermined and will be defined in negotiations between the purchaser and contractor.
Implementation of this sale will not require the assignment of any additional U. S. Government personnel in-country.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
