Romania - F-16C/D Block 50/52 Aircraft
WASHINGTON, May 16, 2008 – The Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Romania of F-16C/D Block 50/52 Aircraft as well as associated equipment and services. The total value, if all options are exercised, could be as high as $4.5 billion.
The Government of Romania has requested a possible sale of 24 F-16C/D Block 50/52 aircraft with either the F100-PW-229 or F110-GE-129 Increased Performance Engines (IPE) and APG 68(V)9 radars; refurbishment and upgrades of 24 F-16C/D Block 25 aircraft being provided as Excess Defense Articles with the F100-PW-220 Increased Performance Engines (IPE) and APG-68(V)1 radars; 4 F100-PW-229 or F110-GE-129 IPE spare engines; 5 F100-PW-220 IPE spare engines; 4 APG-68(V)9 spare radar sets; 60 LAU-129/A Launchers; 30 LAU-117 Launchers; 6 Joint Helmet Mounted Cueing Systems; 4 AN/ARC-238 Single Channel Ground and Airborne Radio Systems (SINCGARS) with HAVE QUICK I/II; 24 Conformal Fuel Tanks (pairs); 4 Link-16 Multifunctional Information Distribution System-Low Volume Terminals; 2 Link-16 Ground Stations; 4 Global Positioning Systems (GPS) and Embedded GPS/ Inertial Navigation Systems (INS); 12 AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Pods; 4 Tactical Air Reconnaissance Systems or DB-110 Reconnaissance Pods (RECCE); 4 AN/APX-113 Advanced Identification Friend or Foe (AIFF) Systems; 28 AN/ALQ-213 Electronic Warfare Management Systems; 28 AN/ALQ- 211 Advanced Integrated Defensive Electronic Warfare Suite (AIDEWS); or AN/ALQ-187 Advanced Countermeasures Electronic Systems (ACES), or AN/ALQ-178 Self-Protection Electronic Warfare Suites (SPEWS). Also included: support equipment, software development/integration, tanker support, ferry services, CAD/PAD, repair and return, modification kits, spares and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical, engineering, and logistics support services, and other related elements of logistics support. The estimated cost is $4.5 billion.
The proposed sale will contribute to the foreign policy and national security objectives of the United States by enhancing the capability of Romania, a NATO ally. Delivery of this weapon system will greatly enhance Romania’s interoperability with the U.S. and other NATO nations, making it a more valuable partner in an important area of the world, as well as supporting Romania’s legitimate need for its own self-defense.
The proposed sale will allow the Romanian Air Force to modernize its aging air force by acquiring both new and used fighter aircraft, thereby enabling Romania to support both its own air defense needs and coalition operations. The country will have no difficulty absorbing this new capability into its armed forces.
The proposed sale of this weapon system will not affect the basic military balance in the region.

(...)The improved radar and Harpoon carriage gave the S-3B a much enhanced attack capability against surface vessels, allowing targets to be identified and engaged from stand-off range. The new sensors also increased the usefulness of the Viking for the search and rescue mission. The new systems of the S-3B were much more reliable overall than those they replaced, reducing maintenance overhead and improving uptime.

The S-3B saw extensive service during the Gulf War in 1991. The S-3B operated heavily in the tanker role and performed many air strikes, attacking Iraqi radar sites, antiaircraft artillery sites, patrol boats, and other targets. One Viking even bombed a patrol boat with a buddy tanker store. The pilot became too focused in his dive on the target and accidentally released the pod along with his bombs; no doubt he's still living it down. S-3Bs also operated as ELINT platform to target emitters for other strike platforms, and dropped TALD glider decoys to confuse Iraqi defenses, demonstrating the great flexibility of the machine.

Vikings have served in other conflicts since that time, including operations in the Balkans and the Afghan War in 2001:2002. In peacetime operations, S-3Bs sometimes fly in a multirole configuration, carrying two iron bombs and two homing torpedoes in the bombbay, with a Harpoon missile under one wing and a tanker pod under the other, allowing the aircraft to instantly react to a wide range of circumstances.(...)

Russia 'had laser cannons before U.S.'
15:29 | 20/ 05/ 2008

MOSCOW, May 20 (RIA Novosti) - Russia started developing tactical laser weapons before the United States and has several prototypes of high-precision combat chemical lasers in its arsenal, a defense industry source said on Tuesday.

The Boeing Company said recently it had test-fired a high-energy chemical laser fitted aboard a C-130H aircraft for the first time. The successful ground tests, "a key milestone for the Advanced Tactical Laser Advanced Concept Technology Demonstration program," took place on May 13 at the Kirtland Air Force Base, New Mexico.

Commenting on the announcement, the Russian expert said: "We tested a similar system back in 1972. Even then our "laser cannon" was capable of hitting targets with high precision."

"We have moved far ahead since then, and the U.S. has to keep pace with our research and development," he added.

At the same time, the source said Boeing had achieved its success in the development of military laser technology due to massive financing from the Pentagon.

"There is no doubt that the Americans are determined to continue the rapid development of tactical airborne laser weapons," he said.

Scott Fancher, vice president and general manager of Boeing Missile Defense Systems, said in Monday's announcement that the company will test-fire the laser in-flight at ground targets later this year.

ATL, which Boeing is developing for the U.S. Department of Defense, can "destroy damage or disable targets with little to no collateral damage, supporting missions on the battlefield and in urban operations."
