3 Mar - Indonesia requests more F-16s
Indonesia is discussing with the US government the possibility to buy six Lockheed-Martin F-16 Fighting Falcon, and upgrade its older F-16s and C-130s. The six Block 50/52 F-16s would be delivered from 2010 and six old F-16s would be upgraded to the latest standards. This would enable the Indonesian Air Force to replace its F-5E Tigers by 2014.

Boeing Delivers Proposal to Equip Indian Air Force with Super Hornet Fighters

ST. LOUIS --- The Boeing Company today delivered a detailed, 7,000-page proposal offering its advanced F/A-18E/F Super Hornet to the Indian Air Force as part of India's Medium Multi-Role Combat Aircraft (MMRCA) competition.

"Our proposal team worked diligently to fully understand and meet the requirements set out by the Indian Ministry of Defense (MOD). We are offering India the best-value, most advanced and proven multirole combat fighter in production today," said Jim Albaugh, president and CEO, Boeing Integrated Defense Systems (IDS).

India issued a Request for Proposal (RFP) for 126 new multirole combat fighters in August 2007. Boeing completed its proposal before the initial March 3 deadline, which the MOD rescheduled for April 28.

"Boeing's strategic goal has been to seek a long-term partnership with India to help strengthen the country's aerospace capabilities and enhance its national security," said Chris Chadwick, president of Boeing Precision Engagement & Mobility Systems. "Choosing the F/A-18E/F would give Indians a direct hand in building an advanced fighter aircraft that will robustly defend their shores and airspace, infuse new strength into the Indian Air Force, and serve as a catalyst for India's growing defense aerospace industry."

The Super Hornet variant being offered to India, the F/A-18IN, is based on the F/A-18E/F model flown by the U.S. Navy and currently being built for the Royal Australian Air Force (RAAF). Advanced technology -- such as Raytheon's APG-79 Active Electronically Scanned Array radar -- and proven reliability are drawing U.S. and international customers' increasing interest in the aircraft as a cost-effective and lethal air defense.

Boeing has delivered more than 340 Super Hornets to the U.S. Navy. Australia has ordered 24 Super Hornets to bolster its fleet of F/A-18 Hornets, and Boeing is in discussions with several other international customers about their interest in procuring the Super Hornet.

"One of the concerns here in India is the cost of owning and maintaining combat fighters over their lifetime," said Vivek Lall, Boeing IDS vice president and India country head. "The F/A-18E/F Super Hornet offers a very attractive life-cycle-cost dynamic, since the fighter won't need a scheduled visit to a maintenance depot until it has clocked a minimum of 6,000 hours of flying time, and even well beyond that."

Over the past 36 months, Boeing IDS has reached out to the Indian aerospace and technology sectors to identify potential public and private industrial partners. To date, it has signed long-term partnership agreements with Hindustan Aeronautics Limited, Tata Industries, and Larson and Toubro. If the F/A-18IN Super Hornet is selected, these companies and others are expected to play a significant role as Boeing transfers some production and assembly to India.

The U.S. Embassy in New Delhi will formally turn over the Boeing-U.S. Navy submission to the Indian Ministry of Defense. Delivery of the first F/A-18IN Super Hornets can begin approximately 36 months after contract award.

HAL teams with Dassault in deal to upgrade Indian Mirage 2000s

Following the successful Mirage 2000 update programs in Greece and the United Arab Emirates, Dassault and Thales have joined forces with Hindustan Aeronautics Ltd. (HAL) to provide a similar upgrade for the Indian air force’s Mirage fleet. India received 95 first-generation Mirage 2000 fighters in varying configurations and has found the type a very useful asset over the years. In addition to air-to-air roles, the Mirage has served as a precision bomber, carrying ATLIS II designation pods to deliver laser-guided bombs. In this role it saw action in the Kargil conflict in 1999.

In early July 2007, Dassault, Thales and HAL signed a partnership deal, submitting an offer to the Indian air force covering a Mirage 2000 upgrade immediately afterward. The proposed upgrade is based on the RDY-2 radar and is an adaptation of the existing 2000-5 Mk 2 and 2000-9 configurations, albeit with provisions to integrate existing and planned Indian equipment. The team must respond to an official request for information by the end of this month, following which the Indian government will decide whether to proceed. According to vice president, electronic combat solutions at Thales Aerospace, Gérard Christmann, that decision is expected toward the end of this year or early in 2009.

UAE Program
On September 28 last year the United Arab Emirates air force took delivery of the last of 62 Dassault Mirage 2000-9s. Abu Dhabi first ordered the Mirage 2000 in May 1983, receiving its first aircraft in November 1989 to equip two squadrons at Al Dhafra.

The initial purchase covered 22 single-seat Mirage 2000EADs, eight reconnaissance-capable 2000RADs and six 2000DAD two-seaters, collectively known as “SAD8” aircraft.

After nearly a decade of successful service, the UAE military decided to increase and enhance the Mirage fleet. Following a protracted evaluation, the government opted to acquire a second batch of Mirages in the latest Dash 9 configuration (“SAD91/92”).

Regarded as the most capable Mirage 2000 variant in service, the Dash 9 is a collaboration among Dassault (airframe), Snecma (engine) and Thales (avionics/systems). Thales supplied a new mission system, built around a new mission computer and the RDY-2 multimode radar. The cockpit was overhauled radically with new Thales color displays, while the company also supplied a new navigation unit, electrical generation and distribution system, radio altimeter, UHF radio and IFF system. It installed a very capable integrated modular electronic warfare suite, comprising Thales radar warning receiver and high-band jammer, integrated with Elettronica low-band jammer. The IMEWS not only provides self-defense, but also acts as an accurate electronic intelligence and targeting system.

For low-level night flying and precision weapons delivery, the 2000-9 carries the Thales Optronics Nahar forward-looking infrared pod under one of the intakes, partnered on the other side by a Thales Shehab laser designation pod. The latter is a derivative of the Damocles system now fielded on the French air force Mirages. A separate armament deal covers the supply of MBDA MICA air-to-air missiles and the Black Shaheen precision-guided conventional cruise missile, a variant of the Scalp/Storm Shadow in service in France and the UK. Outside the main Dash 9 contract, the UAE has requested a proposal from Dassault to integrate a centerline reconnaissance pod.

Greek Update
Meanwhile, the Dassault-led team is continuing to provide upgrade kits for Mirage 2000s for the Greek air force, with work being undertaken by Hellenic Aerospace Industry.

On November 26 last year, Dassault delivered the last of 15 new-build Mirage 2000-5 Mk 2s to the air force in a ceremony held at Tanagra. The aircraft was the last of 601 Mirage 2000s to be built before the production line closed. Like the UAE, Greece also opted to upgrade some of its existing first-generation aircraft, adding 10 upgrade kits for a total of 25 Mirage 2000-5s.

Greece initially bought 36 Mirage 2000EG single-seaters and four 2000BG two-seaters. They were ordered in July 1985 and deliveries began in March 1988. Interest in a follow-on order for second-generation 2000-5 Mk 2s was confirmed in April 1999 and formalized on Aug. 21, 2000. The first of the 25 second-generation jets was delivered in 2004.

Taiwanese Mirages Are Capable, but Costly
Taiwan is the only country in East Asia flying French warplanes. Unlike India and the United Arab Emirates, Taiwan is unlikely to get an upgrade that would confer multimission capability on the Mirage 2000s of the Republic of China Air Force (ROCAF). When the aircraft were delivered in the mid-1990s, they were equipped only for air-to-air combat, in deference to mainland China. Even so, the sale of the 60 Mirage 2000-5s to Taiwan stirred bitter protests from Beijing. France has not sold any defense equipment to Taiwan since then.

Nevertheless, Dassault, Thales and Snecma still support the aircraft, which are based at Hsinchu on Taiwan’s west coast. They were supplied to the same standard as France’s own upgraded interceptors, with the RDY radar, internal ECM and M53 P20 engines. Every year, a small team from the French air force visits Hsinchu to advise on new tactics and procedures. But Taiwan defense sources told AIN that spares for the Mirages were very expensive–a charge that has also been made by other countries that fly Dassault fighters.

Seoul Picks F-15K for New Jet Deal

The South Korean government today approved the purchase of 21 additional Boeing F-15K Strike Eagles and of air-launched stand-off missiles like the JASSM. (Boeing photo)South Korea selected Boeing Co.'s F-15K fighter jet for a 2.3 trillion won ($2.3 billion) project to purchase 20 new advanced jet fighters, the military procurement agency announced [April 25].

The selection was approved during the 27th defense project promotion committee presided over by Defense Minister Lee Sang-hee, the Defense Acquisition Program Administration said.

The South Korean Air Force has sought to purchase 20 multi-role fighter jets between 2010 and 2012 to reinforce airstrike capabilities. The multibillion-dollar fighter deal, dubbed the 2nd F-X, follows South Korea's first phase of F-X in 2002, in which the Air Force will introduce 40 F-15Ks by this year.

Under the deal, the South Korean military will acquire 21 aircraft, one more than the original target number of 20 for the procurement, DAPA said. Boeing agreed to provide one additional F-15K for free. :shock:

"As a result of negotiations with Boeing, we will introduce 21 units within the originally earmarked budget of 2.3 trillion won," DAPA said. Boeing was the sole bidder for the 2nd F-X project.

DAPA said U.S. aircraft engine maker Pratt & Whitney will provide engines for the new F-15Ks. It plans to procure 44 units of the F100 model.

The F-15K is an advanced derivative of the F-15E, capable of long-range precision strike missions without escort. It has a 23,000-pound payload and can fly at a maximum speed of Mach 2.3, with a combat radius of 1,800 kilometers. A single aircraft costs $100 million.

The new fleet of F-15Ks will become crucial national defense assets as the military prepares to assume wartime operational control of its armed forces by April 17, 2012, DAPA said. It will beef up precision strike capabilities of the Air Force, replacing its aging fleet of F-4s and F-5s, the agency said.

DAPA said it also decided to purchase high-tech air-to-surface guided missiles that will be used by F-15Ks, from overseas weapon makers. The Air Force seeks to procure AGM-158 JASSM-class missiles between 2010 and 2011. JASSM is an acronym meaning Joint Air-to-Surface Standoff Missile, a cruise missile developed in the United States, whose operational range is over 370 kilometers. Its accuracy is known have error probability of only 2.4 meters.

JASSM is also seen as a crucial asset to cope with North Korea's nuclear threat.

The Air Force said it plans to begin the third phase of F-X program in 2011 to purchase fifth-generation fighter jets equivalent to the F-22 and the F-35. Under the plan, 60 units featuring radar-evading stealth functions will be introduced between 2014 and 2019, it said.

Russian bombers patrol over Atlantic Ocean

MOSCOW, April 23 (RIA Novosti) - Two Russian Tu-95 Bear strategic bombers and two Il-78 aerial tankers are carrying out routine patrols over neutral Atlantic waters, a Russian Air Force spokesman said on Wednesday.

Interceptions of Russian combat aircraft by NATO fighters are becoming a common occurrence again, after Russia resumed strategic bomber patrol flights over the Pacific, Atlantic, and Arctic oceans last August, following an order signed by President Vladimir Putin

"During the flights the crews develop their flying skills in northern latitudes, over unmarked terrain," Colonel Alexander Drobyshevsky said.

He said the crews also perfect their in-flight refueling techniques, allowing the bombers to remain in the air for more than 24 hours and is considered extremely difficult "especially when the Russian planes are accompanied by NATO interceptors."

"All Russian Air Force flights are performed...in strict accordance with international rules on the use of airspace over neutral waters without violating the borders of other states," he also said.

Although it was common practice during the Cold War for both the U.S. and the Soviet Union to keep nuclear strategic bombers permanently airborne, the Kremlin cut long-range patrols in 1992. The decision came as a result of the collapse of the Soviet Union, and the ensuing economic and political chaos.

However, the newly-resurgent Russia, awash with petrodollars, has invested heavily in military technology, and the resumption of long-range patrols is widely seen among political commentators as another sign of its drive to assert itself both militarily and politically.

Aviões da Embraer substituirão Sucatinhas

O presidente Luiz Inácio Lula da Silva aguarda a apresentação pela Embraer ao Palácio do Planalto dos termos do contrato para a compra do avião brasileiro - a sofisticada versão Lineage 1000 do jato Emb-190 - que vai substituir os dois Sucatinhas, velhos Boeing-737, usados como reservas do Airbus 319, o Aerolula. A primeira unidade, a um preço estimado de US$ 41 milhões, seria entregue até dezembro. O custo é menor, em média, US$ 15 milhões ao da concorrência. A entrega do segundo avião está prevista para 2009.

O presidente quer empregar a aeronave nacional em funções mais nobres que as de mero equipamento substituto. Lula pretende fazer com o Lineage as viagens regionais de sua agenda. Na reunião que tratou do assunto, há pouco mais de um mês, Lula disse que quer ser “o garoto-propaganda da indústria aeronáutica”.

O chefe da assessoria militar da Presidência da República, brigadeiro Joseli Camelo, confirmou ao Estado que a decisão de substituir os Boeing-737 - comprados pelo ex-presidente Ernesto Geisel há mais de 30 anos - por aviões da Embraer já tinha sido tomada pelo presidente Lula em 2005, quando foi adquirido o Airbus, na França. O brigadeiro ressaltou, no entanto, que o processo ganhou velocidade em outubro do ano passado, depois que um dos Sucatinhas, que atuava como alternativa ao A-319 presidencial, sofreu pane técnica em uma turbina, durante vôo pela África.

“A Embraer está trabalhando na elaboração do projeto e irá apresentá-lo ao governo brevemente”, revelou Joseli Camelo. O acerto técnico está a cargo do comando da Aeronáutica. Segundo o oficial, ao encomendar o estudo à Embraer, o governo apresentou algumas especificações que o avião da empresa precisa seguir para atender às exigências da Presidência da República. Entre elas destacam-se o alcance da aeronave, que terá de ter autonomia para, saindo de Brasília, voar para todos os países da América do Sul ou para atravessar o Oceano Atlântico e de ser capaz de pousar em pistas curtas, como, por exemplo, no Aeroporto Santos Dumont, que tem 1.300 metros. Além disso, deve oferecer uma confortável seção privativa para o gabinete do presidente e cerca de 40 lugares. A eletrônica de bordo precisa ser completa - permitindo que as decisões de comando, as comunicações e as atividades de inteligência do governo possam funcionar a bordo com segurança.

A Embraer está trabalhando na adaptação de sua aeronave. Além da Presidência do Brasil, também a da Argentina optou pelo mesmo avião. Cristina Kirchner vai trocar o Boeing-757 Tango Uno por um Lineage 1000.

O arranjo padrão do avião acomoda uma suíte, com cama de casal, TV de alta definição, conjunto sonoro, banheiro com ducha, poltronas de couro e mesa. Voa a 850 km por hora, com alcance máximo de 7.778 km - o suficiente para ir de Nova York a Paris ou Londres sem escala. O bagageiro pode ser acessado de dentro da cabine.
