"Partner companies to conclude negotiations with NETMA over enhancements to Tranche 2 production order
The Eurofighter partner companies were expected late last week to conclude negotiations with the NATO Eurofighter and Tornado Management Agency (NETMA) over planned capability enhancements to Tranche 2 production aircraft for Germany, Italy, Spain and the UK.
A contract for the work should be signed before the end of this year, with the improvements to focus largely on the integration of short-range air-to-surface weapons and additional air-to-air missile (AAM) types, says Harald Heindl, senior manager Eurofighter product development for EADS Military Air Systems.
To be introduced using a new spiral development model, the system enhancements will be delivered as capability upgrades planned for late 2010 and late 2012. Integration of BGT’s digital IRIS-T short-range AAM is currently slated for 2010, while the MBDA Storm Shadow and Taurus Systems’ KEPD350 cruise missiles should follow towards the end of Tranche 2, says Heindl.
However, the introduction of MBDA’s Meteor beyond-visual-range AAM could be in danger of slipping into the programme’s Tranche 3 production phase, adds Heindl.
Also in doubt is whether the core nations will all opt to retrofit their Tranche 1 Eurofighters to the Tranche 2 standard, says EADS.
The Eurofighter partner companies are also now producing pre-definition concept studies on Tranche 3 capabilities, to be discussed with NETMA from October. The agency will next year issue a detailed request for proposals for Tranche 3 production. A contract must be signed in 2009 to enable production deliveries to run between 2012 and 2018.
The Eurofighter nations are expected to request the ability to perform network-enabled operations and to use their aircraft in combination with unmanned reconnaissance and medium-altitude, long-endurance unmanned air vehicles as part of the Tranche 3 deal, says Heindl. Additional requirements will include integration of an active electronically-scanned array (AESA) radar and a medium-range air-to-surface missile with a range of up to 54nm (100km), he says.

A long-running programme to develop an active electronically-scanned array (AESA) radar for the Eurofighter Typhoon will make a significant advance before year-end, with the Caesar demonstrator payload to be flown on EADS’s DA5 develoment aircraft.
To take place from the company’s Manching site near Munich, the milestone will come just months before so-called Series 1 flight tests of the German/UK-developed Caesar sensor will resume in the UK using a Qinetiq-operated BAC One-Eleven trials aircraft.
The platform completed an initial campaign of seven test flights earlier this year, during which the radar – which comprises over 1,400 European-built transmit/receive modules – demonstrated a detection range of 65nm (120km), says EADS.
The same BAC One-Eleven will also be used during 2007 to conduct the first flight of Europe’s four-nation Amsar AESA demonstrator.
Technologies from the two programmes will be used to provide an electronically-scanned front end for the Euroradar Captor sensors which will equip Tranche 3 production examples of the Eurofighter from 2012."

At the suggestion of air force commander-in-chief, General of the Army Vladimir Mikhaylov, reports have appeared repeatedly in the press that the fifth generation fighter which is being built for the Tactical Aviation Future Aviation Complex (PAK FA) program will make first flight as early as 2007. At the request of AviaPort.RU, an informed source, who has a direct relationship to the rearming of the Russian air force with new combat aviation equipment, commented on the situation with the creation of the new airplane.
The source noted that even in Russia’s state arms program for the period 2007 – 2015 that has been adopted, the lifting into the air of the PAK FA fighter complex is not foreseen. Moreover, as Russian Federation defense minister Sergey Ivanov noted recently, the PAK FA fighter complex’s first flight will take place not earlier than 2009.
The fighter’s draft design was defended last year. There is work still to come on the development of the fighter’s detailed design ((RABOCHIY PROEKT) and the construction of its prototype. “In fact, the time for building the PAK FA depends in many ways also on the financial resources of the developer – OAO Sukhoy OKB and the developers of the avionics and armament,” the source noted.
According to his information, besides financing the program for creation of the PAK FA from a line item of the state defense order from state budget funds, the developers oaf the fighter, equipment, systems, components and armament are supposed to finance the program from their own resources, including too borrowed funds. In particular, besides the technical complexities in connection with the need to master new materials and technologies, the possibility of some prolonging of the periods of the fighter’s first flight is being concealed.
As reported earlier, air force CinC V.A. Mikhaylov announced at the start of this year that he has given orders to aircraft developers to lower the prescribed speed from Mach 2.15 to Mach 2 in order to guarantee a gain in other characteristics thanks to it. In the opinion of Sukhoy OKB managers, there is a need for further optimization of the requirements for the PAK FA, and a reduction of the maximum speed to Mach 2 instead of Mach 2.15 will not require the development of a number of systems and simplify somewhat the resolutions of tasks for creation of the complex, but will not reduce the complex’s combat effectiveness.

Russian air force chief Gen. Vladimir Mikhailov claims its PAK FA fifth-generation fighter prototype will fly in 2007, and indicates the service is also pursuing a single-engine light fighter as a complement.
The PAK FA, a large twin-engine Su-27 Flanker-class fighter, is being developed by Sukhoi, which designates it the T-50.
MIKHAILOV'S OPTIMISM may be fueled by the boost in Russia's defense procurement allotment. It is set at 236.7 billion rubles ($8.3 billion), a 31% rise above last year's budget. The PAK FA program is scheduled for an increase in development funding as part of the overall budget growth.
Mikhailov suggests they will do "whatever it takes" to have a prototype up by 2007. Wind tunnel testing of the airframe design is already complete.
He notes that the air force is looking to use PAK FA avionics and sensors also in a single-engine design.
Russian industry sources have confirmed that MiG wind-tunnel tested light fighter designs. Sukhoi could also investigate a single-engine design.
Sukhoi CEO Mikhail Pogosyan has been more cautious regarding a first flight of the PAK FA, indicating 2008 as a more likely date. Completion of preliminary state acceptance trials would follow in 2012-13, with full-scale production to begin in 2015, he believes.
With limited funding for the PAK FA, early financing for a single-engine program is highly unlikely, suggest military analysts in Moscow.
The air force is faced with an aging combat aircraft fleet and limited resources, so development programs and aircraft acquisitions need to be viewed in the light of this constraint, analysts say.
The air force's overall acquisition budget will double for 2006, according to Russian Defense Minister Sergey Ivanov. Nine aircraft will be added to the fleet. This includes the two Tupolev Tu-160 Blackjack strategic bombers that had been listed for 2005 delivery. One is simply an upgraded aircraft, the other is being built from unused airframe components from the original production run.
THE AIR FORCE is also due to begin to take delivery of Su-34 (Su-27IB) strike aircraft this year. Series production, albeit a very limited run, is underway at Novosibirsk and will be used to replace some of the aging Su-24 Fencers.
The near-term focus, however, remains on in-service upgrades. Alongside the Su-27SM, at least 18 Flankers have been modified to this standard to date, and the air force is also starting a MiG-29 Fulcrum program. "I've already ordered delivery of two dozen MiG-29s to MiG facilities for upgrade," Mikhailov says. A further six Su-27SMs are expected to be acquired this year.
The air force is continuing to test other upgrade packages. Aircraft undergoing state acceptance trials include the Sukhoi Su-25 Frogfoot, MiG-31 Foxhound, and Tupolev Tu-95 Bear and Tu-22M3 bombers.
Acceptance trials of the Mil Mi-28N Havoc attack helicopter are also underway. Rostvertol completed the first series-production standard aircraft in December 2005.
Mikhailov expects the first Yakovlev Yak-130 jet trainer will enter service by year-end.
All this activity belies the air force's ongoing budget problems. The 2005 plan called for four Yak-130s to be delivered in 2006, but the manufacturer suggests it will only supply one airframe due to lack of funds.
Last month, the Komsomolsk-on-Amur (KnAAPO) plant claimed it had yet to be paid for the Su-27SM upgrade. The dispute is ongoing."

"The air regiment at Dzemgi outside of Komsomol'sk-on-Amur already has been reequipped with the new Su-27SM airplanes," Mikhaylov said.
"This airplane in all parameters is almost three times more effective than its predecessor, the Su-27. Right now we are beginning series production of the Su-34, in the Far East the Su-24 will be fully replaced by the Su-34 at one of the 11th air force and air defense army regiments," he added.
Russia's air force commander-in-chief noted that at the present time, fifth generation airplanes are being developed which for the time being they call the PAK FA - the future aviation complex of tactical aviation.
"We plan to master it as soon as 2009. This program has been financed in full, it's in the hands of the manufacturers alone," Mikhaylov noted.
The increase of military financing allows not only the purchase of new military equipment, but also to resolve the military's social problems. According to Vladimir Mikhaylov, in 1 -- 2 years there will not be any families left without apartments in the Far East air force and air defense forces. The Russian fifth generation combat airplane will be lifted into air in 2009, Russian Federation vice premier and defense minister, Sergey Ivanov, announced on Friday, 21 July, during a working visit to MMPP Salyut.
"We are counting on seeing the fifth generation airplane in the air in 2009," he said.
As regards the fifth generation engine, the "direction of its creation which has been adopted at the Salyut enterprise is correct," Ivanov thinks. "It consists of the fact that the engine is being upgraded step-by-step. Some nodes, elements, and parts are being upgraded, effectiveness is being increased and we are going further," he reported.
"If one begins a program from scratch, the level of risk grows incredibly, because we are entering into the field of the unknown. In the variant selected at Salyut, everything is constantly controlled," the minister explained. - This also is the easing of the financial load for the state, because the enterprise is spending a significant part of its own funds for the creation of the fifth generation engine," he emphasized.
"There are no doubts in the correctness of such an approach, and this program already is being fulfilled," Ivanov noted.
As MMPP Salyut manager Yuriy Eliseev reported to the vice premier, "it is realistic to create the fifth generation engine by 2009 – 2010." We may fall somewhat behind on some materials, but were area not experiencing any doubts in the design constituent," he emphasized.

The RAF has been forced into an embarrassing U-turn on its policy of not allowing pilots of the new Eurofighter Typhoon to fire their gun. The service has decided to issue ammunition to future Typhoon squadrons and train pilots in using the fighter's single German-made 27mm Mauser cannon, reversing its cost-cutting edict. The decision follows experience in Afghanistan showing that guns are still one of the most effective weapons when supporting ground troops. In a scathing e-mail, a Parachute Regiment major commanding an isolated outpost described air support from RAF Harriers, which have no guns and rely on rockets, as "utterly, utterly useless".
He contrasted their performance with the support offered by US air force A10 aircraft, which are equipped with a 27mm rotary cannon. At a conference last week, Air Vice-Marshal David Walker, the officer commanding No 1 Group, which includes the Harrier and the newly-forming Typhoon squadrons, said he had decided to proceed with the Typhoon gun, buying ammunition, spares and maintenance equipment.
Seven years ago, the ministry decided to dispense with the gun on all but the first 55 of the 232 Typhoons planned for RAF service, in contrast to the other nations in the Eurofighter consortium, which kept it on all ordered aircraft. The experts argued that Typhoon did not need anything as crude as a gun. The plan would have saved the taxpayer about £90 million. But Typhoon is designed to such fine specifications that the loss of the gun created a weight imbalance and it was finally realised that the cheaper and easier option would be to fit a real cannon.
