F-16C/D Block 50/52 Aircraft for Pakistan Air Force

Date: 28 June 2006 Transmittal No. 06-09


On 28 June 2005, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Pakistan of 36 F-16C/D Block 50/52 Aircraft as well as associated equipment and services. The total value, if all options are exercised, could be as high as $3 billion.

The Government of Pakistan has requested a possible sale of:

Major Defense Equipment (MDE)

--36 F-16C/D Block 50/52 aircraft with either the F100-PW-229 or F110-GE-129 Increased Performance Engines (IPEs) and APG-68(V)9 radars;
--7 spare F100-PW-229 IPE or F110-GE-129 IPE engines;
--7 spare APG-68(V)9 radar sets;
--36 Joint Helmet Mounted Cueing Systems;
--36 AN/ARC-238 SINCGARS radios with HAVE QUICK I/II;
--36 Conformal Fuel Tanks (pairs);
--36 Link-16 Multifunctional Information Distribution System-Low Volume Terminals;
--36 Global Positioning Systems (GPS) and Embedded GPS/Inertial Navigation Systems;
--36 APX-113 Advanced Identification Friend or Foe Systems;
--36 Advanced Integrated Defensive Electronic Warfare Suites without Digital Radio Frequency Memory (DRFM) or AN/ALQ-184 Electronic Counter Measures pod without DRFM or AN/ALQ-131 Electronic Counter Measures pod without DRFM or AN/ALQ-187 Advanced Self-Protection Integrated Suites without DRFM; or AN/ALQ-178 Self-Protection Electronic Warfare Suites without DRFM and
--1 Unit Level Trainer;

Associated support equipment, software development/integration, modification kits, capability to employ a wide variety of munitions, spares and repair parts, flight test instrumentation, publications and technical documentation, CONUS-personnel training and training equipment, U.S. Government and contractor technical and logistics personnel services, and other related requirements to ensure full program supportability will also be provided. The estimated cost is $3 billion.

Given its geo-strategic location and partnership in the Global War on Terrorism (GWOT), Pakistan is a vital ally of the United States, as reflected in the June 2004 designation of Pakistan as a Major Non-North Atlantic Treaty Organization Ally. This proposed sale will contribute to the foreign policy and national security of the United States by helping an ally meet its legitimate defense requirements. The aircraft also will be used for close air support in ongoing operations contributing to the GWOT.

Consistent with U.S. conventional arms transfer policy and arms control initiatives, this potential sale will allow the Pakistani Air Force to modernize its aging fighter inventory, thereby enabling Pakistan to support both its own air defense needs and coalition operations.

Release of this system would not significantly reduce India's quantitative or qualitative military advantage. Release of the F-16C/D Block 50/52 aircraft to Pakistan will neither affect the regional balance of power nor introduce a new technology as this level of capability or higher already exists in other countries in the region.

The principal contractors will be:

-- BAE Advanced Systems Greenlawn, New York
-- Boeing Corporation Seattle, Washington
-- Boeing Integrated Defense Systems St Louis, Missouri (three locations) Long Beach, California San Diego, California
-- Raytheon Company Lexington, Massachusetts (two locations) Goleta, California
-- Raytheon Missile Systems Tucson, Arizona
-- Lockheed Martin Aeronautics Company Fort Worth, Texas
-- Lockheed Martin Missile and Fire Control Dallas, Texas
-- Northrop-Grumman Electro-Optical Systems Garland, Texas
-- Northrop-Grumman Electronic Systems Baltimore, Maryland
-- Pratt & Whitney United Technology Company East Hartford, Connecticut
-- General Electric Aircraft Engines Cincinnati, Ohio

There are no known offset agreements in connection with this proposed sale.

Implementation of this proposed sale will require multiple trips to Pakistan involving U.S. Government and contractor representatives for technical review/support and program management of the aircraft.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law; it does not mean that the sale has been concluded.

The Government of Pakistan has requested a possible sale of 60 F-16A/B Mid-Life Update (MLU) modification and Falcon Star Structural Service Life Enhancement kits consisting of:

--APG-68(V)9 with Synthetic Aperture Radar or APG-66(V)2 radar;
--Joint Helmet Mounted Cueing Systems;
--AN/APX-113 Advanced Identification Friend or Foe Systems;
--AN/ALE-47 Advanced Countermeasures Dispenser Systems;
--Have Quick I/II Radios;
--Link-16 Multifunctional Information Distribution System - -Low Volume Terminals;
--SNIPER (formerly known as AN/AAQ-33 PANTERA) targeting pod capability;
--Reconnaissance pod capability;
--Advanced Air Combat Maneuvering Instrumentation Units;
--MDE included in the MLU modification and structural upgrade kits
--21 ALQ-131 Block II Electronic Countermeasures Pods without the Digital Radio Frequency Memory (DRFM) or ALQ-184 Electronic Countermeasures Pods without DRFM;
--60 ALQ-213 Electronic Warfare Management Systems;
--1 Unit Level Trainer; and
--10 APG-68(V)9 spare radar sets.

Also included are radars, modems, receivers, installation, avionics, spare and repair parts, support equipment, CONUS-personnel training and training equipment, technical assistance, publications and technical documentation, system drawings, U.S. Government and contractor engineering, and other related logistics elements necessary for full program support. The estimated cost is $1.3 billion.

Pakistan intends to purchase the MLU Program equipment to enhance survivability, communications connectivity, and extend the useful life of its F-16A/B fighter aircraft. The modifications and upgrades in this proposed sale will permit Pakistan's F-16A/B squadron to operate safely, and enhance Pakistan's conventional deterrent capability. Pakistan's air fleet can readily use these updates to enhance and extend the fleet can readily use these updates to enhance and extend the life of its aircraft.

The estimated cost is $151 million.

E ainda por cima são Block 52 !

Eu pensei que viriam apenas MLU........

Que dor de cotovelo que tô dos Paquistaneses.E olha que fora esses F-16 eles vão ter 200 FC-1 Super-7 e tão negociando a compra também de J-10 Chengdu.

Dá pra chamar a Índia pro pau............Dá até pra encarar a Rússia e a China.

La verdad, es que solo con esos 60 F-16MLU con radar APG-68(v)9 que es el del Block50/52.....serían POR LEJOS el topd de Sudamerica...


Não seria de longe a melhor força. Esta esquecendo da Venezuela e seus 24 Su-30 que podem chegar a 48 em pouco tempo. Esta esquecendo do Brasil e seus 80 Rafale F3. Mas seria uma força boa.

Não vai me dizer que tinha um kit MLU por menos de U$ 5 mi mas os paquistaneses optaram por este que custa U$ 21,66 mi cada porque contém uma coisinha ou outra mais moderna que o outro MLU???

Exatamente como eu te disse Degan. O MLU a U$ 10 mi incluindo aeronave, apenas o MLU dos anos 90 e com uma compra de oportunidade. Nesta situação e por este preço existem poucas aeronaves, se é que ainda existem.

Sobre aeronave usada + modernização esta mais que provado que o PRECITO não existe.

Prefiro pagar U$ 15 mi na modernização -5Mk2 do M2000.

Você grifou que o radar é o da versão block 50 neste MLU e a modernização para -5mk2 é o radar RDY-2. :wink:

Caros colegas,

O Paquistão está comprando 60 kits de modernização para seus F16 A/B, ou 60 F16MLU???? Porque até onde eu sei eles têm apenas 36 células de F16 A/B (fonte: Scramble) e só conseguiriam modernizar 60 F16 caso comprassem mais células.

60 F-16MLU (posiblemente con radar de Block50 plus) con todo el armamento descrito es mucho más poder en vuelo que solo 24 Su-30…y los 48 son solo especulación.

Amigo, además de solo ser precios estimados, esas “cosinhas” son:
• Radar de F-16 Block 50 plus
• Capacete HMS
• Kit Falcon Star (mejora estructural)
• 60 Pods de contramedidas electrónicas
• Pods de reconocimiento PANTERA.

Todo eso es extra al MLU estándar…..

Exatamente como eu te disse Degan. O MLU a U$ 10 mi incluindo aeronave, apenas o MLU dos anos 90 e com uma compra de oportunidade. Nesta situação e por este preço existem poucas aeronaves, se é que ainda existem.

En este link pueden ver que Pakistán ha comprado mucho más que 60 F-16 A/B, pero USA tenía embargado buena parte. Así, los aviones existen y serán entregados modernizados:

O Paquistão está comprando 60 kits de modernização para seus F16 A/B, ou 60 F16MLU???? Porque até onde eu sei eles têm apenas 36 células de F16 A/B (fonte: Scramble) e só conseguiriam modernizar 60 F16 caso comprassem mais células.
