Austria to sue Airbus over Eurofighter deal

Austria has announced it is launching a lawsuit worth up to EUR1.1 billion (USD1.17 billion) against Airbus over allegations relating to the sale of Eurofighter aircraft to the country in 2003.

The Austrian government published a 130-page legal action against Airbus on 16 February, outlining its claims against the company - the result of an investigation begun in 2012 by a dedicated Federal Ministry for National Defence and Sport (BMLVS) task force. The BMLVS is suing as an adjunct.

In response Airbus denied the accusations and called the legal offensive by Vienna's authorities "a political manoeuvre".

Austria's allegations are twofold. Firstly, that the company (then known as EADS) included EUR183 million in unnecessary future offset-related additional costs as part of the contract. Austrian defence minister Hans Peter Doskozil alleged these funds were distributed to a "criminal network" via a now-dissolved shell company registered in London called Vector Aerospace (unrelated to the Canadian company of the same name). These allegations seem linked to the raids conducted since November 2012 by German, Italian, and Austrian police investigating alleged bribery in securing the Austrian Eurofighter deal.

The second allegation is that Airbus knew it could never have met the 2007 timeline for delivering Tranche 2/Block 8 aircraft to Austria. Despite having placed their own BMLVS quality inspectors at the Airbus Eurofighter assembly line in Manching, Germany, Austria today alleges that the Eurofighter bid would not have been successful if it was known that this deadline would be missed.

Austria originally decided to buy 18 Tranche 2/Block 8 aircraft, although the first six would be Tranche 1/Block 5 aircraft. These were by contract due to later be upgraded to the T2/B8 standard; however the Austrian government is now convinced this upgrade would have been immensely costly and Airbus never actually planned to carry it out.

Airbus calls on France to join European future fighter effort

A week before the Paris air show, the head of Airbus Defence & Space's military aircraft division has called on France to participate in the development of a new airborne weapon system proposed by Germany and Spain to succeed the Eurofighter Typhoon.

"I really hope that France will be involved," says Fernando Alonso, speaking to reporters on 9 June at Airbus media day. "We have to do this in Europe. There's no place to do two or three different systems."

The objective of a single European fighter programme first arose 25 years ago, but Germany and France pursued different paths: Germany joined with Italy, Spain and the UK to develop the Typhoon and France commissioned Dassault to produce the Rafale.

With the UK committed to withdrawing from the EU, Alonso's invitation is currently reserved to governments within the bloc, describing it as "difficult" to have clarity on London's future dealings with Brussels.

Last year, Germany and Spain partnered to draw up requirements for the New Generation Weapon System (NGWS), a proposed new fighter that would be developed under the Future Combat Air System effort, which includes other elements of air warfare technology, including unmanned air vehicles (UAV) and space-based capabilities.

In a planning document published last year, Germany's Bundeswehr envisions that Typhoons will operate with the NGWS with some overlapping capabilities to allow for greater operational flexibility and smooth the transition from existing to future technology.

In previous fighter development programmes, France has insisted on preserving its legacy of designing and building complete aircraft, a tradition that began with the Dassault Mystère series and continued through the Mirage to the Rafale.

In the past decade, however, the country has teamed up with other countries to develop stealthy UAVs, such as the multi-national Neuron demonstrator and bilateral Future Combat Air System with the UK.

"The time is right for us in Europe to decide and to decide to build something together and be available for all of us," Alonso says.

Typhoon jets obliterate Islamic State stronghold in Syria

Typhoon jets conducted an attack against a heavily fortified building held by Islamic State while supporting the Syrian Democratic Forces (SDF).

According to a Ministry of Defence press release issued this morning, Typhoons provided further close air support to the SDF on Wednesday the 2nd of August; they found themselves coming under sustained heavy machine-gun and sniper fire from a building in Raqqa, but were able to pinpoint the Islamic State-held position, allowing the aircraft to attack with a Paveway IV.



The UK has been the second largest contributor to the air campaign in Iraq and Syria. UK aircraft have flown over 3,000 missions as part of Operation Shader, and as of the beginning of November 2016 had conducted 1,115 airstrikes against ISIS targets in Iraq and Syria (1,048 and 67 respectively).

In July 2016 the MoD acknowledged that “the RAF has not operated at this sustained operational tempo in a single theatre of conflict for a quarter of a century”.

The Government has consistently maintained that no civilian casualties in Iraq or Syria, to date, have resulted from UK air strikes however it adds “no military operations come without risk, particularly in dense urban environments and against such inhuman Daesh tactics, the RAF continues to take all steps necessary to minimise civilian casualties.”

What is the current status of the air campaign?

In December 2016, it was reported that the Royal Air Force is operating at its most intense for 25 years in a single theatre of operation which far outstripped the UK involvement in Iraq and Afghanistan – RAF jets have dropped 11 times more bombs (1,276 strikes) on Syria and Iraq in the preceding 12 months than they had in the busiest year of action in Afghanistan a decade previously.

The cost of the operations against Islamic State and other details of the campaign were revealed in a briefing paper. In March 2015 the MoD confirmed that the net additional costs of the military air operation would be met from the Treasury Special Reserve; while the costs of training and equipping the Iraqi and Kurdish security forces, and the provision of key enablers, would be met from the MOD’s Deployed Military Activity Pool (DMAP).

In answer to a parliamentary question in September 2016 the MoD set the costs of the operation, between August 2014 and the 31st of March 2016, at £265 million (£45 million in the 2014-15 financial year, and £220 million in the 2015-16 financial year).

Alexander Mladenov, Krassimir Grozev escreveu:Bulgaria’s government has postponed taking a final decision on the selection of a new-generation fighter until later this year, while the nation also considers making significant investments in the maintenance of its RAC MiG-29 and Sukhoi Su-25 fleets.

In late June, Bulgaria’s newly elected parliament decided to establish an investigation board to review all aspects of the fighter tender. This followed the announcement by a temporary government in late April that the Saab Gripen C/D was the preferred candidate in country’s new combat aircraft competition.

The Swedish bid, using new-build aircraft, was ranked ahead of proposals with Tranche 1-standard Eurofighter Typhoons from Italy, and used Lockheed Martin F-16s promoted by the USA and Portugal. The combined US/Portuguese offer was disqualified, reportedly after failing to meet several key requirements, including a deferred payments scheme.

Sofia had requested information on an eight-aircraft deal to be completed under a government-to-government agreement, with deliveries to occur by 2020. The deal – which was also to include a small package of air-to-air and air-to-surface weapons, a simulator, logistics support and training – has an allocated budget of €767 million ($900 million). The plan calls for another eight of the same type to be purchased between 2022 and 2023.

Bulgaria's new right-wing, nationalist government, which entered office in early May, has criticised the preferred-bidder decision. The parliamentary investigation board is expected to complete its work by the end of September, although this could be extended by up to a further two months.

RAF to scrap twin-seat Typhoons

The UK Royal Air Force (RAF) is to scrap 16 UK Eurofighter Typhoons as part of a project to save GBP800 million (USD1.13 billion) on the running cost of the service's combat aircraft fleet.

The plans to dismantle the aircraft and harvest spare parts for use on the remainder of the Typhoon fleet were revealed to Jane’s on 29th January by RAF Air Command at High Wycombe, in Buckinghamshire, in response to a Freedom of Information (FOI) Act request.

The project, known as Reduce to Produce (RTP), aims to generate GBP50 million worth of parts from each airframe “back into the supply chain”, according to the FOI data.

Meteor, FLIR, datos, láser… ¿en qué consistirá la modernización del Eurofighter?

Tras el enorme salto cualitativo proporcionado por el paquete de ampliación de capacidades para el Eurofighter denominado Phase 1 Enhancement (P1E), que fue implementado en los C.16 (denominación española del Eurofighter) de nuestro Ejército del Aire a mediados de 2016, este sistema de armas se encuentra ahora inmerso en el proceso de integración del siguiente paquete, el Phase 2 Enhancement (P2E).

Se trata de la mejora que se va incluir en la flota de cazas Eurofigther de España después de que el Consejo de Ministros aprobara el pasado viernes la ampliación del techo de gasto de este programa en otros 906 millones adicionales (el presupuesto inicial de este programa lanzado en 1997 era de 9.254 millones).

Fuentes oficiales de Airbus manifestaron su satisfacción por las declaraciones del Ministerio de Defensa español en las que expone sus planes para el futuro de su flota de Eurofighter: “Esperamos trabajar con este cliente tan valioso para implementar las mejoras propuestas que garantizarán el papel fundamental de Eurofighter en el corazón de la Fuerza Aérea Española durante las próximas décadas y que apuntalarán la estabilidad continua de la producción de aviones de combate en España”.

Pero, ¿realmente en qué consiste la modernización del Eurofighter con el paquete P2E? Aquí os ofrecemos una explicación detallada que se apoya en explicaciones técnicas proporcionadas por oficiales del Ejército del Aire:

El P2E incluye numerosas novedades que resultan cruciales para el mantenimiento del offset tecnológico del Eurofighter con respecto a sus principales competidores, y que suponen un auténtico hito en el proceso de constante evolución de este sistema de armas.

La entidad y complejidad de los cambios incluidos en estos paquetes de mejora, que normalmente implican también modificaciones físicas en ciertos equipos o sistemas, sugiere que dichos paquetes sean puestos a disposición de las naciones usuarias de forma progresiva, por lo que su entrega se produce a través de incrementos.

Así, tal y como ya sucedió con el P1E, el paquete P2E se ofrece en dos incrementos, denominados P2Ea y P2Eb, siendo decisión de las naciones la implementación del primero y/o del segundo en función de sus necesidades y de su estrategia. Esto permite a las unidades usuarias disponer de la estabilidad suficiente para poder explotar al máximo las capacidades de la versión recibida, reduciendo a su vez los tiempos de espera y evitando que el proceso de evolución del sistema de armas se vea ralentizado.

En este caso, mientras que naciones como el Reino Unido disponen ya de unidades dotadas del paquete P2Ea, otras como España se encuentran en este momento inmersas en el proceso de implementación del P2Eb, que incluirá todas las mejoras del P2Ea más otras que estarán disponibles únicamente en este segundo incremento.

Mejoras del P2Ea

El P2Ea incluye los siguientes cambios y mejoras:

– Integración básica del misil Meteor.
– Integración del misil de crucero Storm Shadow, en servicio en Italia y Reino Unido,
motivo principal por el cual estos países han optado por el P2Ea.
– Aumento sustancial de configuraciones de combate (Aire-Aire y Aire-Superficie).
– Mejoras en equipos de transmisión y en el software operativo del sistema de armas.

Mejoras del P2Eb (Caso español)

Además de todas las modificaciones citadas en el apartado anterior, el P2Eb proporciona una ingente cantidad de cambios y mejoras, entre las que destacan los siguientes:

– Integración completa del misil Meteor.

– Mejoras en la gestión de datos del sistema de armas con fines de mantenimiento.

– Mejoras en el interfaz hombre-máquina (Human-Machine Interface, HMI) en relación al manejo del pod de designación láser (Laser Designator Pod, LDP).

– Mejoras en el dispositivo de detección infrarrojo (Forward Looking Infrared, FLIR).

EL FACTOR DEL MISIL METEOR

La integración del misil Meteor, desarrollado y producido por un consorcio de empresas europeas liderado por MBDA, es sin duda la novedad principal del P2E. El Meteor es un misil radárico diseñado para destruir objetivos a distancias inéditas hasta el momento. Su alcance máximo supera con holgura los 100 Kms, llegando a duplicar el de las versiones más extendidas de otros misiles diseñados para el combate más allá del alcance visual (Beyond Visual Range, BVR), entre los que se encuentra el norteamericano AMRAAM, principal referente hasta la fecha. Además de las incomparables características aerodinámicas del Meteor, tanto el avanzado radar de que dispone como su capacidad de comunicación bidireccional con la plataforma lanzadora suponen una auténtica revolución en las reglas del combate aéreo.

Por tratarse de tecnología íntegramente europea, el Meteor contribuye a la autonomía del continente en materia de defensa con un producto auténticamente revolucionario sin equivalente en el mercado. Además de en el Eurofighter, este misil ha sido integrado en el Gripen, en el Rafale y en el F-35.

Esto último supone un hito inédito para la industria europea de defensa, por tratarse de la integración de un producto europeo de estas características -y sin competencia al otro lado del Atlántico- en una plataforma de origen norteamericano. Por el momento, Reino Unido y probablemente Italia, serán los primeros países en incorporar dicha capacidad en sus F-35.

La entrada en servicio de este misil en el Ejército del Aire supone un antes y un después del que necesariamente se derivan cambios en áreas muy diversas. Por ejemplo, para el empleo operativo del misil y para su interacción con la plataforma lanzadora se hace necesario disponer de un sistema de generación y desarrollo de datos de misión con los que su rendimiento podrá “personalizarse” de acuerdo con las características del escenario. Por otro lado, se hacen necesarios ciertos cambios en la estructura del espacio aéreo nacional, de manera que pueda disponerse de zonas de trabajo con el tamaño suficiente para que las unidades usuarias puedan adiestrarse simulando los alcances que el misil proporciona.

La participación de España en el programa Meteor convierte a nuestro país en una de las pocas naciones en disponer del misil Aire-Aire más avanzado y de mayor alcance del mundo. Pero no solo eso. También nos otorga una autonomía estratégica en materia de defensa inédita hasta la fecha, nos convierte en uno de los principales contribuyentes a la consolidación de una industria europea de defensa con vocación de liderazgo global, y proporciona a nuestras empresas un nivel tecnológico clave para su competitividad en otros ámbitos. Se trata, sin duda, de un claro ejemplo de lo importante que es diferenciar entre gasto e inversión cuando se trata de asuntos de defensa.

CONCLUSIÓN

El paquete de ampliación de capacidades P2E incluye numerosas novedades que suponen un auténtico hito en el proceso de constante evolución del Eurofighter. Este paquete se proporciona en dos incrementos, denominados P2Ea y P2Eb, lo que permite una incorporación más gradual de las mejoras. En este momento, España se encuentra inmersa en el proceso de implementación del P2Eb, que incluirá todas las mejoras del P2Ea más otras disponibles únicamente en este segundo incremento.

La integración del misil Meteor, desarrollado y producido íntegramente en Europa, es la novedad principal del P2E. Se trata de un misil radárico, que por su alcance (muy por encima de los 100 kms.) y por su nivel tecnológico (pues dispone de un avanzado radar que permite comunicación bidireccional con la plataforma lanzadora), no tiene competencia en el mercado. Sin duda, sus capacidades suponen una revolución en las reglas del combate aéreo.

La entrada en servicio de este misil en el Ejército del Aire va a requerir ciertos cambios para garantizar su empleo operativo y el adiestramiento de las unidades usuarias. Pero, más importante aún, la participación de España en este programa sitúa a nuestro país en una posición de autonomía sin precedentes, en un proyecto clave para la competitividad de nuestras empresas tecnológicas y para la cohesión y el liderazgo de Europa en el ámbito de la defensa.

Which aircraft do you fly and with which unit, how many do you hours do you have on type? I fly the Eurofighter Typhoon as the Executive Officer on II(AC) Sqn and have 860 hours on type.

What were you first impressions of flying the Typhoon? The thrust that the Typhoon has is ferocious, something that I don’t personally think you ever get used to though the G Force is brutal. The fact that you can ‘back stick’ the controls and know that the aircraft will limit the G means that you can pull straight to 9 G and trust me – that hurts every single time!

Which three words best describe the Typhoon? Agile, Powerful, Lethal

Do the canards obscure the view down? Only slightly, but if you need to see beneath them then you can just roll upside down!

How useful is the helmet and how often is it used? What is it used for? The Helmet Mounted Symbology System (HMSS) is exceptional and very useful for all sorts of war fighting. It can be used to see any target or friendly aircraft by using the same symbology that is in the HUD. It is effectively an extension of the HUD which means that you have all the information required wherever you are looking. For Air to Ground missions you have the ability to simply look outside at where a target is then cue the weapon system to look there with the Litening Designator Pod. Due to this capability it means that after identifying a target, you can drop a Paveway IV, 500-lb precision weapon on it in seconds.

Which new piece of equipment would you most like to see integrated on Typhoon? Soon we will have the Brimstone missile integrated onto the Typhoon which will provide a precision targeting capability with reduced collateral effects. Storm Shadow and Meteor are also just around the corner.

What are the best and worst things about the Typhoon? The best thing about the Typhoon is it’s Specific Excess Power (SEP) and the worst would be how quickly you burn fuel when you are in reheat!

I have been told that nothing can out-climb the Typhoon, would you agree? Absolutely, the SEP of the Typhoon is unmatched.

What’s the best way to defeat an F-16 in within visual range fight? How difficult is it as an opponent? The Typhoon is a superior fighter within visual range though we must always remember that we are not fighting the aircraft but the pilot.

Which aircraft have you trained against, which was the hardest opponent and why? I fought a Top Gun instructor out of Nellis Air Force base and he was in an F-16. I was not very experienced at the time though managed to defeat him – he did, however, make it very difficult!

What’s your favourite piece of equipment on the Typhoon and why? The HMSS because it really makes you feel part of the aircraft. It is awesome when everything is working in harmony.

It has been said that Typhoon is less proficient at High Alpha fighting than the Hornet and Flanker/Fulcrum series, is this true and, if so, is it an issue in the close-in fight? A consequence of high Alpha is low speed. Any fighter pilot worth their salt knows that speed is life in close combat. Typhoon’s excess power coupled with +9G ‘carefree handling’ gives us the advantage. On exercise, Typhoon has repeatedly demonstrated that it can exploit this advantage against the Hornet, ‘Fulcrum’ and ‘Flanker’.

What is the greatest myth about the aircraft? Not sure of any myths to be honest …..

What should I have asked you? What is it like to fly a Performance Departure where you go straight up on take off? It is a bizarre feeling every time we carry out this departure from the airfield, though it always reminds me of the raw power of the aircraft.

How good is the Typhoon at super-cruising and how often does this occur? The Typhoon is very effective at super-cruising and it does often occur as the tactical situation dictates.

Does Typhoon offer anything not provided by the teen series? In my opinion, we all have different things that we can bring to the fight and that is why we all work together as a team!

Has the RAF enough Typhoons? (personal opinion) Our resources are very stretched due to commitments to Operations and engagements all over the world so, yes, I certainly think that we could do with more Typhoons to match these broad commitments.

My mother committed suicide in April 2010 and ever since then I’ve made it my life’s mission to combat the stigma attached to mental health. People should always feel confident to speak to anyone about their own mental health and realise that their mental health should be regarded in exactly the same way as their physical health. I joined forces with a friend of mine, sports psychologist Don MacNaughton who I met after I broke my leg in a ski race and decided to write our book, “Speed of Sound, Sound of Mind” to help raise awareness of mental health by writing about our own experiences.
