Denmark to begin conscripting women for the military in rare move

Prime Minister Mette Frederiksen outlined Danish defense overhaul, with an eye on Russia.

Denmark plans to conscript women for military service, the Danish government revealed Wednesday, becoming one of just a few countries requiring women to serve in the armed forces.

"More robust conscription, including full gender equality, must contribute to solving defense challenges, national mobilization and manning our armed forces," said Defense Minister Troels Lund Poulsen at a press conference.

Women in Denmark can already volunteer for military service. In 2023, they made up about a quarter of the cohort.

Denmark is now the third country in Europe to introduce female conscription. Norway and Sweden did so in 2015 and in 2017, respectively.

The Danish Army consists of 7,000 to 9,000 professional troops, excluding conscripts undergoing basic training, according to official figures. Compulsory military service applies to men over the age of 18. However, because there are enough volunteers, not all young men are conscripted. Instead, a lottery is held.

Speaking beside Poulsen, Prime Minister Mette Frederiksen said that Denmark would extend the serving period for both men and women from four to 11 months as part of an overhaul of the country's military. It will also invest in land-based air defense systems and an infantry brigade of up to 6,000 soldiers by 2028.

"We are not rearming in Denmark because we want war, destruction, or suffering. We are rearming right now to avoid war and in a world where the international order is being challenged," Frederiksen said.

Foreign Minister Lars Løkke Rasmussen said the moves were being made as a form of deterrence.

While “Russia does not pose a threat to Denmark," Rasmussen said, “ we will not bring ourselves to a place where they could come to do that.”

The Nordic country is a founding NATO member and an important supporter of Ukraine in its effort to fend off Russia's full-scale invasion. Copenhagen is one of a handful of countries supplying Kyiv with F-16 fighter jets, which are set to be delivered this summer.

Denmark spent around 1.4 percent of its gross domestic product on defense last year, but will boost its defense spending by €5.4 billion over the next five years to meet NATO's 2 percent target.

Germany’s Rheinmetall confirms plans to build ammunition plant in Lithuania

Germany’s defence industry giant Rheinmetall on Thursday confirmed for the first time its plans to build an artillery ammunition plant in Lithuania.

“A new plant will be built in Ukraine and another artillery ammunition plant will also be built in Lithuania” Rheinmetall CEO Armin Papperger told a press conference in Germany on Thursday, presenting the company’s 2023 results.

Rheinmetall representatives had discussed the investment plans with Lithuanian Economy and Innovation Minister Aušrinė Armonaitė at the end of January, and with Prime Minister Ingrida Šimonyte in November last year, but did not comment publicly on their intentions then.

Armonaitė said in January that intensive and “very detailed” talks were taking place with Rheinmetall.

Commenting on the news, Lithuanian Defence Minister Arvydas Anušauskas said that this means “both job creation and investments in our economy, usually accompanied by the involvement of other companies”.

EU sprinkles $560 million over defense firms to grow ammunition output

ROME — The European Union has named a host of local ammunition firms it will supply with more than half a billion euros, or almost $560 million, in combined funding to help them beef up production in a bid to push the bloc’s annual output of shells to two million a year by the end of 2025.

Munition firms across the EU are in line for the funding to invest in their facilities to accelerate shell production to improve supply to Ukraine as it battles against Russia’s invasion.


Amid complaints from Kyiv that it cannot compete with Russia’s constant shelling, the EU admitted in January that it had fallen short on a pledge made last March to supply a million shells in a year.

Instead, member states would hand over just 524,000 shells, 52% of the promised batch, by March 2024, said EU foreign affairs chief Josep Borrell.

Those shells were coming courtesy of the first two phases of the EU’s so-called ASAP plan to use two billion euros to buy up existing European inventories and make new joint purchases from EU manufacturers.


Phase three of ASAP, announced on Friday, involves the €513 million to help firms improve facilities, as well as co-finance investments with the private sector, which should take the total investment to €1.4 billion, the European Commission said in a statement.

The 31 investment projects selected cover explosives, powder, shells, missiles, and testing and reconditioning certification, the Commission said, although it added that the production of explosives and powder will receive the lion’s share of the funding – €124 million and €248 million, respectively.

As bottlenecks in supply are eased, the Commission hopes to increase the annual production of explosives in the EU by over 4,300 tons and the production of powder by 10,000 tons.

Firms who applied for and received cash to boost explosives production included Greece’s Hellenic Defence Systems, Slovakia’s MSM Export, Norway’s Chemring Nobel, France’s Eurenco France, Sweden’s Eurenco Bofors and Hungary’s N7 Holding.


Among the 17 firms who applied for and received cash to boost powder production are Rheinmetall, Nexter, Nammo and Eurenco.

Deals for funding will be signed in May, the Commission said.

Overall, the member states involved in the scheme are Greece, Slovakia, Norway, France, Sweden, Germany, Italy, Hungary, Latvia, Finland, Spain, Romania, Belgium and Czechia.

A spokesman for the Aerospace, Security and Defence Industries Association of Europe (ASD), welcomed the deal but claimed the EU was bulking up the funding with money taken from the budget of the European Defense Fund - the EU body charged with funding defense technology in the bloc.

“ASAP has been an important step to support the much needed ramp-up of the European defense industry’s production capacity,” the spokesman said. But he added, “At the same time, we regret the limits and the sources of the financial envelope. Using €260 million (from the) budget of the European Defence Fund to fund ASAP is particularly disappointing in this respect, as it undermines the long-term development of the European defense industry. Europe needs to address today’s urgent needs, including ammo production, without undermining research and development activities that ensure Europe’s technological edge in defense in the long run.”

A presidente da Comissão Europeia, Ursula von der Leyen, encarregou o ex-presidente da Finlândia, Sauli Niinisto, de elaborar um relatório para reforçar a preparação de cidadãos para a defesa replicando o modelo do seu país.

“Temos muito que aprender da Finlândia”, disse Von der Leyen numa conferência de imprensa em que esteve acompanhada do ex-presidente finlandês.

A presidente da Comissão Europeia defendeu ser útil discutir a “mentalidade específica” da Finlândia em matéria de preparação dos cidadãos para a defesa comum, procurando replicar esse modelo na Europa, perante um cenário de ameaça por parte da Rússia.

Von der Leyen lembrou que a Finlândia “aprendeu a viver com um vizinho tão imprevisível e agressivo” como a Rússia, salientando a necessidade de todos os cidadãos estarem preparados para todo o tipo de ameaças externas.

A líder europeia explicou que, no modelo finlandês, “cada parte da sociedade está capacitada para ajudar a proteger as funções vitais em tempos de crise”.

“O modelo finlandês é um conjunto de experiências através da História, durante séculos, como um país vizinho da Rússia”, explicou, por seu lado, Niinisto.

O presidente finlandês sublinhou que a preparação para a segurança e a defesa é um objetivo muito amplo e, por isso, também o deverá ser o relatório que será elaborado pela Comissão Europeia que sair das eleições de junho, com aspetos que vão para além da defesa militar convencional.

“Este é o momento de despertarmos. Estou muito orgulhoso de ter sido encarregado desta tarefa”, concluiu Niinisto, dizendo que sempre foi um defensor de uma política europeia de segurança e defesa mais forte.

The dream of “independence in Europe” has been driving the very successful political action of nationalist movements in substate regions such as Catalonia, Flanders, Scotland or the Basque Country. After tracing this telos to the federal nature of the European Union, this essay analyses the legal arguments which support the claim to political independence of those regions, first and foremost the right to secede based on the principle of self-determination of peoples. It finishes by discussing the legal paths for the transformation of substate regions into Member States of the European Union within consensual and non-consensual secession processes.
