VISAKHAPATNAM: Supersonic cruise missile BrahMos was delivered to the Navy here on Thursday.
The event was celebrated at INS Kalinga on Visakhapatnam-Bhimunipatnam beach road. A. Sivathanu Pillai, Chief Executive Officer and Managing Director of BrahMos Aerospace Private Limited; Vice-Admiral Sureesh Mehta, Flag Officer Commanding-in-Chief of Eastern Naval Command; Rear Admiral (retired) S. Mohapatra, in charge of BrahMos missile delivery; and V. Bhujanga Rao, Director, Naval Science and Technological Laboratory (NSTL) were among those present. A top source in BrahMos Aerospace told The Hindu that for the first time, the missile, mostly produced indigenously in Hyderabad, has several unique features.
Joint venture
The BrahMos Aerospace Private Limited is a joint venture with Russia, in which India has a 50.5 per cent equity. The company designs, produces and markets the missiles.
In the past three years, the missile had been successfully test-fired from Interim Test Range at Chandipur-on-sea in south Orissa.
The missile will be integrated with various naval warships and shore-based complexes.
The NSTL's efforts to design advance models of stealth ships received a shot in the arm with the launching of work on instrumentation radar centre atop Dolphin hills overlooking the sea here on Thursday.
The centre, being developed at a cost of Rs.10 crores on a site allotted by the Navy, will be an advanced facility for measuring the radar signature of ships by the NSTL. Ships can evade attacks during hostilities if they are undetectable by enemy radars.
The centre will help the NSTL in studying various stealth design features of ships.
The new facility, expected to be ready by May next year, will help reduce radar signature of ships by using newly-developed stealth material.
Laying the stone for the centre, Dr. Sivathanu Pillai said: "I know, a few years back, the NSTL embarked upon an integrated stealth technology programme.
As part of it, it developed a lot of stealth hardware, software and stealth materials." He said some of the stealth materials developed by the NSTL and Mumbai-based Naval Material Research Laboratory (NMRL) were inducted on first of class stealth ship INS Shivalik.

Navy Awards Boeing $44M Missile Deal

WASHINGTON — The U.S. Navy on Monday awarded a contract worth about $44.3 million to a unit of Boeing Co. for 28 missiles for five of its international partners.
The contract is a modification to a previous award to McDonnell Douglas Corp., for 28 Harpoon all-up-round missiles. The governments of Chile and Pakistan will each receive 10 missiles, four are for Canada, and two each for Australia and Malaysia.
The contract also includes various other warhead sections and containers for the foreign governments. Work is expected to be completed in June 2007.
Shares of Boeing, the world's largest aerospace company, rose 43 cents to $77.85 in after-hours trading on the INET electronic stock exchange after losing $1.49 earlier in the day on the New York Stock Exchange.

Chile set to decide on S-3Bs

Chile is weighing up whether to acquire a number of ex-US Navy (USN) S-3B Vikings to perform surface surveillance along its coastline.
Deployed from USN carriers, the S-3B provides multimission support to battle group and joint commanders as the
carrier strike group's primary anti-surface warfare platform. In addition, it provides electronic surveillance, overland strike support and aerial refuelling.
Powered by twin General Electric TF-34-GE-400B turbofan engines, the aircraft's mission suite includes the AN/APS-137 surveillance radar, a long-range electro-optical/infra-red sensor and the AN/ALR-76 electronic support measures system.
Although the aircraft itself has significant life remaining, the USN opted in October 2002 to retire the S-3B from its carrier air wings by the end of 2009, commensurate with the fielding of the F/A-18E/F Super Hornet. The service is now working with Lockheed Martin, the aircraft's manufacturer, to offer surplus S-3Bs for further service overseas, with opportunities identified in Latin America, Central Asia and the Black Sea rim.
'We think excess article S-3Bs will prove attractive on the grounds of low costs of ownership, a high dash speed, good low-level handling, a high-performance sensor suite and a long airframe life,' said Rick Kirkland, vice president of Lockheed Martin's newly formed Maritime Surveillance Enterprise.
'The average airframe life expectancy is 23,000 hours, but the average life of the fleet today is only 11,000 hours.'
Chile is currently at the front of the queue and looking to acquire a quantity of aircraft, 'which is more than six and less than 12', according to Kirkland.
'The US Navy and the Chilean Navy have agreed the structure of the government-to-government transfer. We expect to hear whether the deal will go through in the next few months ... certainly by the end of the year,' said Kirkland.
In parallel with the government-to-government activity, Lockheed Martin has established a broad contractor support team, including engine manufacturer General Electric, to offer through-life support.
'Our intention is to offer Chile a full service to sustain, refresh and support the aircraft should it decide to proceed with the S-3B acquisition,' Kirkland said."

Se trata de los aparatos que serán retirados del servicio a partir del 2009, cuando entren en servicio los nuevos Superhotnets y Growlers, pero que les resta un remanente de 12.000 horas de vuelo.
El S-3 ofrece una capacidad importante de reconocimiento además de ataque y reabastecimiento. Están equipados con radar de apertura sintética para vigilancia marítima y FLIR para reconocimiento sobre tierra.
La entrega seguiría un modelo de donación en lugar de venta, por el que el receptor se haría cargo de los gastos de operación y las modificaciones necesarias, siendo Lockheed Martin la encargada de negociar el contrato de apoyo pertinente.

The Mexican Helicopter Carriers
August 13, 2006: The United States is giving Mexico two recently decommissioned amphibious ships. The two (formerly USS Ogden and USS Cleveland) are Austin class LPDs that entered service in the 1960s. These are large ships, 570 feet long and displacing 17,000 tons. The flight deck can hold half a dozen large helicopters, and support simultaneous landings and takeoffs. The well deck can hold up to 24 landing craft (like AAVs), or four lighter type boats, for transferring cargo and personnel. These ships require a crew of 420, and can carry up to 800 combat troops.
What would Mexico do with these two ships? Mexico has a very long coastline, which is not well-endowed with ports or even good sheltered harbors. A couple of Austins would be very useful in the event operations have to occur in such areas. In a word, disaster relief and coastal patrol. These LPDs are basically floating patrol boat and helicopter bases. The troops berthing spaces could be used for storing relief supplies, in addition to the space already available for some 2,000 tons of supplies and equipment. There are also seven cranes on board (one 30-ton and six 4-ton cranes). The elevator from the flight deck to the hanger deck can carry eight tons. There are tanks for 224,500 gallons of aviation fuel and 119,000 gallons of vehicle fuel.
To build new, the Austin class ships would cost about a billion dollars each. They cost the U.S. Navy about two million dollars a month to operate, but the Mexican navy, with a lower operating tempo and lower labor costs, could probably operate them for about half a million dollars a month each. The Mexican Navy is probably the most professional of their services, and is highly regarded by American officers and sailors who have worked with them. This probably played a part in the decision to hand over these two large ships.
The only weapons carried were four automatic cannon for stopping anti-ship missiles or small boats. These have already been removed. Mexico would probably mount a few heavy machine-guns.

Incêndio a bordo de submarino russo mata dois tripulantes

Um incêndio em um submarino nuclear russo ocorrido no mar de Barents, no norte da Rússia, matou dois tripulantes nesta quarta-feira, informou um porta-voz da Marinha da Rússia.
Segundo a Marinha, o incêndio --que ocorreu no painel de controle-- foi controlado às 0h de Moscou (17h de quarta-feira, em Brasília). Não há risco de contaminação radioativa, segundo a Marinha, porque o reator nuclear foi desligado pelos sistemas de proteção.
As duas vítimas são um contramestre de 35 anos e um marinheiro de 28 anos. Ambos morreram após inalar fumaça causada pelo incêndio. Um terceiro marinheiro ficou ferido, mas não corre risco de morte, segundo o comandante-em-chefe da Marinha, Vladimir Masorin.
Segundo ele, o submarino foi rebocado para a sua base, em Vidyayevo, às margens do mar de Barents, onde deve passar por reparos. De acordo com Masorin, a causa provável do incêndio é um curto circuito no painel de controle.
O submarino estava ao norte da península de Rybachiy, perto da fronteira da Rússia com a Finlândia, quando pegou fogo, de acordo com a agência de notícias Interfax.
A segurança em submarinos passou a ser questionada depois que o submarino atômico russo Kursk afundou no mar Barents há seis anos, matando 118 tripulantes.
No ano passado, a Marinha britânica ajudou no resgate de um minissubmarino russo que ficou preso a 600 metros de profundidade no oceano Pacífico.
Em julho passado, a Marinha relatou um vazamento nuclear de um de seus submarinos durante reparos em Vidyayevo.

Bautismo de Patrullero de Alta Mar Británico
Se trata del HMS Clyde, que estará destinado a vigilar las aguas próximas a las Islas Malvinas.
(NM) Con la tradicional ceremonia de bautismo, el pasado jueves 7 de septiembre fue botado el HMS Clyde en los astilleros VT Shipbuilding, de la Base Naval de Portsmouth, Inglaterra.
A la ceremonia asistieron la representante del gobierno de las Islas Malvinas en Londres Sukey Cameron y el miembro del Consejo Legislativo Richard Stevens. La madrina del buque fue la señora Lesley Dunt, esposa del Vicealmirante Peter Dunt, Director de Patrimonio de Defensa británico.
Durante el acto fue leído un mensaje firmado en forma conjunta por el gobernador de las Islas Alan Huckle y el Comandante Militar, Comodoro (RN) Ian Moncrieff, en cual se hace referencia a la próxima llegada del buque para el 25º aniversario del conflicto con Argentina.
Se trata de un buque de clasificado como Offshore Patrol Vessel Helicopter (OPVH), es decir, Patrullero de Alta Mar con plataforma para helicópteros, de 81,5 metros de eslora (largo), 13,6 metros de manga (ancho) y 3,8 metros de calado. La plataforma para el aterrizaje de helicópteros puede soportar el anavizaje de helicópteros del tamaño del Sea King y hasta del el moderno Merlin.
Posee un radar de búsqueda aire y superficie y está armado con un cañón de 30 mm. La tripulación es de 36 personas y puede navegar 5.500 millas náuticas a 12 nudos. La velocidad máxima es de 21 nudos.
El buque reemplaza a los de la clase Castle y entrará en funciones en aguas del Atlántico Sur durante 2007, como parte de los festejos preparados para la ocasión.

Saab Wins MEur 110 Contract for Surface-to-Surface Missile System RBS15 Mk3 to the Polish Navy

Today the procurement contract for the heavy-weight Surface-to-Surface Missile System RBS15 Mk3 was signed by Saab Bofors Dynamics and the Polish companies MESKO and BUMAR. MESKO and BUMAR are procuring the RBS15 Mk3 on behalf of the Polish Ministry of Defence. The value of the contract for Saab Bofors Dynamics is MEur 110.
Poland is the second NATO-nation to order the new generation RBS15 Mk3. Germany placed an order with the prime contractor Diehl BGT Defence in September 2005.
"The Polish Navy is going through a major transformation in order to adapt to the new requirements of the future and the acquisition of the RBS15 Mk3 system is a very important milestone in this process", says Fleet Admiral Roman Krzyzelewski, Commander in chief of the Polish Navy.
The ordered missiles will arm Poland's ORKAN-class corvettes, which are currently under modernisation. This contract is follow-on to the ship integration contract signed in 2001 with Thales Naval Netherlands for the supply of ship equipment.
"This is another [proof of the RBS15 Mk3, and we are naturally both pleased and proud that the Polish Navy has chosen us and our business partner", says Tomas Samuelsson, President of Saab Bofors Dynamics.
The RBS15 Mk3 is a powerful, versatile Surface-to-Surface Missile system with a range of more than 200 km and the added capability to combat land targets.
Saab Bofors Dynamics has a co-operation agreement with Diehl BGT Defence, Germany, encompassing development, production and marketing of the RBS15 Mk3.
The contract will become effective when a separate offset agreement has been signed with the Polish Ministry of Economy, which is planned to be signed later today.
Saab is one of the world's leading high-technology companies, with its main operations focusing on defence, aviation and space. The group covers a broad spectrum of competence and capabilities in systems integration.

China launches Russianised Jiangkai-class frigate

Huangpu shipyard launched the Chinese People's Liberation Army Navy's (PLAN's) third Type 054 Jiangkai-class frigate on 30 September, a modified 'Russianised' version of the class known as the Type 054A.
The Guangzhou-based shipyard has started outfitting the ship with the Russian Mineral-ME (NATO: 'Band Stand') radar system, a Fregat M2EM ('Top Plate') search radar and two MR90 Orekh ('Front Dome') targeting radars. As a result, the new frigate has much stronger Russian characteristics than its earlier sister ships.
Both Mineral-ME1 active and Mineral-ME2 passive radars have been fitted to the ship to provide target designation for the YJ-83 'Saccade' anti-ship missile. SSBN Delta Class IV (Project 667.BDRM) Strategic Missile Submarine, Russia
The Russian Navy operates seven Delta IV class strategic missile submarines. The submarines operate in the Northern Fleet and are based at the Saida Guba Naval Base.
The submarines were built at the Severodvinsk Shipyard from 1981 to 1992. The first of class, K51, was commissioned in December 1985. In Russia, they are referred to as the Delfin or Dolphin class Project 667 submarines.
DESIGN
The submarine design is similar to that of Delta III (Project 667 BDR). The submarine constitutes a double-hulled configuration with missile silos housed in the inner hull.
The nose horizontal hydroplanes are arranged on the sail. They can rotate to the vertical for breaking through the ice cover. The operational diving depth of the submarine is 320m with a maximum depth of 400m. The propulsion system provides a run speed of 24 knots surfaced and 24 knots submerged. The submarine carries supplies for an endurance of 80 days. The surface of the submarine has an acoustic coating to reduce the acoustic signature.
MISSILES
The Delta IV submarines are strategic nuclear missile submarines designed to carry out strikes on military and industrial installations and naval bases. The submarine carries the RSM-54 Makeyev missile (NATO designation: SS-N-23 Skiff) submarine-launched ballistic missile (SLBM). The RSM-54 is a three-stage liquid-propellant ballistic missile with a range of 8,300km. The warhead consists of four to ten multiple, independently targeted re-entry vehicles (MIRVs) each rated at 100kt. The missile uses stellar inertial guidance to provide a circle of equal probability (CEP) of 500m. The CEP value is a measure of the accuracy of strike on the target and is the radius of the circle within which half the strikes will impact.
The submarine is also capable of launching the Novator SS-N-15 Starfish anti-ship missile or Mk 40 anti-ship torpedoes. Starfish is armed with a 200kt nuclear warhead and has a range of up to 45km.
TORPEDOES
The submarine has four 533mm torpedo tubes capable of launching all types of torpedoes, including anti-submarine torpedoes and anti-hydroacoustic devices. The system is fitted with a rapid reloading torpedo system. The submarine can carry up to 18 missiles or torpedoes. All torpedoes are accommodated in the bow section of the hull.
ELECTRONIC WARFARE
The submarines' radar warning receiver is the Brick Pulp system. The optronic mast is the Brick Spit.
SENSORS
The Snoop Tray surface search radar operates at I-band.
The sonar suite includes the hull-mounted Shark Gill sonar, which operates at low and medium frequencies in active and passive search and attack mode. The Mouse Roar active attack sonar is hull mounted and operates at high frequency. The Shark Hide flank array sonar is a passive low-frequency system. A Pelamida towed array sonar provides a very low-frequency passive search capability. The dispenser for the thin-line towed array is visible on the after fin.
COMMUNICATIONS
The submarine has two floating VLF and ELF antenna buoys to receive radio messages, target designation data and satellite navigation signals while remaining at a safe depth.
PROPULSION
The Delta IV is nuclear-powered with two VM-4 pressure water reactors rated at 180MW. There are two turbines, type GT3A-365 rated at 27.5MW. The propulsion system drives two shafts with seven-bladed fixed-pitch propellers.

10/08/06 - Pakistan submarine program - Launched of the last Agosta 90B, PNS/M Hamza
Paris (France) 10 August - PNS Hamza, the last of three Agosta 90B submarines ordered from DCN by the Pakistan Navy, was launched today at an official ceremony in Karachi. Jean-Marie Poimboeuf, chairman and CEO of DCN, was a guest of honour along with official delegations from Pakistan and France.
The launch marks the completion of the constructio phase of this three-submarine program. In a few weeks' time, PNS Hamza will begin quay-side testing before going on to sea trials and formal commissioning into active service.
The contract signed by DCN and the Pakistan Navy in 1994 called for the delivery of three medium-size conventional submarines and a technology transfer package. The first boat, PNS Khalid, was built at DCN's Cherbourg shipyard and has been in operationnal service since 1999. The second, PNS Saad, which entered active service in 2003, was assembled in Karachi from hull sections produced in Cherbourg. PNS Hamza was produced in the same way as PNS Saad but from hull sections almost entirely fabricated in Karachi and is the only boat so far to feature the Mesma air independent propulsion (AIP) system offering significantly improved submerged endurance. PNS Khalid and Saad will receive Mesma upgrades in due course.
The success of this Agosta 90B program testifies to DCN's expertise in technology transfers and excellent cooperation between France and Pakistan. Agosta 90B submarines carry a complement of 36 and are 76 m in length with the Mesma AIP, or 67 m without the AIP section.
