Re: Marinha Indiana

India's finance ministry has for the second time rejected a proposal from the nation's defence ministry to approve an additional $1.2 billion in funds to complete a retrofit project to the decommissioned Russian aircraft carrier Admiral Gorshkov.
Moscow had originally agreed to deliver the modernised vessel for $1.5 billion, but demanded the additional payment after citing factors including an underestimation of the level of work required at its Sevmash shipbuilding yard.
India, which has already paid Russia two-thirds of the original programme cost, has made no further payments since January 2007, and the 44,500t carrier's expected delivery date has slipped from 2009 until at least 2012. The finance ministry's latest decision also stemmed from a request to allocate $60 million to perform sea trials of the refurbished vessel during 2011.
The Indian navy has ordered 12 RSK MiG-29K fighters and four MiG-29KUB trainers to operate from the ex-Russian navy ship.

Re: Marinha Indiana
Russian aircraft carrier ready in 2012 if India pays $2 bln more
21:15 | 13/ 11/ 2008
SEVERODVINSK, November 13 (RIA Novosti) - The Admiral Gorshkov aircraft carrier could be handed over to the Indian Navy in 2012 if Delhi provides sufficient funding for the project, the director of a Russian shipyard said on Thursday.
"Construction of the ship will be completed in 2010 and tests will start in 2011, while in 2012 it will be transferred to the Indian Navy," Sevmash chief Nikolai Kalistratov said, stressing that it would only be handed over if Delhi provided sufficient funding to complete the construction.
Another shipyard executive said the market dictated that India should pay a further $2 billion.
"The market price of such an aircraft carrier varies between $3 billion and $4 billion. The ongoing maintenance and upgrade makes up 60-70% of the new carrier's cost. This is about $2 billion," said Sergei Novoselov, deputy general director of Sevmash.
A source in Russian Defense Ministry said that if India failed to foot the bill, the carrier could be given to the Russian Navy.
"If India does not pay up, we will keep the aircraft carrier," he said.
Kalistratov said the aircraft carrier was 49% complete and would be floated out before the end of this week so construction could be completed in a wet dock.
The original $750 million contract to deliver the Admiral Gorshkov to India, which Russia's state-run arms exporter Rosoboronexport signed with the Indian Navy in 2004, projected the work would be completed in 2008.
However, Russia later claimed it underestimated the scale and the cost of the modernization and demanded an additional $1.2 billion, which New Delhi said was "exorbitant."
After long-running delays and disputes, Russia and India agreed in February to raise retrofit costs for the aircraft carrier, docked at the Sevmash shipyard in northern Russia for the past 12 years, by at least $800 million.
The current contract covers a complete overhaul of the ship and equipping it with modern weaponry, including MiG-29K Fulcrum aircraft and Ka-27 Helix-A and Ka-31 Helix-B anti-submarine helicopters.
The carrier, renamed the Vikramaditya, is to replace India's INS Viraat carrier, which, although currently operational, is now 50 years old.
After modernization, the carrier is expected to be seaworthy for 30 years.

Re: Marinha Indiana
http://www.strategypage.com/htmw/htnava ... 81115.aspxAnd Then There Were Four
November 15, 2008: India will join the United States, Russia and China by building a land based landing field in the same shape as an aircraft carrier. The SBTF (shore-based training facility) will be built outside the west coast port city of Goa. This will be used to train pilots to land on carriers. India is getting its first four MiG-29K fighters soon. These aircraft are modified to operate from carriers. The remaining twelve MiG-29Ks will arrive by the end of 2009.
India will receive the refurbished Russian aircraft carrier Gorshkov in 2012. This deal will cost $2.5 billion. This includes the purchase of the poorly maintained Russian aircraft carrier Admiral Gorshkov, and Russian shipyards performing repairs, modifications and upgrades. Then there was the $800 million cost of aircraft, weapons and equipment. Building a Gorshkov type carrier today would cost about $4 billion, and take several years more.
The Admiral Gorshkov entered service in 1987, but was inactivated in 1996, as too expensive to operate on a post Cold War budget. The Indian deal was made in 2004, and the carrier was to be ready by 2008. But a year ago reports began coming out of Russia that the shipyard doing the work, Sevmash, had seriously miscalculated the cost of the project.
Once refurbished, the Gorshkov, renamed INS Vikramaditya, should be good for about 30 years of service. That's because, after the refit, 70 percent of the ships equipment will be new, and the rest refurbished. It will operate sixteen navalized MiG-29 fighters, plus some helicopters. India wants the Gorshkov in service before 2012, because that's when it's existing carrier (the 29,000 ton INS Viraat) is to be retired. If the MiG-29K is successful on the Vikramaditya, these aircraft will be used on other carriers India is building.
