Embraer ganha concorrência para fornecer Super-Tucanos aos EUA

BRASÍLIA - A presidente Dilma Rousseff foi informada hoje, pelo ministro da Defesa, Celso Amorim, que a Embraer, com a sócia americana Sierra Nevada, venceu a concorrência para fornecer Super-Tucanos destinados às operações da Força Aérea Americana no Afeganistão. O contrato soma US$ 427,5 milhões.

“É uma grande vitória para a indústria nacional, certamente vai abrir muitas novas portas para um projeto bem sucedido que demonstrou ser exitoso no país e em outras partes do mundo”, disse Amorim, ao saber da escolha.

A Embraer já havia vencido a concorrência em dezembro de 2011, mas o governo americano decidiu suspendê-la para reavaliação, após questionamento do concorrente americano.

SPARKS, Nev., Feb. 27, 2013 – Eren Ozmen, president of Sierra Nevada Corporation (SNC) announced today that the U.S. Air Force (USAF) has selected SNC and its partner Embraer Defense and Security for its Light Air Support (LAS) program. After a thorough rebidding process, the USAF again deemed the A-29 Super Tucano aircraft, and the overall solution offered by SNC, to be the superior choice for this critical mission. The initial $427.5 million delivery order is to supply the USAF with 20 A-29 Super Tucano aircraft.
As the aircraft selected for the LAS program, the A-29 Super Tucano will be used to provide light air support, reconnaissance and training capabilities to the Afghanistan military. As such, it is a vital element of the United States’ Afghan withdrawal strategy and central to maintaining security in that region going forward. The LAS program also will provide the United States and other partner nations with important capabilities for agile, flexible, economical, new-generation multi-role airpower.
“The Light Air Support program is essential to the United States’ objectives in Afghanistan and to our national security. It is a great honor to serve our country by providing the aircraft, training and support for this program,” said Taco Gilbert, vice president of Integrated Tactical Solutions for SNC’s Intelligence Surveillance and Reconnaissance business area. “The A-29 Super Tucano with its proven track record is exactly what’s needed for the LAS program where the mission is critical and time is short. We will deliver a superior product, on-time and on-budget.”
“We are glad to provide the U.S. government with the best aircraft for the LAS program and to aid American warfighters and partners in successfully concluding their mission in Afghanistan,” said Luiz Carlos Aguiar, president and CEO of Embraer Defense and Security. “Through this contract with SNC, we will increase our investment in the United States by creating new jobs and supporting American businesses.”
The A-29 aircraft for the LAS program will be built in Jacksonville, Fla. With the support of the state of Florida and the Jacksonville Airport Authority, the facility at Jacksonville International Airport already is undergoing modifications necessary to receive the aircraft assembly line, ensuring that production can begin on-schedule.

Sierra Nevada Corp., Sparks, Nev., has been awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract (FA8637 13 D 6003) to provide both an advanced aircrew trainer and a light air support aircraft to establish air combat capability for allied countries under the Building Partnership Capacity program. Delivery Order 0001 was awarded for $427,459,708 for 20 Light Air Support Aircraft, one computer based trainer, one basic aviation training device, one flight training device, six mission planning stations, six mission debrief systems, long lead spares for interim contractor support, outside the continental United States base activation, site surveys, flight certification to U.S. Air Force military type certification standards, and data. The location of performance for Delivery Order 0001 effort is Sparks, Nev., and Jacksonville, Fla. The maximum amount that can be ordered under this contract is $950,000,000. The contract period of performance goes through Feb. 26, 2019 and Delivery Order 0001 work is expected to be complete by April 2015. This award is the result of a full and open competition, and two offers were received. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio is the contracting activity.

É uma ótima notícia para o Brasil e para a Embraer.
De parabéns estão também a FAB e aqueles que trabalharam no Projeto ALX.
Tenho certeza que a Boeing vai tentar tirar o máximo proveito dessa decisão ao relacionar o assunto ao F-X, mas, ao mesmo tempo, temos que reconhecer que esta segunda decisão (como foi a primeira) é resultante das comprovadas qualidades do Super Tucano para cumprir este tipo de missão.

SNC, Embraer Picked for USAF LAS Deal ... Again

With its Brazilian platform manufacturer, Sierra Nevada has once again defeated HawkerBeechcraft for the U.S. Air Force’s Light Attack Support aircraft contract.

The winning team, offering the A-29 based on Embraer’s Super Tucano, originally beat out HawkerBeechcraft’s AT-6 option in December 2011. But, the Air Force was quickly forced to stop work on the contract after the latter lodged a protest of the source selection. Findings of government auditors prompted the Air Force to redo the competition, leading to today’s announcement.

The $427,459,708 deal calls for delivery of 20 aircraft to the Air Force for use in Afghanistan beginning in the summer of 2014, a slight adjustment to earlier plans for delivery in early 2014 as a result of the procurement slip. With a production rate of two aircraft per month, the last is due in Afghanistan in April 2015. Prompt delivery is critical, as these aircraft are to be left behind for Afghan forces as the White House pulls soldiers out of Afghanistan in 2014.

The aircraft will be used for flight training, close air support, intelligence collection and other security missions there.

This is an indefinite quantity, indefinite delivery contract worth up to $950 million; the intention is for other allies to procure the aircraft. “Its like the modern version of the F-16,” says USAF Brig. Gen. (ret.) Taco Gilbert, intelligence, surveillance and reconnaissance business development director for Sierra Nevada.

Sierra Nevada was favored to win in part because of its earlier win. During the period of the second competition, HawkerBeechcraft emerged from bankruptcy and managed to do more testing on its aircraft. Still, however, the progress clearly did not convince the Air Force. “We are disappointed that our proposal was not chosen,” says Nicole Alexander, a spokeswoman for HawkerBeechcraft. “We will meet with the USAF for a full debrief of the award and determine our next steps forward at that time.” A protest is possible, though the Air Force took great pains to follow all procurement rules closely to avoid another delivery delay.

One congressional staffer, however, suggested that if the Brazilian manufacturer’s platform is chosen, lawmakers could run to the aid of HawkerBeechcraft, especially after its recent financial struggles, in a “buy American” fervor.

Gilbert, however, argues that assembly will take place in Jacksonville, Fla., and that 86% percent of the A-29’s components already come from the United States or “qualified” allied nations, including 100 suppliers in 20 states.

The company will begin fabricating the major structures on the existing line in Brazil immediately, Gilbert says, while in parallel the assembly line will begin to be established in Jacksonville.

Sierra Nevada is confident the facility in Jacksonville can be quickly established based on Embraer’s recent work standing up a business jet manufacturing center in Fort Lauderdale. “That gave us great confidence that this is not new territory,” Gilbert says.

The contract also calls for Sierra Nevada to train U.S. trainers who will then train the Afghan forces. Gilbert says the training is slated to take place at the municipal Clovis air field in New Mexico.

Deu o esperado, mas a grande vitoriosa foi a Boing. Das qualidades superiores do ST não há o que discutir, mas os americanos, com um investimento de menos de US$ 500 Mi, na verdade 30% disso, vao faturar US$ 5.400 Bi com o SH.

O mais importante não é essa venda em si, mas a grande reputação de ter vencido uma concorrência da USAF, o que vai abrir mais portas ainda para o nosso Super Tucano.
