NEW DELHI - India was set to open rival bids Nov. 4 from France's Dassault and the Eurofighter consortium, which are competing over a multibillion-dollar contract to provide 126 fighter jets.

The deal to supply war planes to fast-developing India has been fiercely fought over for four years, and the opening of the bids will start the final phase of the decision-making process.

"Negotiations with the (two) firms will start after opening the bids on November 4," Air Marshal D. Kukreja said. "Whatever is beneficial to the country, we will choose."

India in April pulled a surprise by cutting out U.S. bidders Boeing and Lockheed Martin - much to Washington's disappointment - as well as dropping Sweden's Saab AB and the Russian makers of the MiG 35 from the race.

"The final outcome will not be known immediately except perhaps an indication of whom we may prefer," retired Gen. Afsir Karim, an expert on Indian arms procurement, said Nov. 3.

"A price negotiation committee will finally determine the winner," he said.

Dassault's Rafale plane and the Eurofighter Typhoon have both been in action over Libya in recent months during the international operation to enforce a no-fly zone and protect civilians from Moammar Gadhafi's forces.

James Hardy, Asia-Pacific editor of Jane's Defence Weekly, said the contract was "the single biggest competition in the global defense aviation industry at the moment."

"Both aircraft... are coming off successful performances as part of the NATO air campaign in Libya," he said. "Failure here would be a major blow after both made substantial investment in promoting their platforms in India."

A source for the French group, who declined to be identified, said last week that the decision "could be settled in one day or it could take months if the (price) gap is narrow."

Dassault's rival, Eurofighter, is produced by a consortium of Britain's BAE Systems, Italy's Finmeccanica and EADS.

The contract is for the outright purchase of 18 combat aircraft by 2012, with another 108 to be built in India with options to acquire more.

Such a large order attracted strong lobbying during visits to India last year by U.S. President Barack Obama, French President Nicolas Sarkozy, British Prime Minister David Cameron and Russian President Dmitry Medvedev.

India, the biggest importer of military hardware among emerging nations, issued the request for proposals in 2007 and trials of aircraft from the six companies competing for the deal began a year later.

The procurement of the fighter jets is a key part of India's military upgrade program, aimed at securing its borders against rivals Pakistan and China.

O que intriga é o articulista citar caça 5G, no caso o F35, e NADA DO PAK :roll:

Acredito que seja por dois motivos:

- Considere o F-35 de médio porte, o que faz sentido. Logo o PAK-FA não compete com ele. E como a intenção de compra é de uma aeronave de médio porte, não faz sentido citar mais PAK-FA.

- A compra do PAK-FA já está certa e nada vai alterar isso.

Não tenho dúvidas que uma dobradinha PAK-FA + F-35 seria muito bom para a Índia, perante toda a força aérea chinesa.

mas essa matéria é só mais um bla bla bla.

Eu não acho que os indianos caem nessa de F-35.

É claro que nada impede do Lobby americano forçar a barra (e eles fazem isso mesmo).

Mas na Índia como já foi provado tem coisas que eles querem dos americanos e tem coisas que simplesmente eles não querem e não adianta.

Lição para nós.

Senior officials from Dassault and EADS Cassidian were at Air Force HQ for the authentication and opening of bids in the presence of a host of MoD officers including, my sources tell me, DG (Acquisitions) Vivek Rae, Joint Secretary & Acquisition Manager (Air) Ranjan Ghose and Technical Manager (Air) Air Vice Marshal J.S. Panesar.

EADS Cassidian released this statement shortly after the opening of bids: Our offer for India’s Medium Multi-Role Combat Aircraft (MMRCA) tender is backed by the four Eurofighter partner nations as well as their respective aerospace and defence industries. It is competitive and designed to deliver maximum value to India. Our proposal to make India a full partner in the Eurofighter programme is fully supported by Germany, the UK, Spain and Italy.

Will update this post if/when Dassault makes a statement.

que eu saiba, existe um esquadrão da RAF tem um símbolo muito parecido à bandeira brasileira em homenagem ao Brasil.

Segundo o rito se as propostas tivessem mais de 15% de diferença o anuncio do vencedor era imediato...

E a EADS adiantar-se nesses termos do comunicado....

Senior officials from Dassault and EADS Cassidian were at Air Force HQ for the authentication and opening of bids in the presence of a host of MoD officers including, my sources tell me, DG (Acquisitions) Vivek Rae, Joint Secretary & Acquisition Manager (Air) Ranjan Ghose and Technical Manager (Air) Air Vice Marshal J.S. Panesar.

The Eurofighter team at the bid opening was led by EADS Cassidian CEO Dr. Stefan Zoller, while the Rafale team was led by Dassault Aviation Vice President Alain Remaudière.

While nothing is clear just yet, sources suggest that it's going to be tight: while it will take a few weeks to arrive at a common denomination (also currency conversions apparently -- one of the bids had values in at least three currencies), sources indicate that the apparent difference between the two offers is thin, not as much as had been widely predicted (India's Mint business daily quotes a source with "direct knowledge of the matter" that Dassault's bid was "marginally lower" on unit cost compared to Eurofighter's). There is, however, no official clarity on the bids, and there is unlikely to be any before a lowest bidder is made known next month. The MoD will presumably announce the lowest bidder officially.

Clearly, it's also a time ripe for reading into everything. The Pioneer newspaper suggests that a meeting between the Indian Prime Minister and French President in Cannes on the sidelines of the ongoing G20 summit, inexplicably cancelled at the last minute, suggested that France had lost the competition.
