Gérson, tem um Rafale que foi o primeiro equipado com um RBE2 AESA e que foi usado para demonstração na Suíça, Índia e até para a FAB. Se não me engano é o B301, não lembro.

Você está confundindo. O Pepê escreveu que as únicas aeronaves que demonstraram radares AESA funcionais foram as dos EUA e da França. Ou seja, radares AESA funcionando (operacionais) na própria aeronave.
Operacional na força aérea só os de origem norte-americana, por enquanto.

For years, India's proposed purchase of 126 medium multi-role combat aircraft (MMRCA) -- the world's largest overseas fighter buy for which the Typhoon, built by Eurofighter GmbH; and the Rafale, developed by French vendor Dassault, remain in contention --- has been valued at Rs 42,000 crore, almost US $10 billion.

Now that valuation is set to rise dramatically, as the Ministry of Defence carries out a process called benchmarking.

Benchmarking is the crucial process of estimating the fair price for any purchase, and is completed before the MoD opens the price bids for any tender.

This is done by an MoD committee which scrutinises similar tenders worldwide, especially recent sales, to arrive at a comparable --- or as the name suggests, a benchmark --- price.

If all the vendors' bids emerge significantly higher than the benchmark, the tender is cancelled and the process begun afresh.

For example, if the MoD committee that is currently benchmarking the MMRCA concludes that Rs 42,000 crore is a decade-old estimation that should be increased due to inflation by 50 per cent, the benchmark for that contract will be pegged at Rs 63,000 crore.

When the Eurofighter's and Dassault's bids are opened, if both turn out to be notably higher, the MoD will scrap the MMRCA tender.

On the other hand, if the lower bid is less than or approximates the benchmark, that bid will be accepted.

The benchmark figure has become crucial for the Typhoon and Rafale, which are acknowledged as the most expensive of the six fighters that competed for the IAF's order.

With the commercial bids of two contenders shortlisted for the $10.4-billion order for 126 Medium Multi-Role Combat Aircraft (MMRCA) expected to be opened in mid-October, the government on Thursday said the economic growth in the country and rest of Asia would drive the Indian aerospace industry’s growth.

According to minister of state for defence MM Pallam Raju, “there exists a lot of potential for the Indian industry, not only in the defence sector but also in the civil aerospace sector. Maintenance, repair and overhaul (MRO) activities will further propel the growth of aerospace industry’’.

The minister was speaking at the inaugural session of 6th International Conference on ‘Energising Indian Aerospace Industry: Emerging Opportunities, Enduring Partnerships’, organised by the Centre for Air Power Studies (CAPS).

Other key drivers and enablers are huge domestic demand, defence offsets, information technology prowess of Indian industry and track record of honouring intellectual property rights, he added.

Chief of Air Staff Air Chief Marshal NAK Browne observed that the Indian Air Force (IAF) expects life long commitment from the Indian industry for its short-term and long-term requirements. “We cannot keep relying on the foreign original equipment manufacturers forever. Therefore, Indian industry has the support of the IAF, as it is ready to lead the race.”

By giving a special emphasis to the importance of Indian private sector industry’s participation in major upcoming projects, he said that IAF expects a larger participation in the Multi-Role Transport Aircraft (MTA) project.

Responding to a query on the acquisition schedule of the MMRCA, the air chief said, “We have a meeting of the Defence Acquisition Council on October 7 where some of the issues are going to be discussed. Once those issued are cleared, hopefully, by the middle of the month, we should be in a position to open the bids.’’ Browne was talking to mediapersons on the sidelines of the conference. On the offset value of the deal, he said, ‘‘Offsets for this programme amount to R20,000 crore plus and these are going to be in service for over a period of 13 years.’’

To a query on comparison between the Fifth Generation Fighter Aircraft (FGFA) and MMRCA, he said, “These are two different kinds of aeroplanes. While the MMRCA does not have stealth features and super-cruise capability, the FGFA has all that.’’

FGFA has recess armament base where all the missiles and weapons are located inside the aircraft, which gives it a certain amount of stealth potential, he said. India is developing the FGFA in a joint venture with Russia.

O Ministério da Defesa Indiano e o Conselho de Aquisição de material de Defesa (DAC) Reúnem-se na tarde de hoje para tratar das discussões finais referentes ao Programa MMRCA.

Segundo pudemos apurar a reunião de hoje terá por objetivo discutir as questões pendentes referentes aos offset, a abertura das propostas é esperada para o final deste mês.

O MMRCA é um programa que visa a aquisição de 126 caças para a força aérea Indiana, o programa tem como concorrentes o Francês, Dassault Rafale e o caça do consorcio Europeu EADS Eurofighter Typhoon, ambas as aeronaves derrotaram os seus concorrentes o Rak Mig 35, Saab Gripen IN, Lokheed F 16In e Boeing F 18 EF.

Segundo algumas fontes, apesar do interesse em 126 novos caças, o governo indiano pode extender o pedido a outros 100 aviões dependendo das necessidades da Força mediante os atrasos e avanços dos demais pramas, FGFA (PAK FA) MCA e Tejas.

Indian Jaguar Reengining Nears

When India did not shortlist either of the U.S. fighter offerings in its large Medium Multirole Combat Aircraft competition, questions began to swirl about whether something was amiss with the defense industrial relationship between the two sides.

But it appears that U.S. industry still has access to this growth market. The latest sign is that after seven months of on-again/off-again talks, India’s effort to reengine more than 100 of its Sepecat Jaguar strike aircraft is finally moving forward with indications that Honeywell will land the deal.

Indian air force officials say that the defense ministry, in late August, was told to fast-track the acquisition to replace the Jaguar’s Adour Mk811 engines in light of operational considerations and requirements. That effectively means a contract will be awarded to Honeywell for its F125N engine.

Both U.S. President Barack Obama and Secretary of State Hillary Clinton pushed for the $650 million deal during their visits to New Delhi last year. U.S. officials suggest that the paperwork for a foreign military sale contract is already in process. Any arrangement with Honeywell would involve the purchase of more than 200 engines.

The issue is not a done deal, though. High-level officials at Rolls-Royce say they are still in talks with the air force to upgrade the current powerplant. Rolls-Royce did not respond to the service’s request for proposals earlier this year, and was believed to have stepped away from the competition in February, noting that it had issues with the stated requirement. While Honeywell offered a full new engine, Rolls-Royce’s entry was an upgrade of the existing Adour engine to the Mk821 standard, and therefore not strictly a “reengining” as demanded by the Indian air force (IAF).

“We are still in dialogue with the Indian air force about what we believe is a much more cost-effective and lower-risk engine upgrade program. [It’s] a package that would minimize aircraft integration and would utilize existing Adour infrastructure in Hindustan Aeronautics Ltd. (HAL), which we believe should be a point of deep importance for the customer,” said a senior Rolls-Royce India employee. Military officials confirm that the U.K.-based engine manufacturer has held several meetings with the acquisition team since February.

In briefings, Honeywell has criticized Rolls-Royce’s Mk821 program, suggesting that several parts of the engine still need to be developed fully. Honeywell says the F125IN is designed to “drop-fit into existing Jaguar airframes, resulting in an enhanced aircraft with superior mission capabilities and with a projected life-cycle savings of over $1.5 billion.” Privately, Rolls-Royce has questioned Honeywell’s “drop-fit” claim, suggesting that certifying the F125N on the Jaguar is likely to take an unacceptable amount of time from the military’s perspective.

The IAF, which began acquiring Jaguars in 1981, has since bought license-built variants from HAL, and has had them upgraded several times with new navigational aids, weapons capabilities and precision-attack systems, which incrementally crank up platform weight. After several complaints of low thrust across the aircraft’s operational envelope, particularly at medium altitude, the IAF decided four years ago to scout for a new powerplant. In 2008, an internal study of options had resulted in a recommendation for an engine replacement, rather than an upgrade.

Over the next few months, the Indian air force will also come nearer to choosing a close combat air-to-air missile for its Jaguars; the competitive field has been narrowed to MBDA with its advanced short-range air-to-air missile and Rafael’s Python 5. Live-fire field evaluations are scheduled to be held before the end of the year.

Indian air force head Air Chief Marshal Norman Browne, a veteran Jaguar pilot, has emphasized the need for efficient contracting, faced as he is with a depleted squadron strength. Four days into his post, on Aug. 4, a fatal Jaguar crash, still under investigation, is understood to have compelled fresh dialogue with the Defense Ministry to speed up modernization efforts.

E os outros não conseguiram nem isso.
A França não possui esquadrões operacionais de Rafale F3+ (com AESA) mas possui o radar instalado na aeronave e funcionando. Coisa que Gripen, Eurofighter e MiG-35 não conseguiram mostrar...

O blog Livefist fez este ano duas pesquisas para saber a opinião dos leitores sobre o MMRCA, com resultados bem diferentes.
Na primeira pesquisa, em maio, deu Rafale e na mais recente o Typhoon venceu por larga margem. :shock:
