Vocês parecem aqueles caras que ficam repetindo que "os SBR custarão mais caro que os IK-214 custariam".

É mais do que óbvio que custará, assim como qualquer coisa que se deixe de fazer numa fábrica pronta para ter de fazer tudo de novo noutro país do outro lado do mundo vai custas os tubos.

Mas a Índia pensa sua Defesa com independência e com seriedade, e ela sabe que o verdadeiro "custo" é não poder usar suas armas como se quer, e ter que ficar pedindo licença até parta treinar.

Que fornecedor mundial faria isso que a França fez?

UK defence spending boost to safeguard Chinook and F-35 investments

The UK government has announced a £3 billion ($4.8 billion) increase in defence spending for the five-year period starting in 2015-16, enabling the Ministry of Defence to proceed with several planned military aircraft procurements over the coming decade.

Outlined on 18 July, the new commitment will enable the UK to advance with its planned purchase of 14 more Boeing CH-47 Chinook helicopters to enter use from 2014, and to acquire a fleet of three RC-135-based Air Seeker intelligence, surveillance and reconnaissance aircraft for the Royal Air Force. The first of these should also be available in 2014, with modification work already under way in the USA on an ex-US Air Force Boeing KC-135 tanker airframe.

Other activities facilitated by the extra funds will include initial spending on the Lockheed Martin F-35C Joint Strike Fighter and on converting both of the Royal Navy's future Queen Elizabeth-class aircraft carriers with catapults and arrestor gear. This will restore the UK's lapsed carrier strike capability from 2020.

"The government has committed to deliver a package of new money, further efficiencies, and adjustment to the future defence equipment programme, turning the unfunded aspirations of the last government into real contracts and real equipment," said defence secretary Dr Liam Fox. "For the first time in a generation, the MoD will have brought its plans and budget broadly into balance, allowing it to plan with confidence for the delivery of the future equipment programme."

Fox also announced plans to move the RAF's Scottish-based Eurofighter Typhoons from Leuchars to Lossiemouth, with the latter joining RAF Coningsby as a base providing quick reaction alert cover for the UK.

"We will start preparing the infrastructure at Lossiemouth to receive the Typhoon force straight away, and would aim to start to redeploy aircraft there in 2013," said Fox. "We will continue to redeploy aircraft over the following years as space becomes available."

The RAF bases at Kinloss and Leuchars in Scotland will be handed over for use by the British Army, while Lyneham in Wiltshire has been named as preferred location for the MoD's future defence technical training activities.

Allocated to support the UK's Future Force 2020 strategy, the additional defence funds equate to a real-term increase of 1% a year in the UK's equipment procurement and support programme, the MoD said.

"I am determined to maintain Britain's position in the international premier league and to ensure that our Royal Navy, Army and RAF are given the tools they need to do their vital work," said Fox.

The defence secretary also said the MoD would publish a new, fully funded, 10-year equipment plan by September and ask the UK National Audit Office to conduct an "affordability audit" of its plans.

Cortes do Pentágono podem encerrar linhas de montagem – ou projetos

Fechar linhas de montagem do F-18, do C-17 e do C-130? Cancelar o F-35 e colocar suas tecnologias no F-16 e no F-18? Qualquer que seja a resposta, o objetivo é cortar US$ 400 bilhões em 12 anos.

O Presidente dos EUA, Barak Obama, disse ao novo Secretário de Defesa Leon Panetta para reduzir os gastos militares em 5%. Parece modesto, mas dada a enormidade do orçamento militar, isso vai tirar 33 bilhões de dólares por ano de uma economia que já tem problemas. E analistas opinam que, provavelmente, o corte poderá chegar perto de 10%.

O Departamento de Defesa responde por aproximadamente 20% dos gastos federais e metade dos gastos discricionários, empregando 3 milhões de pessoas, o que inclui 700.000 civis. Por isso, chama a atenção na hora de passar a tesoura.

O Secretário da Defesa Panetta precisa descobrir como cortar 400 bilhões ao longo de 12 anos. Isso vai afetar desde coisas triviais até quantos F-35 serão construídos, o que afeta praticamente todos os estados amerinos. Por exemplo, perto de 18% da economia do Havaí depende ou está ligada aos gastos de defesa. Na Flórida, os gastos militares contribuem com tanto dinheiro quanto o turismo.

Segundo analistas, os cortes não deverão ficar restritos a sistemas de armas. Espera-se que o crescimento das forças terrestres seja parado, e que algo como 100.000 servidores ativos das forças armadas sejam cortados. Bases americanas poderão ser fechadas, tanto nos EUA quanto em outros países – mas ao menos as domésticas deverão ser poupadas nos próximos dois anos, devido às eleições. Mas a parte mais vulnerável aos cortes deverá ser a dos civis que trabalham para o Departamento de Defesa, por serem os mais bem pagos.

As linhas de produção dos seguintes aviões militares já estão programadas para fechar: C-17 (em Long Beach, na Califórnia); C-130 (em Marietta, na Geórgia) e F-18 (em Seattle, Washington). E o F-35, cuja montagem final pela Lockheed Martin é feita em Fort Worth, no Texas, também está sob ataque. Trata-se do mais caro programa de armamento na história dos EUA, e que ficou mais caro ainda neste mês, com o anúncio de custos adicionais de 771 milhões de dólares.

O Escritório de Orçamento do Congresso (Congressional Budget Office) propôs cortar o F-35 de uma vez, o que traria economias de 27 bilhões de dólares nos próximos cinco anos e de 260 bilhões de dólares no longo prazo. O escritório recomenda que o Pentágono, ao invés de continuar com o F-35, faça modernizações no F-16s e no F/A-18 para lhes dar algumas das capacidades do mais caro F-35.

Por outro lado, o ex-Secretário da Marinha, Gordon England, recomenda que Panetta resista à tentação de matar programas de aquisição ou de fazer cortes proporcionais a todos os programas atuais. Ele sugere que se faça economia dividindo os custos de desenvolvimento de armas com os aliados dos EUA.

Russia pitches PAK-FA to the 'other' Korea

There was a time when any Russian military equipment offered to forces on the Korean peninsula would have stopped slightly north of the 38th parallel, but those days are apparently over.

Although only 18 months beyond first flight, the Sukhoi PAK-FA stealth fighter has been offered to the South Koreans for FX-III. Local reports (see here and here) in Seoul today say that South Korea's defence acquisition agency -- DAPA -- has included the PAK-FA in its short-list of competitors.

For those keeping score, this is the first real competition between the PAK-FA and any foreign fighter. South Korea also is considering the Boeing F-15SE Silent Eagle, Eurofighter Typhoon and the Lockheed Martin F-35 Joint Strike Fighter. This could get interesting, folks.

Russian air force orders thrust-vectoring Su-30SM fighters

The Irkutsk Aircraft Plant (IAZ) is assembling two Sukhoi Su-30SM multirole fighters for the Russian air force, Alexey Fedorov, president of the controlling Irkut corporation, said. The pair will be completed and subjected to flight trials by the end of this year.

The new version of the twin-seat Su-30 represents the baseline Su-30MKI with thrust vectoring developed for the Indian air force, but with modifications to meet Russian air force specifications, Fedorov said.

The service is seeking to procure 30 such aircraft, with a contract still being finalised.

"Hopefully, in 2012 we will be able to finalise a contract for 18 Su-30SMs for the Russian air force, with an option for a further 18 for the Russian navy air arm," Fedorov said.

The delivery of the Su-30SM to the Russian armed forces will end a long pause in their acquisition of IAZ-built fighters, after its last Su-30K interceptors and Su-27UB twin-seat operational trainers were handed over in the early 1990s.

It is understood that the decision to procure the Su-30SM was inspired by the successful use of industry-owned Su-30MKI/MKM operational-standard prototypes during Russia's August 2008 conflict with Georgia.
