Dezessete dos 62 Los Angeles foram aposentados e há apenas 10 Virgínias em construção de 30 encomendas previstas. Ou seja, a frota será reduzida em um prazo relativamente médio de dez anos.

China starts construction at home of aircraft carrier
TOKYO -- China has started construction of its first domestically made aircraft carrier, according to diplomatic and U.S. government sources.
China has set a national goal of building a stronger navy and aims to expand its maritime interests.
This year, China will likely begin test-sailing a midsize aircraft carrier - the Varyag - that it bought from Ukraine, the sources said.
When the domestic carrier is completed, the Chinese Navy will have two aircraft carriers in its fleet.
The addition will likely raise concerns in neighboring countries, including Japan, whose ties with China have been strained over the Senkaku Islands, and Vietnam and the Philippines, which have territorial disputes with China in the South China Sea.
It will also shake up stability in the Asia-Pacific region, which has been primarily maintained by the United States' overwhelming military power.
In early June, Chen Bingde, the Chinese military's chief of the General Staff, told Hong Kong media that China was building an aircraft carrier, the first time a top officer of the Chinese military has acknowledged the fact.
But he did not clarify whether the carrier being constructed referred to the Varyag or the other carrier.
According to the diplomatic sources, another officer in the Chinese military said the Varyag cannot be called a domestically made carrier, and clearly stated that the carrier is another under construction in a different location.
A U.S. government official also said that Washington regards the carrier referred to as the one made in China.
Part of the U.S. Defense Department's 2010 annual report, titled "Military and Security Developments Involving the People's Republic of China," said China will be able to operate two or more aircraft carriers in the coming 10 years.
Military sources close to developments in the Chinese Navy said the domestically made carrier is being constructed in a shipyard on Changxing Island in Shanghai.
The sources said the new carrier will likely be midsize, similar to the Varyag, and carry Jian-15 jet fighters, which China has just developed. The fighters will likely take off from a ski jump-style flight deck as is done on the Varyag.
Though the new carrier is modeled after the Varyag, the military sources said it has great geopolitical significance, showing that China has acquired the technology to construct an aircraft carrier on its own.
Security around the shipyard on Changxing Island has increased significantly since the start of this year, which military sources attribute to the start of construction of the carrier.
According to military experts, even in the United States it takes at least five years from the start of construction of an aircraft carrier to its deployment. Thus it is likely that China will need seven to eight years until the domestically made carrier can be put to use.
The experts also said China is constructing modern destroyers equipped with air-defense missiles to defend the carriers.

Submarine Plans Don't Match Future Military Needs
15:08 GMT, July 14, 2011 The U.S. Navy's long-range plan for its undersea warfare fleet is overdue for an update. The current plan contains major gaps that could leave the undersea fleet unable to maintain an adequate level of forward presence or cope with emerging adversaries such as China. First, the service has failed to provide a credible funding concept for replacing Ohio-class ballistic missile subs that are the backbone of the nation's nuclear deterrent. Second, the service has not offered a solution for how it will deal with the retirement of four cruise-missile subs constituting most of the undersea conventional-strike capability in the present fleet. Third, the service is not buying enough Virginia-class attack subs to sustain current levels of intelligence gathering and sea-control activity. Fourth, the service continues to predict development of a replacement for the Virginia class that will not be feasible in the planned timeframe given the dedication of scarce design capabilities to the Ohio replacement.
Collectively, these gaps add up to an undersea-warfare plan that is neither believable nor responsive to future warfighting requirements. In the years ahead, the nation will need to rely more, not less, on the undersea fleet to sustain strategic deterrence, gather sensitive intelligence, and assure presence in places where surface warships have become too vulnerable. The Navy therefore must have a credible plan for maintaining undersea capabilities, which means allocating adequate levels of funding to support executable construction programs. The first step in any such plan is to explain how the $80 billion Ohio replacement program is supposed to fit inside a naval ship construction budget that currently claims a mere two-percent of defense spending. It obviously cannot, and Navy leaders therefore need to have a serious conversation with Pentagon leaders and the Congress about increasing the shipbuilding budget at least 30 percent during the time the Ohio replacement is being built.
The next step is to figure out how the Virginia class of attack subs can be modified to carry more land-attack cruise missiles per warship so there is no shortfall in undersea strike capabilities when current cruise-missile subs are retired. This presumably means increasing the length of vessels to accommodate mid-hull launch tubes, which may require extensive changes to assure adequate survivability. In addition, the Navy needs to bolster the multiyear buy of Virginia-class subs to mitigate the shortfall in available boats that becomes critical at precisely the same time when cruise-missile carriers are exiting the fleet (from 2026 onward). The highest-leverage option is to add an additional sub to the multiyear buys in 2018 and 2023 -- the only years in either buy when the service proposes to purchase a single boat rather than two.
Finally, the Navy needs to acknowledge the reality that it will not be developing a replacement of the Virginia class for decades to come because it lacks the technical talent to do so while also developing an Ohio replacement at the same time. In other words, the service should be acting like the Virginia class is the only undersea warship that it will be building other than the Ohio replacement until mid-century, and plan its ship construction program accordingly. Unfortunately, the shipbuilding plan it is using today doesn't reflect such realities, and thus leaves policymakers without a valid framework for thinking through future budgetary tradeoffs. Undersea warships probably have a bright future in the emerging threat environment, but that future cannot be realized unless the Navy has a credible plan for acquiring the right capabilities in a timely fashion.

Chinese General: Country Needs 3 Carriers
BEIJING - China needs at least three aircraft carriers to defend its interests, a general said, days after the state media broadcast footage of its first carrier in a rare public mention of the project.
"If we consider our neighbors - India will have three aircraft carriers by 2014 and Japan will have three carriers by 2014," Gen. Luo Yuan, a senior researcher with the Academy of Military Sciences, was quoted as saying by Beijing News.
"So I think the number [for China] should not be less than three so we can defend our rights and our maritime interests effectively."
His comments, published July 29, came after China sought to downplay the capability of its first aircraft carrier, saying July 27 the vessel would be used for training and "research."
Beijing believes that the three Japanese carriers it referred to, built for helicopter operations, could eventually be converted into full aircraft carriers.

Uai... Que fumaça é essa no cassino? Será que estão testando os equipamentos da cozinha como fornos, churrasqueiras e fogões!
