Escândalo no porta-aviões 'USS Enterprise'
EUA: Marinha investiga vídeos sexuais

A Marinha dos EUA está a investigar vídeos “inapropriados”, de cariz sexual, gravados a bordo do porta-aviões nuclear 'USS Enterprise'.


As imagens mostram militares a simular masturbação, sexo nos chuveiros do navio e exames rectais, bem como marinheiros vestidos de mulheres.

Um dos protagonistas dos vídeos, revelados pelo jornal 'Virginia Pilot', é o comandante Owen Honors, segundo em comando do porta-aviões que esteve a apoiar as intervenções militares dos EUA no Iraque e no Afeganistão.

A certa altura o próprio Owen Honors desafia os homossexuais presentes na embarcação, afirmando: "Durante os próximos 20 minutos, porque é que vocês maricas não se abraçam uns aos outros."

Navy Gets its Holiday Wish and Buys Both LCS Classes

So it happened, late yesterday the Navy gave out a pair of $430 million contracts for Lockheed and Austal to start work on the first two ships of what should be a split buy of 20 Littoral Combat Ships from both companies.

The service is kicking off the dual buy with a $430 million, fixed-price contract to each company to build one apiece of their ships, followed by an option for both firms to build nine more ships through 2015 for a total of roughly $7.1 billion, according to a Navy announcement. Congress must appropriate cash for the remaining nine ships in each of those five years.

Lockheed makes the Freedom Class LCS while Austal USA makes the Independence Class vessel.

The sea service revealed its hopes to buy both classes of LCS last month, claiming that competition between Lockheed and Austal had resulted in both company’s bids being far lower than what the Navy had expected. Navy officials insist that the split buy will save $2.9 billion over the next five years and allow for the purchase of 10 ships from each class versus 19 of a single class as previously planned.

Money saved by the dual-buy will now be redirected into other shipbuilding programs, according to the Navy.

This leaves a couple of big questions. First, what happens if the Navy decides it wants to install a common combat suite aboard both classes of LCS someday? How much will such a retrofit cost?

Navy and Lockheed officials have so far worked to downplay concerns about this.

During a Senate hearing earlier this month to discuss the deal, Sean Stackley, the Navy’s top weapons buyer told lawmakers that the only potential upgrade to the two classes combat suites would be a roughly $20 million project to install new sensor systems since the weapons are the same on both classes.

“The current acquisition strategy does not call for the change-up of the combat system,” said Stackley during the Dec. 14 hearing. “However, on the sensor side, we have contemplated moving toward a common sensor… In total, the cost of bringing a new sensor, that’s common for LCS and with the rest of the fleet is about $20 million non-recurring and about $2 million a ship.”

He added the Navy “could consider” upgrading the ships’ software systems and digital control panels someday but that it has no estimate for what that would cost.

Total lifecycle costs for the ship are “on the order of $82–83 billion,” according to Stackley.

Yesterday, a Lockheed official said the Freedom Class ships are already fairly common with the rest of the fleet.

Paul Lemmo, vice president of Lockheed’s mission systems and sensors division told reporters during a Dec. 29 teleconference that the Lockheed ships come with the same command and control suite found on the sea service’s Aegis-equipped cruisers and destroyers.

“Certainly, for our part, we believe that we’ve offered a very cost effective solution from a combat systems standpoint,” said Lemmo.

Still, “we follow the Navy’s lead and if they would like us to move down that path we’d certainly be open to that,” said Lemmo, referring to the idea of building a common combat suite for the two ships.

There’s also the question of what’s happening with the ships’ mission modules which are supposedly not working out as planned.

One also has to wonder if this will set a precedent for the Air Force’s decade-long KC-X effort to replace its oldest KC-135 tankers? Will lawmakers use the Navy’s decision as ammo to try to force the air service into splitting the $35 billion, 179-plane KC-X buy between rivals EADS and Boeing?

The Air Force isn’t too keen on that idea, saying that splitting the KC-X buy would likely drive costs up because it would reduce the total number of tankers built by each company per year.

Thanks to the recent announcement that the Pentagon is officially on board — for now — with the general strategy to buy replacement submarines for the Ohio-class strategic boats, it is time to hunt for the next fleet of boomers.

This is no small Pentagon program by any measure. For fiscal 2012, the Navy estimates it will spend about $1 billion for research and development alone for the replacement program, according to sub-builder General Dynamics Electric Boat Division. It will likely cost up to $40 billion just to buy the subs, and overall program costs could reach $100 billion or more. Even for the Defense Department, that is real money — especially in these days of growing financial austerity within the Pentagon — and there is certain to be pressure on the Navy to keep a lid on costs for the new boomers.

One of the hints on just how the Navy might do that was dropped in a statement about granting earlier this month of the Pentagon’s Milestone A authority. The service says, “The Ohio replacement will leverage the successful Virginia-class acquisition program.” That particular line, analysts surmise, could well mean the Navy would entertain and perhaps even embrace a multiyear submarine construction contract proposal similar to the deal now being used for the Virginia attack boats. Indeed, the Navy and Pentagon might also be open to a teaming agreement similar to the one employed for the Virginia-class subs, where Electric Boat and Northrop Grumman’s Newport News, Va., shipyards both build and assemble the Virginias.

That might not be such welcome news to Electric Boat, which designed and built the Ohio-class boomers and assumed it would be the favorite to get the replacement work. Still, another teaming agreement would be a pre-emptive strike on any protest should the Northrop Grumman team want the work and the Navy be forced to select one of the contractors.

The Navy also could do more than just leverage the Virginia-class teaming and multiyear agreements for its Ohio-class replacement subs. There are no subs in the world’s oceans that operate more quietly than the Virginias, except for the costlier Sea Wolf-class attack boats. And when it comes to boomers, there are few priorities more important operationally than being quiet. These subs are meant to sit and wait, undetected, until the moment comes to fire their missiles.

Virginia-class attack boats are designed and built for other missions, but the subs can be designed to accommodate strategic Ohio-class replacement needs. And a modified Virginia-class vessel could be easier for the Pentagon and Congress to swallow for more multiyear construction agreements.

New Problem Hits LPD 17: Bad Work Documentation

The U.S. Navy's most problem-plagued ship has a whole new set of issues, the service said - bad documentation of the work being done to fix it.

The San Antonio (LPD 17), first of a class of large amphibious transport dock ships, has been under repair at Norfolk, Va., for over a year, with much of the work being done by the Earl Industries shipyard. The work was expanded from its original scope to include a comprehensive effort to fix a wide range of fundamental problems with the ship, which has never been considered fully operational since her delivery in July 2005.

Now, said Naval Sea Systems Command (NAVSEA), audits of the work being done on the ship's four main propulsion diesels revealed "unacceptable, improper documentation in the overhaul reports" by Earl and Fairbanks Morse, makers of the Colt Pielstick diesel engines.

"There were missing reports; reports with data indicating out-of-specification conditions without indication of what repairs were performed; and reports with missing data or inconsistent data," NAVSEA said in a statement. "This kind of performance fails to meet the maintenance standards we expect for ship repair by our contractors and their subcontractors."

A Navy investigation is ongoing to check the work and see if any material deficiencies exist.

"So far there is no indication of a material problem but the investigation is continuing," said NAVSEA spokesman Chris Johnson.

The ship is scheduled to get underway from Norfolk for sea trials in late April, Johnson said April 15, but so far the investigation has not affected the trials schedule.

Personnel actions also appear to be underway as a result of the improper documentation. NAVSEA declined to comment, saying it would violate privacy policies.

Work on the San Antonio was extended last year as the overhaul revealed more problems with the ship stemming from its protracted construction period at Northrop Grumman's Avondale shipyard near New Orleans. Among the work was the discovery that bolts holding down the engines and main reduction gear were improperly installed, requiring all the bolts to be reworked. Similar problems were found on other ships in the class.

A separate problem with the ship's diesel engines involved particles getting into the lube oil system. The Navy and Fairbanks Morse believe they now have cured that issue.

A sister ship of the San Antonio, the second-in-class New Orleans, has been under repair at San Diego since the fall.

The Mesa Verde and Green Bay, third and fourth ships in the class, are currently deployed. The fifth ship, New York, recently completed an overhaul at Norfolk.

The San Diego is scheduled to be delivered this summer from Huntington Ingalls Industries at Pascagoula, Miss., formerly Northrop Grumman. The Navy plans to build 11 of the 26,000-ton ships.
