Russia's Strategic Missile Forces conduct large-scale drills

More than 2,000 servicemen from Russia's Strategic Missile Forces (SMF) are taking part in large-scale command-and-staff exercises that started on Wednesday, a military spokesman said.
"The SMF are conducting command-and-staff drills on March 10-12 in line with the annual training program," Col. Vadim Koval said.
According to the official, the SMF will practice operations control in scenarios involving conventional and nuclear warfare under guidelines outlined by Russia's new military doctrine.
"A total of more than 2,000 servicemen and 150 theater- and tactical-level command-and-control centers take part in the drills," Koval said.
Russia plans to complete the modernization of the SMF's command-and-control systems by 2016 in order to improve their ability to overcome missile defenses and increase the survivability of delivery vehicles.
The SMF conducted a total of 11 large-scale exercises and two test launches of strategic missiles in 2009.
The Strategic Missile Forces reportedly have a total of 538 ICBMs, including 306 SS-25 Sickle missiles, 88 SS-18 Satan and 56 SS-27 Topol-M missiles.

Russia and India will sign defence and other deals worth more than 10 billion dollars during a visit by Prime Minister Vladimir Putin to New Delhi this week, a top official said Wednesday.
"A preliminary estimate shows that the volume of the business deals in monetary value will top 10 billion dollars," Putin's foreign policy aide Yury Ushakov told reporters.
In New Delhi on Friday, Russian and Indian officials hope to ink at least 14 or 15 agreements, Ushakov said.
The most significant deals include a contract to sell India 29 MiG fighter jets and an additional agreement on the Admiral Gorshkov, a Soviet-era aircraft carrier sold to India and being refurbished by a Russian firm, Ushakov said.
He declined to give a breakdown of the 10 billion dollar package.
The Admiral Gorshkov sale has been marred by price disputes and delayed deliveries, compounding concerns in Moscow that India could be tempted to end its dependence on Russian military equipment.
Ushakov said the new agreement would iron out remaining sticking points.
"Judging by everything, we are approaching an agreement that will suit both sides," he said.
The visit starts late Thursday and lasts through Friday. Putin plans to meet Indian Prime Minister Manmohan Singh, Indian President Pratibha Patil and Sonia Gandhi, president of the ruling Congress party.
This will be Putin's first trip to India in his current capacity. As president, he last visited the country in 2007.

The new U.S. adoptive approach for European missile defense includes the possibility of using a Russian radar system as part of an integrated system, NATO's top military officer has said.
Adm. James G. Stavridis, NATO's supreme allied commander for Europe and commander of U.S. European Command, told the U.S. Senate Armed Services Committee on Tuesday that he supported the idea of partnering with Russia as a way to enhance security against shared missile threats.
"First, it would create a zone of cooperation with Russia [from a military standpoint]; secondly, it could technically add to the early warning time because of the location of the system; and thirdly, it creates confidence-building measures between ourselves and the Russians," the admiral said.
Moscow has earlier offered the use of the Gabala radar station in Azerbaijan and the Armavir radar station in Russia's Krasnodar Territory as alternatives to previous U.S. plans for a missile shield in Central Europe, but Washington has been reluctant so far to accept the proposal.
Stavridis called the new phased-in approach for European missile defense "timely and flexible," and said it will provide "capability that we can step up and be adaptive."
In his prepared statement for the Armed Services Committee the admiral also outlined NATO's view on overall military cooperation with Russia.
"Working with Russia is about balance and seeking to find the potential for cooperation, while maintaining an honest and open dialogue about all aspects of our relationship, including where we disagree," the statement said.
"We at European Command are ready to pursue military-to-military communication, engagement, and even training and operations with Russia where and when appropriate."

Russia to ship anti-aircraft systems to Algeria: report

MOSCOW, Mar 24, 2010 (AFP) - Russia will send Algeria over half a billion dollars' worth of anti-aircraft weaponry in the next two years, a Russian defence industry source was quoted as saying on Wednesday.
"In accordance with the contract signed in 2006, 38 Pantsir-S1 anti-aircraft missile-artillery systems worth over 500 million dollars will be delivered to Algeria," the source told the Interfax news agency.
"Delivery of the systems to the client will take place in 2010-2011," the source added.
Algeria's neighbour Libya is close to signing a contract with Russia to buy Pantsir-S1s as well, and Saudi Arabia has expressed interest in them too, the source said.
The Pantsir-S1 is a mobile short-range anti-aircraft system that combines artillery and surface-to-air missiles. Its missiles, whose NATO reporting name is SA-22 Greyhound, have a maximum range of 20 kilometres (12 miles).
In 2006, Russia and Algeria signed a deal in which Moscow agreed to erase the north African nation's debt, while Algiers committed to purchasing up to 7.5 billion dollars' worth of Russian military hardware.
The weapons trade is one of the few sectors where Russian manufacturing has enjoyed strong demand in recent years.
Export sales by Russia's leading state-owned arms export company, Rosoboronexport, amounted to 7.4 billion dollars in 2009, up 10 percent from the previous year.

Russia may unveil new 'super-tank' in summer 2010
Russia's new main battle tank (MBT), the T-95, could be exhibited for the first time at an arms show in the Urals Region this summer, the developer and future manufacturer of the tank has said.
The development of the new tank dubbed "Item 195" began at the Uralvagonzavod design bureau in the early 1990s. Russia will become the first country in the world to have the 5th-generartion MBT if the military commissions the vehicle.
"The work on the project has been conducted for many years. If the government gives us a 'green light' we will exhibit the tank at the [Russian Expo Arms 2010] arms show in Nizhny Tagil this summer," general director of the Uralvagonzavod plant Oleg Siyenko told RIA Novosti in an exclusive interview.
"I cannot disclose the characteristics of the tank, but I can assure you that we have met all the requirements put forward by the military," he said.
According to unofficial sources, the T-95 will feature better firepower, maneuverability, electronics and armor protection than Russia's latest T-90 MBT or comparable foreign models.
It will weigh about 55 tons and its speed will increase from 30-50 kph to 50-65 kph (19-31 mph to 31-40 mph).
The new tank may be equipped with a 152-mm smoothbore gun capable of firing guided missiles with a range of 6,000-7,000 meters.
In contrast to existing designs, the gun will be located in a remotely-controlled turret to improve 3-men crew survivability.
Meanwhile, the T-90 MBT, developed in the 1990s on the basis of the T-72B tank, will be the backbone of the armored units until 2025, according to the Russian military.
Russia currently produces up to 100 T-90 MBTs annually and plans to have at least 1,500 vehicles in service with the Ground Forces.

WASHINGTON --- The United States and Russia have agreed to a new arms reduction treaty that will slash each of their nuclear arsenals by a third and improve the way the terms of the agreement are verified, President Barack Obama announced today.
Pending Senate approval, the New Strategic Arms Reduction Treaty, known as New START, replaces a predecessor agreement that expired in December, and would represent the achievement of an arms reduction goal that has figured as a centerpiece of President Barack Obama’s national security agenda.
“Today, we have taken another step forward in leaving behind the legacy of the 20th century while building a more secure future for our children. We have turned words into action. We have made progress that is clear and concrete,” Obama said at a White House briefing. “And we have demonstrated the importance of American leadership -- and American partnership -- on behalf of our own security, and the world’s.”
Obama, who spoke to reporters after a phone call with Russian President Dmitriy Medvedev, hailed the treaty as the most comprehensive arms control agreement in nearly two decades and a move that brings the world further from the specter of the Cold War.
Under the treaty, which requires Senate approval before ratification, the United States and Russia would be limited to significantly fewer strategic arms within seven years from the date the treaty enters into force. The parameters were based on a Defense Department analysis in support of the 2010 Nuclear Posture Review, which Defense Secretary Robert M. Gates said is due out in coming weeks.
Gates, who appeared alongside Obama and other Cabinet members at the briefing, said the treaty strengthens nuclear stability. He also noted that America's nuclear arsenal remains an important pillar of the U.S. defense posture -- both as a deterrent and as reassurance to more than two dozen allies who rely on the U.S. nuclear umbrella for their security.
“But it is clear that we can accomplish these goals with fewer nuclear weapons,” he said. “The reductions in this treaty will not affect the strength of our nuclear triad, nor does this treaty limit plans to protect the United States and our allies by improving and deploying missile-defense systems.”
The treaty holds personal meaning for Gates, whose lengthy public service career has been partly defined by Cold War considerations and nuclear strategy, including his stint more than four decades ago as a junior Air Force officer in Strategic Air Command.
“The journey we have taken, from being one misstep away from mutual assured destruction to the substantial arms reductions of this new agreement, is testimony to just how much the world has changed,” he said, “and all of the opportunities we still have to make our planet safer and more secure.”
The provisions engendered in the treaty have been embraced by the top military commanders, according to Navy Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, who said the nation’s military leaders were allowed to submit their input during the process.
“I would only like to add that I, the vice chairman and the Joint Chiefs, as well as our combatant commanders around the world stand solidly behind this new treaty,” he said, “having had the opportunity to provide our counsel, to make our recommendations and to help shape the final agreements.
“Through the trust it engenders, the cuts it requires and the flexibility it preserves,” Mullen added, “this treaty enhances our ability to do that which we have been charged to do: protect and defend the citizens of the United States.”
The treaty caps the number of deployable warheads at 1,550 – either as intercontinental ballistic missiles or deployed submarine-launched ballistic missiles – which represents a 74-percent lower limit than the terms set out in the previous treaty. In addition to other reductions, the treaty also implements a beefed-up regimen for verifying compliance with the treaty’s terms.
The previous treaty, signed in July 1991 by President George H.W. Bush and Soviet leader Mikhail Gorbachev, had been considered the biggest arms reduction treaty ever brokered.
Under that agreement, Russia has more than halved its nuclear arsenal, destroying more than 3,000 intercontinental and submarine-launched ballistic missiles, 45 atomic submarines and more than 65 strategic bombers, according to Russia’s foreign ministry.
The United States also reduced by more than 3,000 its arsenal of intercontinental and submarine-launched ballistic missiles, and cut the numbers of its launchers and heavy bombers.

“The journey we have taken, from being one misstep away from mutual assured destruction to the substantial arms reductions of this new agreement, is testimony to just how much the world has changed,” he said, “and all of the opportunities we still have to make our planet safer and more secure.”
The provisions engendered in the treaty have been embraced by the top military commanders, according to Navy Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, who said the nation’s military leaders were allowed to submit their input during the process.
“I would only like to add that I, the vice chairman and the Joint Chiefs, as well as our combatant commanders around the world stand solidly behind this new treaty,” he said, “having had the opportunity to provide our counsel, to make our recommendations and to help shape the final agreements.
“Through the trust it engenders, the cuts it requires and the flexibility it preserves,” Mullen added, “this treaty enhances our ability to do that which we have been charged to do: protect and defend the citizens of the United States.”
The treaty caps the number of deployable warheads at 1,550 – either as intercontinental ballistic missiles or deployed submarine-launched ballistic missiles – which represents a 74-percent lower limit than the terms set out in the previous treaty. In addition to other reductions, the treaty also implements a beefed-up regimen for verifying compliance with the treaty’s terms.
The previous treaty, signed in July 1991 by President George H.W. Bush and Soviet leader Mikhail Gorbachev, had been considered the biggest arms reduction treaty ever brokered.
Under that agreement, Russia has more than halved its nuclear arsenal, destroying more than 3,000 intercontinental and submarine-launched ballistic missiles, 45 atomic submarines and more than 65 strategic bombers, according to Russia’s foreign ministry.
The United States also reduced by more than 3,000 its arsenal of intercontinental and submarine-launched ballistic missiles, and cut the numbers of its launchers and heavy bombers.

MOSCOU (Reuters) - A Rússia desativou nesta quinta-feira seu último reator capaz de purificar plutônio para uso em armas nucleares, disse a imprensa local, como parte de um acordo com os EUA para evitar que o material nuclear caia nas mãos de terroristas ou de outros países.
O reator, conhecido como ADE-2, foi inaugurado em 1964, numa instalação secreta perto da cidade siberiana de Zheleznogorsk. Com o fim da Guerra Fria, a Rússia não teve mais necessidade de produzir plutônio para armas, pois já possuía um estoque desse material em milhares de armas nucleares inutilizadas. O tamanho exato da reserva de plutônio é um segredo de Estado.
Preocupados com a venda de material nuclear no mercado negro, EUA e Rússia decidiram em 2003 que Moscou desativaria seus reatores de produção de plutônio enriquecido.
O presidente Dmitry Medvedev confirmou o fechamento do reator ADE-2 na terça-feira, durante a cúpula sobre segurança nuclear em Washington.
"Este importante passo à frente continua a demonstrar a liderança russa nas questões de segurança nuclear, e dará impulso ao nosso esforço global compartilhado", disse o presidente dos EUA, Barack Obama, na ocasião.
A agência local de notícias RIA disse que, mesmo sem produzir plutônio, o reator local continuará gerando calor e eletricidade para a população local.
Conforme um acordo assinado pelos chanceleres Sergei Lavrov e Hillary Clinton, Rússia e EUA se comprometem a consumir -- e portanto inutilizar -- 34 toneladas de plutônio em seus reatores.

Rússia reduz preço do gás à Ucrânia em troca de prolongamento de presença militar no Mar Negro
A Rússia reduzirá em 30% o preço do gás vendido à Ucrânia, um desconto considerado uma compensação pelo prolongamento do prazo de aluguel da base naval russa da Crimeia, que permanecerá nesta região ucraniana até depois de 2017, anunciou nesta quarta-feira o presidente russo Dmitri Medvedev.
"Os nossos parceiros ucranianos terão um desconto no preço do gás que chegará a 100 dólares se o preço (por 1.000 metros cúbicos) for de 330 dólares. Se o preço for inferior, será 30% do preço", disse Medvedev.
O acordo foi anunciado por Medvedev e pelo seu colega ucraniano Victor Ianukovitch na cidade ucraniana de Kharkov. Ianukovitch considerou que o acordo "não tem precedentes".
Ambas as partes assinaram também um acordo para prolongar por mais 25 anos a presença da frota russa do mar Negro no porto de Sebastopol, que expirava em 2017.
À primeira vista, trata-se de um bom negócio para ambas as partes, mas mais para a Ucrânia que espera economizar cerca de 40 mil milhões de dólares em dez anos.
Porém, vamos estar atentos à implicações destes acordos na política interna da Ucrânia. A antiga primeira-ministra, Iúlia Timochenko, já veio dizer que o acordo sobre a Armada do Mar Negro viola a Constituição da Ucrânia e ameaça dar início ao processo de afastamento de Ianukovitch do cargo de Presidente do país.
A NATO reagiu calmamente à notícia, sublinhando tratar-se de um assunto entre os dois países.

La flota rusa del mar Negro podrá permanecer en su principal base de Sebastopol (Ucrania) hasta 2042, y prolongar su estancia hasta 2047, si los parlamentos de Ucrania y Rusia ratifican el acuerdo firmado ayer por sus presidentes, Víctor Yanukóvich y Dmitri Medvédev, en Járkov (Ucrania). La flota rusa (50 navíos y 18.500 personas) debía desalojar sus instalaciones en la península de Crimea en 2017, según el acuerdo vigente, que data de 1997.
A cambio de prorrogar 25 años el arriendo de las bases de Crimea, Kiev obtuvo un sustancial descuento del 30% en los precios del gas que compra a Gazprom, el monopolio exportador ruso. El descuento, efectivo este mes, supone el ahorro de 30.000 millones de euros en diez años.
"Este documento simboliza nuestra amistad", dijo Medvédev al rubricar el acuerdo sobre la flota. Y añadió que la presencia rusa en Crimea "crea el necesario equilibrio de intereses" para todos los países implicados en el mar Negro, y sobre todo para Rusia y Ucrania. Según él, la medida puede contemplarse como una contribución a la seguridad europea en el marco de su propia iniciativa a este respecto. El acuerdo sobre la flota y el descuento del gas están directamente vinculados, insistió el mandatario ruso. "Esta no es una cuestión política, sino técnica, ya que el alquiler se aumenta por la cuantía del descuento", explicó. "Rusia necesitaba claridad sobre la estancia de la flota del mar Negro", puntualizó Medvédev, que agradeció a Yanukóvich su rápida decisión.
La Constitución de Ucrania no permite las bases militares extranjeras, excepto en un periodo de transición, que sirve para justificar la presencia rusa. El ex presidente Víctor Yúshenko, convencido atlantista, insistía categóricamente en que la flota rusa abandonara Crimea en 2017. Yanukóvich ha dado un giro radical en relación a su predecesor, pero parece apartarse también del rumbo de no alineamiento que declaró él mismo al asumir la presidencia en febrero. La ex primera ministra Yulia Timoshenko calificó el acuerdo de anticonstitucional y pidió una sesión extraordinaria de la Rada Suprema (el Parlamento) el sábado. Timoshenko, que necesita el apoyo de 150 parlamentarios para reunir la Cámara, exhortó a sus conciudadanos a acudir a la sede del Legislativo para expresar su oposición. También Arseni Yazeniuk, ex jefe del Parlamento, conminó a la oposición a unirse para defender los intereses nacionales de Ucrania contra un acuerdo que juzga anticonstitucional.
La flota del mar Negro tiene para Rusia un valor más simbólico que real, ya que sus buques no son modernos, no portan armas nucleares y además dependen de Turquía, que controla los estrechos de salida al Mediterráneo. Para Ucrania la rebaja del precio del gas es muy importante, ya que los contratos de exportación y tránsito de ese combustible para 2009-2019, firmados el año pasado, cuando Timoshenko era primera ministra, contienen condiciones muy desventajosas para Kiev. El primer ministro, Nikolái Azarov, manifestó que, de mantenerse aquellas condiciones, en la segunda mitad del año la industria química y la metalúrgica se paralizarían. Ahora, las condiciones para Kiev mejoran, tanto en los precios como en la forma de pago. Además se eliminan las sanciones en caso de que Ucrania no consuma todo el gas contratado.

Russia could build a satellite for the detection and tracking of submarines from space, a defense industry spokesman said on Thursday.
Vladimir Boldyrev, of the Kosmonit science and technology center, said the group had developed a space satellite module that could carry out remote sensing of the sea and "detect submerged submarines."
"Hopefully, it will be tested in space as early as 2011," he said, adding that work on the module started over a decade ago.
He offered no indication as to when the new satellite would enter service with the Russian Armed Forces.
Boldyrev added that the dual-use module would be used for both defense and civilian purposes, in particular, providing meteorological data.
