Kuweit estuda compra de caças franceses Rafale

PARIS - O Kuweit espera comprar jatos de combate avançados Rafale, da França, e aguarda as condições de Paris, disse o ministro de Defesa do Kuweit, xeique Jaber al-Hamad al-Sabah nesta quarta-feira.

"Obviamente estaríamos orgulhosos de ter o Rafale no coração de nossas forças armadas no Kuweit. Esperamos ver as condições para isso em breve", disse o xeique Jaber a repórteres após encontro com seu equivalente francês, Herve Morin, em Paris.

"É verdade que esperamos ter o Rafale em nossa força aérea", afirmou, em comentários traduzidos para o francês por um intérprete.

O Rafale, o maior novo avião de combate da Dassault, tornou-se o centro da indústria bélica da França, mas tem enfrentado problemas em encontrar compradores, apesar dos esforços das autoridades francesas.

O governo brasileiro, que analisa propostas para a compra de aviões de combate para a modernização da frota da Força Aérea Brasileira (FAB), afirmou no início do mês estar mais inclinado a adquirir os caças Rafale pela oferta de transferência irrestrita de tecnologia.

Aeronautics The commissioning of the Rafale F3 is awaited
with eagerness by the armed forces and by a number of
countries, likely future export clients. This new version of
the fi ghter jet, the "Roadmap Rafale", will improve three
of its key equipments and will also integrate the Damoclès
laser-designator pod for laser-guided weapons


The Rafale interests quite
a few countries such as Brazil,
Libya, Switzerland, India or the
united arab Emirates, which
could become future export
clients. According to the director
of the Rafale Management
Unit at the DGA, the fi rst
French planes produced to F3
standard in a special export
version will be ready by 2013.
Stéphane Reb, the head of this
Unit, declared that the eagerness
of those awaiting the arrival
of this new version, called
"Roadmap Rafale", is mainly
due to the integration of the laser
guided weapon system and
to the outstanding performances
of three key equipments
of very important equipment:
the adaptation of an active
antenna to the RBE2 radar, the
modernisation of the OSF front
sector optronic system and the
fi tting of a new-generation
missile-warning system (DDM
NG) for the SPECTRA countermeasures
system.
Let's look at this more closely.
First of all, concerning the evolution
of today's RBE2 radar,
the AESA active electronically
scanned array radar: Stéphane
Reb underlines that "this new
capacity, which is exclusive to
this aircraft, will improve its
detection capacity by over 50%,
which gives the pilot more time
to anticipate and so a better
chance of survival." Made by
Thales, this system was successfully
tested on a Rafale
and has already been demonstrated in Brazil and Switzerland.

Delivered to Dassault
Aviation in early 2010, the fi rst
two radars will be integrated
onto two aircrafts in 2011 to
be delivered to the airforce in
2012.
The second evolution "OSF IT",
provided by the "Roadmap"
covers adding a "telemetric
identifi cation" function to
the OSF system, developed
by Thales and SAGEM DS, and
which equips the F2 Rafales of
the French airforce and navy.
The improvements made to
this equipment by Thales will
enable the fi ghter jet to detect,
pursue and identify air targets
discreetly from a very long distance.

Easier to use and maintain,
this new version is also
different from those installed
on the F2s as it has no infrared
mode.
This new function will
be tested on a Mystère XX at
the end of this year and on the
Rafale in 2010.
The F3's third evolution, the
DDM NG, is being developed by
MBDA. Thanks to their optronic
captors which detect missile
combustion, these detectors
give the aircraft a greater ability
to avoid missiles. The system
will be fl ight tested in the
second half of 2010.
And fi nally, the "Roadmap
Rafale" version integrates the
Damoclès laser-designator pod
for fi ring laser-guided weapons;
this equipment will be qualifi ed
and operational on the Rafale
and Mirage 2000D at the end
of this year.

"If we sign an export contract
for the Rafale, the first aircraft
including the `Roadmap' improvements
will be delivered
to the French armed forces in
2015 on the 60 Rafales of the
next global order (4th tranche)
which should be notifi ed this
year. If not, the 4th tranche will
be brought forward and the
Naval aviation will get them
earlier, in 2013,"
Stéphane Reb
says. Meanwhile, retrofi tting
of F2 aircraft to F3 standard
continues at the rate of about
one a month and will be completed
in 2010.
The F4 standard, currently
under study, is the next step.
As for developments to be integrated
into this new standard,
the Rafale Management Unit is
keen to meet its clients' expectations:
" We are studying the
issues surrounding stealth or
data fusion (the ability to use
a combination of information
from multiple sources). But
meanwhile we can modify certain
things to improve this new
version of the Rafale following
lessons learned from the forces
engaged in foreign theatres.
We are therefore going to
integrate on board the Rafale a
new capability, called the Rover
ISR (Intelligence, Surveillance,
and Reconnaissance) which will
also be integrated on the
Mirage 2000D, and we are
aiming to have this capacity in
early 2010, and which enables
a direct link to be established
between the aircraft and a
tactical controller system for
air operation." says Stéphane
Reb.

Obviamente, não dá para botar muita fé nesse desenho, afinal, é vapor de vapor...

Mas para os colegas que falaram que é absurdo, que não funciona, vale lembrar que cabides externos, se forem projetados sob o mesmo conceito do avião, e integrados corretamente, podem ser igualmente stealth. Já se falou nisso antes, de levar armas em cabides, mas dentro de invólucros projetados para esconde-las do radar, da mesma forma que o corpo do avião é projetado para dar o menor retorno possível para uma antena emissora.

Like the previous version, the AASM-IIR has a guidance system GPS and INS (inertial central), but also a guidance system using infrared. With inertial guidance "hybridized" GPS, the accuracy obtained is metric (between 5 and 10 meters). By adding an infrared imager, precision shooting is less than five meters. After his release from the aircraft, the AASM-IIR is heading to the designated area, whose coordinates were previously programmed in the central inertia. In its final phase, the weapons are guided by comparing the observed scene to the model indicated in its system to increase the precision of the point of impact.

Both versions of the AASM offers a capacity of marksmanship flexible, while allowing the Rafale to stay away from anti-aircraft defenses enemies. This precision gives the Rafale great versatility in Misiones. It provides simultaneous missions of close air support (CAS - close air support) missions and assault with a shot deep (AI air interdiction).

The EHIC hopes to deliver the AASM-IIR forces in early 2010. A third version, the AASM laser, whose use would be preferred against moving targets, is currently under development.

France’s defense ministry has approved funding for the 4th Rafale production batch, and will award the contract for the 60 new aircraft by year-end. (French AF photo)
French Defence Minister Hervé Morin approved, during the Nov.12 meeting of the Ministerial Committee on Investments, an order for 60 Rafale combat aircraft for the Navy and Air Force.

This order, funded in the 2009 Finance Act, brings to 180 the number of Rafale on order.

As provided for in the multi-year military planning law, the delivery dates of the aircraft will be adjusted as necessary to accommodate export contracts. This ensures optimal organization of the production line, both for domestic needs and for those countries to which France has proposed a partnership in the Rafale program.

These latest aircraft will be delivered with the new active antenna radar and enhanced self-protection suite.

The contract will be awarded by the Directorate General of Armaments (DGA) before the end of the year to the main manufacturers involved in the Rafale program: Dassault Aviation, Thales, Safran and MBDA. Over a hundred companies of all sizes will also benefit from this order.

The Rafale is an omnirole aircraft designed to ensure all of the missions currently performed by different types of fighters: air defense and air superiority, ground attack, anti-ship warfare, close air support, reconnaissance, and nuclear strike.

Existing in single-seat and two-seat versions, Rafale operates from ground bases or from an aircraft carrier. It entered service with the French Navy in 2004 and with the French air force in 2006. The Rafale has been engaged in combat missions flown from the aircraft carrier Charles de Gaulle and in Afghanistan.
