Calma não é uma corrida à construção mas um conceito:

US seeks India's good neighbourly relations to realise its 1000-ship Navy dream
--------------------------------------------------------------------------------

ANI Wednesday 18th April, 2007

By Sudhakar Jagdish

New Delhi, Apr 18 : The United States is keen to build a 1000-ship global maritime force which would include naval forces of Russia, China and India.

In this effort the United States wants India to take initiatives to get the cooperation of Russia, China and other countries in the region. The existing cooperation between the navies of India and these countries would help in setting up this maritime force.

Visiting US Navy Chief Admiral Michael Mullen, who is currently touring India, today briefed Indian Navy about his ambitious plan 'Thousand Ship Navy' (TSN) and took note of India's 'positive' view on it.

He also briefed Chairman of National Maritime Foundation Vice Admiral (Retd.) K K Nayyar about the global response to its plan and proposed methodology, to ensure interoperability amongst the participating navies.

Though US has stated that the 1,000-ship Navy "will not be a thousand grey hulls flying the American flag, but rather a voluntarily global maritime network that ties together the collective capabilities of free nations," it has yet to get a support from China.

Admiral Mullen today said that China's response to TSN has been 'positive' but it was keen to know the "intent of China's military strength".

The US Navy's concept for international maritime forces to share information on a global scale was first conceptualised by the US Naval War College in the aftermath of the September 11 terror attacks and it aims to counter the transnational threat by incorporating the global war on terror, arms and drugs smuggling, piracy and stability operations (like humanitarian relief operations in the wake of the December 2004 Tsunami in South East Asia and September 2005 Hurricane Katrina).

Admiral Mullen today met Defence Minister A K Antony, Navy Chief Sureesh Mehta, Defence Secretary and also Army Chief and Chief of Air Staf and is said to have discussed the issue.

The cooperation between Indian navies with China, Russia and the US can be understood from the fact that two Indian guided missile destroyers INS Rana and INS Ranjit carried on a naval exercise with China's guided missile destroyers Qingdao in Yellow Sea, on Monday. The same day India was participating in a trilateral naval exercise with the US and Japan fleets in the Pacific Ocean.

From April 20, India and Russia will be conducting a joint naval exercise 'Indra' off the coast of Vladivostok in the Peter the Great Bay. Indian warships -Mysore, Kuthar and fleet tanker INS Jyoti that participated in the tri-lateral exercise, will be joined by INS Rana and INS Ranjit for the one-week-long exercise, where they will exercise anti-diversion techniques under simulated conditions.

India and the US today also discussed a 'New Maritime Strategy' like the shape and contours and methodology-of-formulation and exchanged their views on it.

The prevailing security situation in the Indian Ocean region and the prognosis for the foreseeable future particularly the situation in the Persian Gulf also came up in the discussion between the US and the Indian navies.

The US expressed its concern to the resurgence of Taliban in Afghanistan and the expressed its keenness to continue with its involvement and the NATO forces in that country to provide stability.

Indian navy plans three aircraft carriers by 2017

New Delhi, May. 17(AP): The Indian navy plans to have three aircraft carriers at sea in the next decade, according to the country's defense minister as India expands its efforts to project military power beyond its shores.

``Induction of the third aircraft carrier is envisaged by 2017,'' Defense Minister A. K. Antony said in a statement to India's Parliament on Wednesday.

India is currently building its first indigenous aircraft carrier, known as the Air Defense Ship, in the southern port city of Cochin. Also, a Russian aircraft carrier, the Admiral Gorshkov, is being refurbished for India.

India's sole current aircraft carrier, the INS Virar, formerly the British HMS Hermes, is scheduled for decommissioning in 2012.

As India's economic power has grown it has tried to match that by reshaping its armed forces into a modern military capable of projecting power well beyond its shores.

The indigenous ship, a 41,340-ton vessel, is designed for use with Russian MiG-29 fighter aircraft and is expected to be delivered to the navy by 2012, according to a parliamentary committee on defense.

The Russian ship is expected in 2008.

Antony said a decision to construct a second locally made carrier could be made only after ``the construction of the first aircraft carrier has progressed beyond a certain state.''
