O Fiasco Supremo Rafale ? Ou o Frankenstein Super Pocket Gripen ?
Greece Approves $250 Million Offset Package for F-16 Purchase
By AGENCE FRANCE-PRESSE, ATHENS
The Greek defense ministry on July 14 said it had approved an offset package worth $250 million (196 million euros) for a purchase of 30 F-16 fighter aircraft from U.S.-based Lockheed Martin.
The deal includes manufacturing projects for Greece’s state and private defense industry, the ministry said in a statement.
According to U.S. defense contractor Lockheed Martin, the total value of Greece’s December 2005 order for the 30 F-16 Block 52+ planes — which rank among the company’s most advanced — is approximately $1.99 billion.
The aircraft are expected to be delivered in 2009.
Greece had an option to purchase an additional 10 F-16s but ultimately decided against it, leading to speculation that the NATO member may be abandoning a recent trend of preference for American military equipment.
Instead, the Greek defense ministry is now considering an order of another 30 combat aircraft this year, enticing interest from various European aerospace groups.
Among the aircraft that experts say fit Greece’s requirements are the French-built Rafale by Dassault, the Eurofighter — built by a consortium involving the French-Spanish-German group European Aeronautic Defense and Space Company (EADS), BAE Systems of Britain and Alenia of Italy — and the Gripen, made by Saab of Sweden. The Greek state council of foreign affairs and defense (KYSEA) is expected to take a decision on the matter in the closing days of July, according to the ministry.

MND Mulls US$4b Budget for 66 Fighters
(Source: Taiwan government news; issued July 13, 2006)

While Taiwan is planning to increase its defense budget to cope with military threats from China, the Ministry of National Defense is assessing a plan to buy sixty-six F-16 C/D fighters from the United States for NT$130 billion (US$4 billion) in order to strengthen its air defense capabilities.
The deal was proposed in response to President Chen Shui-bian's plan to increase the percentage of the defense budget from 2.4 percent to 2.85 percent of Taiwan's GDP in fiscal year 2007, a local Chinese-language newspaper quoted sources in the MND as saying on Thursday.
The opposition Kuomintang and People First Party, which together hold a slim majority in the Legislature, said they are not opposed to buying new weapons as long as the money for this purpose is included in the annual budget.
The budget for buying the F-16 C/D Block 52 fighters would likely appear alongside other budgets for the purchase of eight diesel-fueled traditional submarines, 12 P-3C anti-submarine aircraft, and eight batteries of PAC-III missiles in next year's defense budget to be sent to the Legislature for screening later this year.
The sources said once the deal is concluded Taiwan will also begin technical cooperation with P&W Co. for the manufacture, assembly and maintenance of P100 PW engines for F-16 fighters in Taiwan. A P&W executive expressed confidence in cooperation with Taiwan's aerospace industry after checking on its production lines and other facilities.
Taiwan needs F-16 C/D fighters to help maintain its air supremacy in the Taiwan Strait, as chances of acquiring new generation fighters being developed in the United States are slim in the next 10 to 15 years, said an MND official.
Presently the Taiwan Air Force has a fleet of 340 second-generation fighters, including F-16s, Mirage-2000s, and IDF-3 fighters. In addition, it has first generation 70-80 F-5E fighters that will be replaced in the next ten years.
The F-16 C/D fighters are equipped with F100-PW229 engines that have greater thrust than the F100-PW200 engines on Taiwan's F-16 fighters. The new fighters would be replacing the F-5E fighters that have been in service for 20 years, and part of Taiwan's Mirage 2000 fighter fleet known for its high maintenance costs.
The proposed deal was raised in a recent military workshop held in Washington in February, with the participation of foreign service and military officers as well as defense industry representatives from the United States and Taiwan. Most of the participants agreed that Taiwan should have F-16 C/D fighters to cope with China's military buildup.
Among other weapons on Taiwan's priority procurement list are naval anti-aircraft missiles for the country's new frigates and 30 AH-64 and S-Z assault helicopters for the formation of an army squadron of airborne rangers.
The budget for buying these new weapons would exceed NT$200 billion if the 66 F-16 C/D fighters is included. These costs will be evenly distributed in annual defense budgets over the next 6-8 years.

Russian forces orders 67 new helicopter gunships
Russia's Defense Ministry is planning to purchase 67 Mi-28N Night Hunter attack helicopters in the next few years, the defense minister said Wednesday. "The Mi-28N's specifications and combat characteristics are equal to those of three Mi-24 Hind attack helicopters, which are currently the mainstay of Russia's helicopter fleet," Sergei Ivanov said. He said the Defense Ministry would buy seven Night Hunters by the end of the year. He also said the multi-role all-weather combat Ka-52 Alligator helicopter, a twin-seat derivative of the attack Ka-50, would only be used in special missions by the Armed Forces' Main Intelligence Directorate, including in anti-terrorist operations.

60 Zhuk-MEs Radar for mig-29 in Indian Air F orce ?
The Fazotron-NIIR corporation is increasing the pace of deliveries of “Zhuk-MEh” aircraft radar deliveries for different modifications of MiG-29 fighters, which are being delivered in the area of military and technical cooperation (VTS) with foreign countries, an informed source in the area of VTS declared. He explained that production of the radar is being realized using broad cooperative deliveries from enterprises which are included in the corporation and from other enterprises, with final assembly and testing at the corporation’s head plant. The pace of the radar’s production has been growing from year to year in connection with a considerable increase of orders in the area of VTS. “Deliveries of newly produced MiG-29SMT fighters and of operational MiG-29 fighters upgraded into the MiG-29SMT variant have been carried out and will be carried out to Yemen, Eritrea, Algeria, and deliveries of the “Zhuk-MEh” for ship-based MiG-29K/KUB fighters for India,” the source noted. He especially singled out the large contract with Algeria for the delivery of the MiG-29SMT fighters with the “Zhuk-MEh” numbering 56 aircraft, first deliveries have been planned for September of this year. Signing of a contract with India for the upgrade of 60 Indian air force fighters also is expected this year. “These contracts task the corporation’s production capabilities very substantially for output of the “Zhuk-MEh” – reaching a production rate on the order of 10 radars a month, that is a rate not seen in the last 10 years,” the source concluded. The “Zhuk-MEh” is a multifunctional multimode coherent X-band radar. It can be delivered with a slotted antenna array ((ShchAR)) (four targets each) and a phased antenna array ((FAR)) (8 targets each). Both the slotted antenna array and the phased antenna array make attacks of targets according to the “fire and forget” principle possible. The “Zhuk-MEh” radar which is being exported retains a slotted antenna array (ShchAR) with mechanical beam scanning.
