When Will PAK FA First Flight Take Place?
At the suggestion of air force commander-in-chief, General of the Army Vladimir Mikhaylov, reports have appeared repeatedly in the press that the fifth generation fighter which is being built for the Tactical Aviation Future Aviation Complex (PAK FA) program will make first flight as early as 2007. At the request of AviaPort.RU, an informed source, who has a direct relationship to the rearming of the Russian air force with new combat aviation equipment, commented on the situation with the creation of the new airplane.
The source noted that even in Russia's state arms program for the period 2007 – 2015 that has been adopted, the lifting into the air of the PAK FA fighter complex is not foreseen. Moreover, as Russian Federation defense minister Sergey Ivanov noted recently, the PAK FA fighter complex's first flight will take place not earlier than 2009.
The fighter's draft design was defended last year. There is work still to come on the development of the fighter's detailed design ((RABOCHIY PROEKT) and the construction of its prototype. "In fact, the time for building the PAK FA depends in many ways also on the financial resources of the developer – OAO Sukhoy OKB and the developers of the avionics and armament," the source noted.
According to his information, besides financing the program for creation of the PAK FA from a line item of the state defense order from state budget funds, the developers oaf the fighter, equipment, systems, components and armament are supposed to finance the program from their own resources, including too borrowed funds. In particular, besides the technical complexities in connection with the need to master new materials and technologies, the possibility of some prolonging of the periods of the fighter's first flight is being concealed.
As reported earlier, air force CinC V.A. Mikhaylov announced at the start of this year that he has given orders to aircraft developers to lower the prescribed speed from Mach 2.15 to Mach 2 in order to guarantee a gain in other characteristics thanks to it. In the opinion of Sukhoy OKB managers, there is a need for further optimization of the requirements for the PAK FA, and a reduction of the maximum speed to Mach 2 instead of Mach 2.15 will not require the development of a number of systems and simplify somewhat the resolutions of tasks for creation of the complex, but will not reduce the complex's combat effectiveness.

Romania in Talks To Buy Belgian F-16s: Minister
By REUTERS, BUCHAREST, Romania
Romania is discussing with Belgium the possible purchase of used F-16 fighters to upgrade its ageing air force, the defence ministry said on July 4. "The Romanian army is going through an upgrading process. We have discussed the possibility of acquiring some F-16 planes from Belgium," Defence Minister Teodor Atanasiu told reporters, without elaborating.
Romania, which joined NATO in 2004 along with six other ex-communist European states, has been transforming its army from a Warsaw Pact mammoth into a lean, mobile force to make it fit to take part in NATO missions.
"We are talking about upgraded American technology, of high performance, but we have not set up a price yet," Belgian Defence Minister Andre Flahaut said. "The price is a political one, as we want to collaborate with our allies in safety." Atanasiu told Reuters in an interview last year that Romania needed at least 24 new aircraft, to be bought or leased through a tender.
The Black Sea state, which hopes to join the European Union next year, has 106 combat-capable MiG-21s, including 13 2-seat trainers, according to the International Institute for Strategic Studies. They are expected to be phased out between 2010 and 2012.

Austrália compra + 34 helicópteros NH-90 por 1,5 bilhões de dólares :
Australia Tightens Eurocopter Ties With A$ 2B Buy of 34 NH90s
Australian Minister of Defence he Hon. Dr Brendan Nelson recently announced that Government has approved an A$ 2 billion (USD $1.475 billion at current rates) buy of 34 more NH90 multi-role helicopters.
Australia acquired 12 "MRH-90" multi-role helicopters in 2004 as additional troop lift for the Army, and delivery is scheduled from December 2007 - December 2009. These additional aircraft will bring the total fleet to 46; as these new MRH-90s are delivered, Australia's old Sea Kings will be retired in 2010, followed by progressive replacement of the smaller S-70A-9 Black Hawks between 2011-2015.
Anticipated benefits from this consolidation include greater operational flexibility and efficiency through common operational, training and logistic systems and a capability to rotate personnel, aircraft, spare parts and role-specific equipment between troop lift, special operations and maritime support commitments. Some of the language and initiatives in the Minister's statement may also have long-term implications for Australian procurement.
The MRH-90 helicopters will be assembled in Brisbane, and based at RAAF base Townsville; Holsworthy Barracks in Sydney; and HMAS Albatross in Nowra. A contingent will also be based at a joint training facility at Oakey in Queensland.
The Hon. Dr. Nelson's press release also added this note, which speaks to Australia's overall infrastructure and industrial ties. Note that Australia is also a customer for 22 of EADS Eurocopter's Tiger ARH attack/reconnaissance helicopters:
"As these MRH 90 aircraft will be assembled in Australia this acquisition of at least 34 aircraft will provide significant opportunities for Australian industry and the Australian Defence Force (ADF) will gain an operating capability within a relatively short time-frame.
The emphasis of the Australian industry package, worth $1.2 billion, is on the development and sustainment of critical aircraft mission system capability. The long term viability of the Australian MRH 90 assembly line will be maximized, ensuring greater development of the skill base required to support the MRH 90 into the future through a strategy aimed at promoting Australian industry as part of the Eurocopter global supply chain."
Given the recent emphasis in Australia's Defence Capability Plan (DCP) 2006-16 re: a more standardized and interoperable helicopter fleet, this statement is likely to be significant. Especially when one considers the level of announced funding for that initiative - over A$ 3.7 billion.

Finalmente o Paquistão adquire AEWC !
Paquistão finaliza compra de 7 Saab 2000 AEWC :
Paquistão finaliza compra de 7 Saab 2000 AEWC :
Sweden Finalizes Saab 2000 AEW&C Contract With Pakistan
Saab recently finalized a Skr 8.3 billion (approx. $1.15 billion at current conversion) provisional contract to supply S100B Argus turboprop airborne early warning (AEW&C) systems to Pakistan. According to earlier reports at Pakistani Defence , Pakistan will acquire 14 SAAB 2000 aircraft from Sweden: 7 of these aircraft will be dedicated for the PAF's AEW&C role as Argus aircraft, while the remaining 7 will be acquired by the PIA airline to replace its fleet of 11 aging and largely-grounded Fokker short-haul turboprop aircraft.
The Saab aircraft beat a number of other competitors, including Bombardier's Dash-8/Q200 and US offers to sell the E-2C Hawkeye system. The Argus AEW&C award also caps a 25-year quest by the Pakistani Air force...
In "SAAB 2000 & ERIEYE AWE&C system,"a Pakistani government site explains the operational need for these aircraft, and chronicles their pursuit of the 707-based E-3C AWACS aircraft and related systems since 1979. Indeed, Pakistan had pursued the Erieye system before, but had been rejected several times under Sweden's military export policies. With that roadblock clear, Pakistan has engaged in long negotiations with Saab that have finally come to fruition. With respect to the new aircraft's radar capabilities, the article notes that:
"The Ericsson PS-890 Erieye radar uses an active array with 200 solid state modules. The range of the S-band, 3 GHz, and side looking radar is 300 km. The 1,985-lb (900-kg) dorsal antenna is housed in a 29-ft 6.3-in (9-m) long box radome mounted atop the fuselage. Utilizing adaptive side lobe suppression, the look angle on each side is about 160 degrees. From its standard operational altitude of 6000 metres (19,685 feet, or FL200) the radar has a maximum range of 450 km (279 miles). Against a fighter-sized target effective range is approximately 330 km (205 miles). Seaborne targets can be detected at 320 km (1998 miles), though this is a function of the aircraft's cruising height. The electronically scanned antenna can scan sectors of interest frequently while others are monitored, and a single sector can be scanned in different modes at the same time."
That last bit is a reference to the AESA radar's ability to scan ground and air activity at the same time, rather than switching between these modes as conventional radars do. An Australian airpower article explains the potential benefits of AESA radars against other AEW&C offerings like the E-2C Hawkeye - and also notes the limitations of the S100B/Erieye system:
"The limitation of the two sided array is that it can only cover two 120 degree sectors abeam of the aircraft, leaving 60 degree blind sectors over the nose and tail of the aircraft, and reduced antenna performance from 45 degrees off the beam aspect. Another limitation stems from the use of an airframe too small to accommodate a comprehensive self contained command, control and communications system, and other sensors such as a capable ESM and track association system."
Saab's corporate release notes that "two third of the order value is for Saab and one third for Ericsson Microwave Systems [for the PS-890 Erieye radars], witch is, after the Saab acquisition, expected to be a part of Saab in September 2006." DID recently covered that acquisition

MOSCOW, June 15 (RIA Novosti) - A modernized Tu-160 Blackjack strategic bomber will go into operational service with the Russian Air Force in early July, the force's commander in chief said Thursday.
"In early July, a modernized Tu-160 [bomber] will roll out of [the factory in] Voronezh. A new Tu-160 upgrade is in the works," Vladimir Mikhailov said.
He said the Air Force would wait to adopt new models.
"There is no rush," he said, adding that the force had already received a new Mi-28N helicopter and its first Su-34SM fighter, equipped with a new engine.
Mikhailov also said four Yak-130 training aircraft with AI-222-25 engines, which are to be used in fifth-generation aircraft, were undergoing flight tests.
