Indian Su-30MKI Production Costs Escalate
A REPORT by the Indian Comptroller and Auditor General (CAG) that was placed before Parliament on May 19 revealed that licence production of Sukhoi Su-30MKI multi-role fighters is running into huge cost overruns.
The CAG report says that the indigenously-built aircraft are now costing more than they would have done if they had been imported from Russia.
Isto é claro demonstra que o problema esta na Índia e não na Rússia.
Plinio Jr escreveu:In addition, according to the CAG report, three of the aircraft´s critical systems - the eletronic warfare system, reconnaissance system and direction-finding modular radar - have not been integrated in the lastest batch of aircraft delivered by Russia under the November 1996 contract.
Muito conveniente. Você "esqueceu" de mencionar que a integração destes sistemas está sendo efetuada livre de custos pelos russos.
While India has been receiving MKI planes from July 2002, none of
them had all the features. Of the 32 aircraft received from Russia,
22 were Phase I and Phase II variants.
There were only 10 phase III fighters but even they did not have
some critical components such as the electronic warfare system,
reconnaissance pod and high accuracy direction finder radar warning
receiver.
The Russians have agreed to incorporate the three systems into all
the aircraft at their cost.
''At the time of the original agreement, it was specified that the older variants would be upgraded to the 'MKI' version -- specifically developed for the IAF's requirements -- at no extra cost. There might have been some small issues during price negotiations but nothing major,'' he said.
On whether the Russians were supplying new aircraft instead of upgrading the older Su-30s, Air Marshal Ahluwalia said it made no difference.
''Our requirement is SU-30s of the MKI standard. It hardly concerns us whether they are new aircraft or upgrades of older ones,'' he said.
Como sabe-se hoje, o primeiro lote de 18 destas aeronaves foi comprada pela Bielo-Rússia. As outras 32 também do primeiro lote já estavam no padrão MKI.
Under the deal for the supply of 50 SU-30 multi-role fighters signed in 1996, Russia had initially supplied 18 su-30k fighters with the limited capabilities, which were mainly used by the Indian Air Force as air defence platforms and were to be flown to Russia for upgradation to MKI standard capable of using sophisticated weapons against land and sea targets.
In 2004 Irkut Corporation had completed the deliveries of remaining 32 SU-30mki fighters and licensed production of 140 fighters has commenced at Hindustan Aeronautics Limited (HAL).
Plinio Jr escreveu:Regarding the cost escalation, it adds that in 2000 the total cost projected by the Ministry of Defence for the acquisition of 140 aircraft was put at $4.87 bilion, but a detailed project report by Hindustan Aeronautics Ltda (HAL) in July 2005 said the figure had risen significantly to $8.633 bilion.
Novamente o problema está claramente na Índia, mais precisamente na fabricação local do caça. Porque a fabricação na Rússia fica mais barata e na Índia com a mão de obra sabidamente mais barata, o custo está sendo maior?
Plinio Jr escreveu:On the day before the report was presented, Shri Rao Inderjit Singh, the Minister of State for Defense Procurement. said HAL had been asked to speed up the production rate of the Su-30MKI. The manufacturer is now being requested to compress the delivery schedule from 14 years to eleven years.
Não soa um tanto contraditório? Se está tudo dando errado, porque diabos pede-se a HAL que acelere a entrega de Flankers? Tá soando com 100% de certeza, uma daquelas materiazinhas tipo Arnaldo Godoy que são comuns na imprensa indiana.

Mas tá melhor que muitos caças por aí. Tinha um que quase diziam ser um caça plug-and-play, basta colocar uma arma, um datalink que ele funcionava imediatamente. Teve um certo país que arrendou este tal caça e descobriu que não é bem assim, que alguns sistemas levarão meses e outros sistemas levarão anos até serem adaptados no tal caça.
