Vietnam Navy received its 4th Russian-made project 636 Kilo class diesel electric submarine

The fourth of a total of six Varshavyanka class submarines of Project 636.1 that Vietnam ordered from Russia has been delivered to Cam Ranh Port in the central part of the country on Tuesday. The Da Nang submarine was transported by the Dutch heavy load carrier vessel Rolldok Star. Its unloading and the submarine’s putting afloat will be carried out within the next two days after all the necessary administrative formalities and customs documentation execution are completed.

To date, Vietnam’s naval forces include the first three boats supplied by Russia - the Hanoi, Ho Chi Minh and Haiphong. The submarines equipped with the standard package are supplied to the Vietnamese side with the Club-S missile strike system.

The delivery to the customer of the entire batch of the boats that are built at Admiralty Shipyards in St. Petersburg is planned to be completed in 2016.

According to Rosoboronexport, Project 636 proved highly effective while operated by naval forces of several countries.

Unparalleled in her technical and operational specifications, the ship is designed to conduct effective anti-sub warfare along with the capability to engage surface ships and coastal targets of potential adversary striking operations both independently or as part of a larger task force. Increased output of the main propulsion plant allowed to enhance significantly her submerged speed alongside with endurance range up to 7500 miles. Furthermore, she is one of the world’s quietest diesel-electric submarines providing guaranteed early enemy detection and long-range attack as well as evasive maneuverability and concealment.

The naval infantry force of the Vietnam People's Navy (VPN) has conducted an exercise simulating the recapture of an island: a drill that seems to underscore Hanoi's concern about China's growing assertiveness and military build-up in the disputed South China Sea (SCS).

Footage from the exercise was aired on 25 July by the Vietnam National Defence television channel (QPVN). The drill included at least two of the VPN's three Polnochny-class (Project 771) tank landing ships, which deployed a number of PT-76 light amphibious tanks.

This was followed by naval infantry in small boats and a number of 10-tonne BTR-60PB armoured personnel carriers being deployed on beaches. The exercise did not appear to have included either naval gunfire or aerial support.

While the actual date of the drill was not revealed, analysts say that it likely took place after the Permanent Court of Arbitration's (PCA's) 12 July ruling on the legality of Beijing's territorial claims in the SCS.

The court in The Hague ruled that Beijing's claim to 'historic rights' within most of the disputed waters has no legal basis. The PCA decided on a case brought by the Philippines, which argued that Chinese activity in the region was violating international law. Vietnam is now also considering bringing its own case to the PCA.

Beijing claims most of the SCS on the grounds it is asserting 'historic rights' to maritime resources in the area. China has also embarked on creating controversial artificial islands in the disputed waters, some of which have airstrips and military installations.

This has prompted territorial disputes with neighbouring states such as Malaysia, the Philippines, and Vietnam, which stake competing claims.

Vietnam occupies about 24 islands and reefs in the disputed Spratlys, including islands close to China's newly reclaimed bases on Subi Reef and Gaven Reef.

The release of the video footage by Vietnam Defence Television channel on August 11, 2016 shown the Russian-made K-300P Bastion-P (SSC-5 ‘Stooge’) mobile coastal defence missile system.

The design of Bastion-P allows it to float force to destroy enemy ships in all weather conditions, even in noisy environments enhanced electron.

Yakhont missile weighs about 3 tonnes, 8.9 m long, 0.7 m trunk diameter, 1.7 m wingspan. Shells are designed with large 4-door navigation in near the tail, the nose is in the air intakes for engine operation.

Yakhont jet engine’s speed allows more than 2 times the speed of sound. With such a large maximum velocity, very difficult opponents are easily destroyed by explosive fragmentation warhead weighing 200-250kg.

Navigation system of the Yakhont missile launchers is inertial navigation programmed. In the approach phase target, lead investor active radar (on missiles) will activate the search; detect targets at a distance of 75km.

Yakhont missile’s range depends on flight mode: fly high orbit – low to allow the mixture to reach a range of 300 kilometres; low orbital flight – a low gain range of 120km.

Ho Chi Minh City-based Ba Son Shipyard has completed a series of sea trials for two Tarantul V (Project 1241.8)-class guided-missile corvettes on order for the People's Army of Vietnam (PAVN) Navy.

The trials were conducted during the week of 22 to 26 August in anticipation of a delivery that is scheduled to take place in the later part of 2016, a liaison officer with the PAVN Navy confirmed with IHS Jane's on 29 August.

The Japanese government said on Wednesday it is ready to provide Vietnam with new patrol ships, in its latest step to boost the maritime law-enforcement capabilities of countries locked in territorial rows with China.

On Tuesday, Japan agreed to provide two large patrol ships and lend up to five used surveillance aircraft to the Philippines, another country at odds with China over sovereignty issues in the South China Sea.

Japan itself has been at loggerheads with China over a group of tiny, uninhabited East China Sea islets.

Prime Minister Shinzo Abe told his Vietnamese counterpart, Nguyen Xuan Phuc, of Tokyo's intention in their meeting on the sidelines of ASEAN-related meetings in Vientiane.

Japan has already provided six patrol ships to Vietnam, but they were all used ones, a Japanese foreign ministry official said, adding that details such as the timing of the delivery and the number of ships to be provided have yet to be fixed.

Japan plans to extend a low-interest loan under its official development assistance program to Vietnam to facilitate the acquisition.

China has laid claim to almost all of the South China Sea, where about $5 trillion worth of seaborne trade passes every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims in the sea believed to have rich deposits of oil and gas.

A court of arbitration in The Hague in July said China's claims to the waterway were invalid, after a case was brought by the Philippines. Beijing has refused to recognize the ruling.

Gepard Frigates for Vietnam to be delivered on time despite Ukraine's refusal to provide engines

The Zelenodolsk Shipyard in the Volga area will deliver two Project 11661 Gepard-class frigates to the Vietnamese Navy on time despite Ukraine’s refusal to deliver components for them, Shipyard CEO Renat Mistakhov told TASS.

"The frigates are planned to be delivered in 2017. In other words, we are catching up with the schedule after Ukraine’s refusal to deliver components," Mistakhov said. "The slippage exceeded one year. Now, we have dealt with it and will maintain the delivery pace," he added.

According to the CEO, the two ships are in the Black Sea now. "One of the frigates is currently undergoing shipbuilders’ trials, while the other ship is being prepared for tests." "Vietnam has been informed of the fulfillment of contractual obligations monthly," he added.

The Vietnamese Navy received the first two Project 11661 Gepard-3.9-class frigates in 2011. A contract for the construction of another two Gepard-class ships was signed in 2012. These frigates were laid down in the autumn of 2013. It was reported earlier that Vietnam was planning to order another two Project 11661 Gepard-class frigates. The Zelenodolsk Shipyard started to build Project 11661 Gepard-3.9-class frigates in 1990.

The Project 11661 Gepard-class frigate has a displacement of 1,500 tons. The vessel is equipped with artillery, anti-ship, air defense and antisubmarine weapons.
The Project 11661 frigate is designed to search for and fight underwater, surface and aerial targets, carry out patrol missions and escorting operations, as well as protect the maritime economic zone.

The Vietnam Coast Guard (Cnh Sát Bin Vit Nam: CSBV) has taken delivery of a Hamilton-class high-endurance cutter that was previously in service with the United States Coast Guard (USCG) for 48 years.

The vessel, which was formerly known as USCG Morgenthau (WHEC 722), was ceremonially handed over to Lieutenant General Nguyen Quang Dam, commandant of the VCG, on 25 May at USCG Base Honolulu. Handing over the platform on behalf of the USCG was Rear Admiral Michael J Haycock, the service's assistant commandant and chief acquisition officer. The vessel has since been renamed CSB-8020.

Jane's reported in April 2017 that the US State Department was co-ordinating the transfer of the vessel through the Foreign Assistance Act, which allows for the "transfer of excess defence articles as a grant to friendly, foreign governments". The Excess Defense Articles (EDA) database values the transfer at nearly USD8 million including vessel costs and "outfit and equipment".

According to Jane's Fighting Ships , the Hamilton class features an overall length of 115.2 m, an overall beam of 13.1 m, and a hull draught of 6.1 m. The platform has a top speed of 29 kt and a standard range of 9.600 n miles at 15 kt. It can accommodate a crew of 162 including 19 officers, and one helicopter on the flight deck.

While in USCG service, the vessel was armed with one 76 mm naval gun as a primary weapon, two Orbital M242 Bushmaster dual-feed chain guns, and one 20 mm Raytheon close-in weapon system (CIWS). A video and images of CSB-8020's transfer ceremony released by the USCG suggest that the vessel has retained its 76 mm gun but it is unclear if other weapon systems have been included in the transfer, although this is unlikely.

Vietnam’s state-run media has published details of the work the country’s Ministry of National Defence (MND) is doing to modernise the country’s naval maintenance, repair, and overhaul (MRO) capabilities.

Reports on 9 July said that the MND had invested in the past two years in developing the so-called X52 Shipyard, which is owned by the Vietnam People’s Navy (VPN) and is located in Cam Ranh Bay in the south central coast province of Khanh Hoa.

Upgrading of the facilities has been undertaken primarily to support the VPN’s six Project 636 ‘Kilo’-class diesel-electric attack submarines, which were procured from Russia in 2009. The last of two of these submarines were commissioned in March 2017.

Reports said that investments in the X52 Shipyard, which was inaugurated in 2012, had enabled the facility to repair and upgrade about 20 navy ships in 2017 in addition to its initial work in supporting the Kilo-class submarines. Capability development has also been secured through efforts to send engineers for training overseas, most notably to Russia.

Reports added that the MND aims to continue investing in the facility with the intention to enable it to carry out full MRO services for the Kilo-class submarines by 2019.

US to transfer second Hamilton-class cutter to Vietnam

US Secretary of Defense Mark Esper announced during a 19-21 November visit to Vietnam that Washington will hand over a second ex-US Coast Guard (USCG) Hamilton-class high-endurance cutter to the Southeast Asian country.

"The delivery of the vessel - one of the largest class ships in the US Coast Guard's fleet - is a symbol of the comprehensive partnership between the United States and Vietnam and will increase Vietnam's maritime law enforcement and search and rescue capabilities," said the US Embassy in Hanoi in a 21 November statement about Esper's first official visit to the country.

The embassy quoted Esper as saying that Washington is "committed to expanding this strategic partnership by increasing co-operation in areas of common interest such as maritime security, peacekeeping operations, humanitarian assistance, and disaster relief".
